A regular meeting of the Peru City Council was called to order by Mayor Scott J. Harl in the Peru City Council
Chambers on Monday, September 19, 2016 at 7:00 p.m.
City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Radtke, Sapienza and Payton
present; Mayor Harl present.
All joined in the Pledge of Allegiance to the Flag of the United States of America.
PUBLIC COMMENT
PRESENTATION
Mayor Harl read a brief bio of Officer Querciagrossa’s education and experience. Clerk Bartley conducted the
swearing in of Police Officer Aaron Querciagrossa.
Mayor Harl explained there was a vacancy created by the resignation of an alderman and in accordance with State
statute the Mayor was required to fill the seat. There were three interested 1st ward residents that submitted letters.
Mayor Harl noted it is an unenviable task and that he would prefer the voters make the choice.
Mayor Harl asked for a motion to approve the appointment of Jeff Ballard as 1st Ward Alderman. Alderman Waldorf
made the motion. Alderman Potthoff seconded the motion. City Clerk Dave Bartley called the roll with Aldermen
Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza and Payton voting aye; motion carried.
Clerk Bartley conducted the swearing in of 1st Ward Alderman Jeff Ballard
MINUTES
Mayor Harl presented the minutes of the Regular Meeting of September 6, 2016. Alderman Waldorf made a motion
that the minutes be received and placed on file. Alderman Ferrari seconded the motion; motion carried.
FINANCIAL REPORTS
Mayor Harl presented the Peru Recreation Fund Cash Accounts Summary for August 2016. Alderman Potthoff
made a motion that the reports be received and placed on file. Alderman Payton seconded the motion; motion
carried.
ACTIVITY REPORTS
Mayor Harl presented the Police Department Monthly Report for August 2016 and Peru Volunteer Ambulance
Service Inc. Activity Summary Report for August 2016. Alderman Ferrari read a letter of appreciation from Ashley
and Andy Lamps for their quick response regarding a family emergency. Alderman Waldorf made a motion that the
reports be received and placed on file. Alderman Ferrari seconded the motion; motion carried.
FINANCE AND SAFETY COMMITTEE
Alderman Radtke presented the following disbursements for payment on September 21, 2016:

Alderman Radtke made a motion that the report be received, placed on file and the bills be paid in the usual manner.

Alderman Payton made a motion to approve increasing the airport liability insurance coverage from 20 to 40 million
dollars with AIG through River Valley Insurance Agency for an additional premium of $3,266. Alderman Lukosus
seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus,
Radtke, Sapienza and Payton voting aye; Alderman Ballard voting present; motion carried.
Alderman Ferrari made a motion to approve Village of North Utica mutual aid request for 4 police officers for the
annual Burgoo Festival which takes place on Sunday, October 9, 2016 (All costs to be reimbursed by North Utica).
Alderman Radtke seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari,
Waldorf, Lukosus, Radtke, Sapienza and Payton voting aye; Alderman Ballard voting present; motion carried.
Alderman Radtke made a motion to approve $500 donation to Junior Achievement. Alderman Waldorf seconded the
motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke,
Sapienza and Payton voting aye; Alderman Ballard voting present; motion carried.
Economic Development Director Bob Vickrey announced a new business (Cricket Wireless) is going into the Kin
Properties building facing Rt. 251.
PUBLIC SERVICES COMMITTEE
Alderman Waldorf made a motion to approve quote from EHC Industries for asbestos abatement at the Econo Lodge
property in the amount of $18,000. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll
with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza and Payton voting aye; Alderman Ballard
voting present; motion carried.
Alderman Waldorf made a motion to award bid for the Public Works Site Development-Phase 1 to the lowest
responsible bidder, Ladzinski Cement Finishing in the amount $44,042.36. Alderman Lukosus seconded the motion.
City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza and
Payton voting aye; Alderman Ballard voting present; motion carried.
Alderman Sapienza made a motion to approve an Architectural Service Agreement with Melotte Morse Leonatti
Parker Architects for the Mausoleum Rehab Project. Alderman Waldorf seconded the motion. City Clerk Dave
Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza and Payton voting aye;
Alderman Ballard voting present; motion carried.
REPORT OF CITY ATTORNEY/ORDINANCES AND RESOLUTIONS
Assistant Corporate Counsel Scott Schweickert presented a proposed ordinance as prepared by Attorney Herb Klein

Alderman Waldorf made a motion to authorize Vintage Tech, LLC to hold an Electronic Recycling Event on
October 22nd at the Illinois Valley Regional Airport for a cost of $15,000; split between the City of Peru and City of
LaSalle. Alderman Ferrari seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff,
Ferrari, Waldorf, Lukosus, Radtke, Sapienza and Payton voting aye; Alderman Ballard voting present; motion
carried.
PROCLAMATIONS
PETITIONS AND COMMUNICATIONS
City Clerk Dave Bartley presented a communication from LaSalle Peru Township High School requesting
permission to hold the annual Homecoming Parade on Thursday, September 29, 2016 at 4:00 p.m.; no parking signs
be posted around Rotary Park. Alderman Ferrari made a motion that the communication be received, placed on file
and permission granted. Alderman Sapienza seconded the motion; motion carried.
City Clerk Dave Bartley presented a communication from Diamond Bros. Insurance, LLC requesting permission to
approve requested awning color for property located at 1701 4th Street. Alderman Potthoff made a motion that the
communication be received, placed on file. Alderman Waldorf seconded the motion; motion carried.
Alderman Potthoff made a motion to approve blue awning color as requested by Diamond Bros. Insurance for
property located at 1701 4th Street. Alderman Waldorf seconded the motion. Alderman Potthoff made a motion that
the communication be received, placed on file and permission granted. Alderman Waldorf seconded the motion;
motion carried.
City Clerk Dave Bartley presented a communication from Wal-Mart Gas requesting re-subdivision of an existing lot
and waivers/variances from the Zoning and Subdivision Ordinances for a property located at 5311 US Hwy 251.
Alderman Radtke made a motion that the communication be received, placed on file and referred to the
Planning/Zoning Commission for review and recommendation. Alderman Payton seconded the motion; motion
carried.
City Clerk Dave Bartley presented a communication from the Right Spice requesting permission to close off Pike
Street on September 25th from 9:00 a.m. to 7:00 p.m. for the German Fest. Alderman Waldorf made a motion that
the communication be received, placed on file and permission granted. Alderman Sapienza seconded the motion;
motion carried.
Mayor Harl read a communication regarding Anthony Witczak. Mayor Harl noted that Anthony Witczak is the last
survivor of seven brothers who all served our country, either in World War II or the Korean War. Seven brothers
from the Illinois Valley all serving our country is a unique story that merits special recognition. A special resolution
passed by the Illinois General Assembly earlier this summer, the section of Route 251 from Tonica to Mendota in
LaSalle County is now known as the Witczak Brothers Memorial Highway. On Wednesday, Sept. 28, there will be a
special celebration of this highway dedication with Anthony Witczak, his family, and veterans from across the 38th
Senate District. Mayor Harl encouraged as many aldermen as possible to take part in this unique dedication.
Alderman Waldorf made a motion that the communication be received, placed on file. Alderman Sapienza seconded
the motion; motion carried.
