Regular meeting of the Council of the City of Ottawa, Illinois.
Present: Daniel F. Aussem, Thomas G. Ganiere, Wayne A. Eichelkraut Jr.,
James J. Less, and Robert M. Eschbach.
Absent: None.
Commissioner Eichelkraut presented minutes of previous meeting.
Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the
Council of the City of Ottawa, Illinois, held on Tuesday, September 6, 2016, be approved
as recorded in the permanent files of the City Clerk.
Second by Ganiere.
Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.
Nays: None. Motion carried.
The property owner from 902 Ottawa Avenue questioned the Plan Commission and City
Council meeting times for the Ottawa Friendship House conditional use permit request
public hearing.
Commissioner Eichelkraut presented Biweekly Salary Payroll.
Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of
September 9, 2016, in the amount of $332,180.02, be approved and warrants issued.
Second by Aussem.
Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.
Nays: None. Motion carried.
Commissioner Eichelkraut presented Monthly Expense Report.
Moved by Commissioner Eichelkraut that the Monthly Expense Report of
September 20, 2016, showing expenses in the amount of $924,637.79, be approved and
warrants issued.
Second by Less.
Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.
Nays: None. Motion carried.
Commissioner Eichelkraut presented Monthly Salary Payroll.
Moved by Commissioner Eichelkraut that the Monthly Salary Payroll of
September 12, 2006, in the amount of $23,474.54, be approved and warrants issued.
Second by Ganiere.
Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.
Nays: None. Motion carried.
Commissioner Eichelkraut presented Monthly Financial Report.
Moved by Commissioner Eichelkraut that the Monthly Financial Report of City Clerk,
Shelly L. Munks, for the month of August 2016, be received and placed on file.
Second by Aussem.
Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.
Nays: None. Motion carried.
Commissioner Eichelkraut presented Resolution.
Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of transit
service agreements between the City of Ottawa, ADV & SAS, and the Illinois Valley
Center for Independent Living, which has been on file for public inspection since
September 6, 2016, be adopted.
Second by Less.
Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a
transit service agreement between the City of Ottawa and Horizon House of the Illinois
Valley Inc., be received and placed on file for public inspection.
Second by Ganiere.
Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.
Nays: None. Motion carried.

Moved by Commissioner Aussem that a Resolution authorizing the execution of easement
agreements between the City of Ottawa, Douglas Conroy, and Robert and
Pamela Thrush, which have been on file for public inspection since September 6, 2016,
be adopted.
Second by Less.
Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.

Commissioner Aussem presented Resolution.
Moved by Commissioner Aussem that a Resolution authorizing the approval and
acceptance of a proposal between the City of Ottawa and AT & T National Mobility
Accounts LLC, which has been on file for public inspection since September 6, 2016, be
adopted.
Second by Eichelkraut.
Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.
Nays: None. Motion carried.
Commissioner Aussem presented Resolution.
Moved by Commissioner Aussem that a Resolution authorizing the execution of a
supplemental engineering services agreement between the City of Ottawa and
Renwick & Associates Inc., regarding the Madison Street Storm Sewer, be received and
placed on file for public inspection.
Second by Ganiere.
Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.
Nays: None. Motion carried.
Commissioner Aussem presented Ordinance.
Moved by Commissioner Aussem that an Ordinance adding Chapter 22, Article X to the
Municipal Code of the City of Ottawa, :LaSalle County, Illinois, regarding a Storm Water
Management Plan, be passed and approved.
Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.
Nays: None. Motion carried.
Commissioner Less presented Resolution.
Moved by Commissioner Less that a Resolution authorizing a licensing of a parking lot on
public property, regarding Marty Ruhland and the Cheese Shop, be adopted.
Second by Eichelkraut.
Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.
Nays: None. Motion carried.
Mayor Eschbach presented Request.
Moved by Mayor Eschbach that the Request for a fundraiser from the Ottawa Mustangs to
solicit donations on Saturday, October 15, 2016, from 9:00 a.m. until 1:00 p.m. at the
intersection of Norris Drive and Columbus Street, be approved.
Second by Eichelkraut.
Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.
Nays: None. Motion carried.
Mayor Eschbach presented motion to recess.
Moved by Mayor Eschbach that this Council recess into Closed Session to discuss
matters of the sale or lease of real estate and personnel.
Second by Ganiere.
Ayes: Aussem, Ganiere, Eichelkraut, Less, and Eschbach.
Nays: None. Motion carried. Council recessed at 7:15 p.m.
