On vote, motion carried. READING OF COMMUNICATIONS - Mrs. Hieronymus read the following communication: 1. A letter from IDOT stating the department executed the joint agreement on July 19, 2016, for the project located three miles Northwest of Milo over Fox Creek, Milo Road District. APPOINTMENTS PUBLIC COMMENT Janice Wamhoff, Coroner and CPASA to present resolution for overdose awareness Coroner Janice Wamhoff, along with Dawn Conerton, Director for CPASA, Claudia Bachman, and Terry Madsen, presented a Resolution recommended by the Bureau County Coroner and CPASA, for Overdose Awareness for August 28 through September 3, 2016. Their mission statement and vision statement were read. Dawn gave a brief review of some of the events they have done. They began in 2007 with the IPLAN which, at that time, was the Bureau County Health Department. They started a substance abuse coalition with seven members and now are up to 143 members that are extremely active. Anyone interested was invited to come to their meetings, which are the third Tuesday of every month at 9:30 AM. They are involved in the prescription take back, and have collected over 10,000 pounds since they started in 2010; there is a drop off at the jail. They also have an incinerator for disposing of unused drugs at the Princeton Police Department for which they have gotten donations from the community. They have done BASSETT training which is Beverage, Alcohol Sellers and Servers. It is now a State law that everyone who sells or serves has to be trained. They have done Hidden in Plain Sight which is a display of how children can hide drugs and paraphernalia within their own room that parents do not even catch. They have also done e-cigarette policies, festival and Minutes Bureau County Board August 9, 2016 Bureau County Page 2 Updated 8/23/2016 2:28 PM event guides, and are working with schools to try to get curriculum going with computers. They are currently working with LaMoille. She said every Monday they have an opiate recovery group that meets at New Hope Church which started last February and is going very well. They are doing things to try to make a difference in Bureau, Putnam and Marshall Counties. Terry Madsen said they were at the meeting to specifically talk about the Resolution for setting aside the week of August 28 through September 3, 2016, for overdose awareness. Included in the Resolution was the fact that the County of Bureau had a higher fatality rate from drug overdose than from car accidents in 2015. This resolution, recognizing the week of August 28 through September 3, 2016, is in memory of the people who have either lost loved ones, or who live with permanent injuries resulting from drug overdose. Mr. Dobrich made the motion to approve the Resolution, seconded by Mrs. Volker. On vote, motion carried. Approve of the National Overdose Awareness Resolution Signed Resolution for Overdose Awareness Pam Furlan -BEST office to present Workforce Development Resolution Pam Furlan was at the meeting to present a Resolution recognizing the week of August 29 through September 4, 2016, as "Workforce Development Week" in Bureau County, Illinois. She wanted to update the Board on what they have been doing. She distributed a handout to the Board showing the number of individuals enrolled in Workforce Innovation & Opportunity Act services during the program year of July 1, 2015 through June 30, 2016. The handout also indicated the businesses served, and the dollars allocated to Youth, Adults, and Dislocated Workers, which totaled $335,895.60. She said about a year ago they started a coalition, referred to as the Illinois Workforce Opportunity Coalition, made up of local businesses and education representatives, mostly superintendents. They have been meeting to discuss the ways they can work together to better prepare the workforce. They can discuss the issues and challenges that each side faces and come up with solutions to better prepare kids, mostly focusing on the manufacturing industry. They have also been holding employer forums where they provide information to local businesses. She covers eight counties and therefore does a lot of traveling. They have met with employers in groups to tell them about the different programs and services they can provide. They have done job fairs in six of their eight counties, and they are working on a virtual job fair where everything will be done online between employers and job seekers. They are also hoping to work with businesses and schools to establish internships. She said many times when youth come into their first job, they do not have many skills and are not responsible for being on time or calling in if they are sick or absent from work. So they want youth to work in an internship to develop essential skills and get some experience. Pam then shared the success story of Denise. She had worked at a local company in an office for seven years and then found herself unemployed. She was receiving unemployment but that ran out. The Illinois Department of Employment Security referred her to the BEST Office here in Princeton. Ms. Furlan said they always go through an assessment process with individuals to determine their abilities and interests. Denise was very interested in machines, trucks, and big equipment. She had grown up on a farm and had watched her family work on different kinds of equipment. She decided to go to truck driver training school, she enrolled at IVCC and got her CDL, and in May got employment with NFI Trucking in Ottawa, which works with Kohl's Distribution Center. Her training ends this month, and she will be averaging about $1200 per week. She said this was one of many success stories she could share. She thanked the Board for its support; Robert Albrecht serves on two of their Boards and Dale Anderson has been a great support. She hopes the Board's support continues for years to come. The Resolution she presented was for Workforce Development Week, which is the week leading up to Labor Day. Mrs. Marini moved for approval of the Resolution, seconded by Mrs. Piccatto. Summary of Zoning Hearings Approve REZONE from B-1 to R-2, Marcel Hart, Single family home in Malden- L26 Ms. Lilley presented the Resolution for rezone, it was recommended by all committees, there were no objections, and she moved for approval, seconded by Mr. Baracani. On vote, motion carried. Approve Conditional Use to operate a salvage and metal recycling business, Jackson Salvage & Metal Recycling, North side of Elm Place and 1700 N Ave, Princeton Ms. Lilley presented the conditional use application of Jackson Salvage & Metal Recycling % Eric Jackson and Carol Miller. It was approved by all committees with the stipulation that the fence is installed within six months of the date that the conditional use is granted. There were objections about the noise from the tractor being used for loading, security, and documentation required by the State of Illinois. Ms. Lilley moved for approval, seconded by Mrs. Stetson. On vote, motion carried. Ms. Lilley thanked Mr. Campbell for his help with the Z-Tour. It is court-funded income derived from fees gained through court supervision cases. She moved to place the report on file, seconded by Mr. Albrecht. On vote, motion carried. Mrs. Entwhistle presented the Circuit Clerk's Receipts and Disbursements Report for July which showed earnings of $15,337.33, Interest Traffic/Criminal/Civil checking of $19.66, Interest/Savings of $.32, Bond Forfeiture $2,205, and July Passport Fees of $425. She moved to place the report on file, seconded by Mr. Maynard. On vote, motion carried. Mrs. Entwhistle presented the County Clerk's Earnings and Expenditures Report for July of $10,200 and moved to place it on file, seconded by Mr. Donarski. On vote, motion carried. Mrs. Entwhistle announced that budget meetings will begin August 10, and the Board members are invited to any of those meetings. Circuit Clerk, Sheriff, and County Clerk Reports Fees Comm Report TRANSPORTATION (HIGHWAYS, ROADS & BRIDGES, WEEDS) - MR. RABE 1. Resolution to Approve Replacing Bridge in Neponset Twp Approve bid for replacement of bridge in Neponset Twp to Curnyn Construction Mr. Rabe presented the Resolution for replacing County Line Structure #006-5003 which is on the Bureau/Henry County Line and carries TR 2 over the West Fork of Spoon River and is in need of replacement. The letting for the project was held on July 20, 2016, and the low bid of $328,799 was provided by Curnyn Construction. Funding for the project will be 80% TBP at $263,039.20, 10% CAB at $32,879.90, and 10% Henry County of $32,879.90. The Bureau County Board recommends award of contract to Curnyn at the price of $328,799. Mr. Rabe moved for approval, seconded by Mr. Baracani. Resolution to award bid for bridge replacement in Milo Township Approve awarding bid to Stark Excavating for replacing bridge in Milo Twp Mr. Rabe presented the Resolution to recommend award for replacing SN006-4225 which carries TR 154 over Fox Creek in Milo Township. A letting was held on July 29, 2016, and the low bid of $239,628. was provided by Stark Excavating, of which 80% is covered by Federal Funds and 20% by local funds. Employee policy handbook written by Donna Rogers from CIRMA Approve of the policy handbook for the County Mr. Kohr said that all of the Board members should have received information about the quarterly CIRMA meeting. He said they are in a strong financial position. Bureau County was represented by Sheriff Reed and Lieutenant Taylor in the Lexipol presentation. He said Lexipol was well received. If six counties agree to get it, they will qualify for a group discount. It was discussed, and may be taken up at the October 20 meeting, whether or not they have enough money in investments to purchase the Lexipol program for all of the counties involved in CIRMA. Mr. Kohr brought up the employee handbook and said CIRMA got the process moving again. They have had three rewrites on our policy handbook. He said there will be another one with the drug testing, and they want to get some feedback. Mr. Kohr said the policy can be changed at any time. Mr. Kohr made a motion to accept the employee handbook policy as written, seconded by Mr. Rediger. On vote, motion carried. Mrs. Volker asked if the policy covers insurance for the jail inmates. It is currently being taken care of through the Building and Grounds Committee. 2. Resolution to revise offer of SLEP employee insurance Approve of resolution revising health insurance continuation for former SLEP employees Mr. Kohr presented An Amended Resolution: Health Insurance Continuation Coverage for Retired Former Employees. This resolution will bring the County into compliance with IMRF stipulations. Mr. Kohr moved for approval of the Resolution, seconded by Mr. Rabe. On vote, motion carried. Insurance Comm Report LAW, MEMORIALS & RULES/ASSESSMENTS - MRS. MARINI 1. Place on file Coroner's Report, Public Defender Report, Assessor's Report Mrs. Marini presented the Coroner's Report, which showed 24 coroner's cases, 3 death investigations, 6 cremations, and no autopsies. She had income of $100 for the Cremation Fund and $65 for the General Fund. She moved to place the report on file, seconded by Mrs. Feeney. On vote, motion carried. Mrs. Marini presented income for the Supervisor of Assessments Office of $323 and $300 and moved to place the report on file, seconded by Mr. Baracani. On vote, motion carried. 2. Approve of repair work to windows and doors in and around zoning office - $3,140 Mrs. Warren reported that the wall in Zoning is disintegrating, and a bid was received for repair of $3,140. Mrs. Warren moved for approval, seconded by Mr. Thompson. On vote, motion carried. 4. Approve of the purchase of ceiling fans and lights needed in Sheriff's office - $1,425 Mrs. Warren reported that the Sheriff's office wants to buy and install new ceiling fans and lights. 5. Computers installed in sheriff vehicles- saved money by doing it ourselves Mrs. Warren reported that the squad computers were installed in house so money was saved. ABSENT: Robinson and Thacker OLD BUSINESS Continue process with hiring new County Administrator Approve the hiring of a County Administrator Mr. Cain made the motion to hire Sharon Shallhorn as County Administrator, seconded by Mr. Albrecht. Mr. Dobrich said he would be voting "no" for three reasons: monies coming from the State are unknown; the County has a large IMRF bill to pay down; the County needs to address the wages of County employees. Mrs. Feeney concurred with Mr. Dobrich, and also requested that a roll call vote be taken. Mr. Cain felt that with the help of an administrator, they will find additional funds. Mr. Maynard commented that he would vote "no" for the same reasons already mentioned, but he has no objection to the candidate. Mr. Dale Anderson said he felt an administrator would be helpful to the County. Mr. Marini said she will be voting "no," and Mr. Rabe said he was supportive of hiring an administrator and will find ways to pay the IMRF debt. ABSTAIN: Volker Mr. Anderson thanked the Committee and Mr. Cain for the time and efforts made for hiring an administrator. NEW BUSINESS Mrs. Entwhistle reported that the Circuit Clerk and the State's Attorney have asked about hiring a parttime clerk to collect money. They have traffic files where people have not appeared in court and a fine was assessed. They want to put the information together to be presented to a collection agency. Bond is forfeited in 30 days, and that money belongs to the County. It involves felony, misdemeanor, and DUI cases since 1998. Mr. Caffarini reported that as of June they have gotten about $19,000 back to the County. They expect that there is $35,800 to be recovered in one area and over $35,000 in misdemeanor cases. So they want to hire someone part-time to get the work done. They also have a storage space problem and need someone to organize that project. It would be a temporary thing for the State's Attorney's office and the Circuit Clerk's Office. It was decided that it will be put on the agenda for next month.
