Peru City Council approves annual car show location

The Peru City Council met Oct. 3 to approve the location for a car show.

A regular meeting of the Peru City Council was called to order by City Clerk Dave Bartley in the Peru City Council

Chambers on Monday, October 3, 2016 at 7:00 p.m.

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Radtke, Payton and Ballard

present; Alderman Sapienza absent; Mayor Harl absent.

All joined in the Pledge of Allegiance to the Flag of the United States of America.

Clerk Bartley asked for a motion to appoint a temporary chairperson. Alderman Ferrari made a motion to appoint

Alderman Potthoff as temporary chairperson. Alderman Radtke seconded the motion; motion carried.

PUBLIC COMMENT

PRESENTATION

Economic Development Director Bob Vickrey informed the Council that Johannes Bus Service now has a facility on

Frontage Road north of Interstate 80 in Peru. Economic Development Director Bob Vickrey stated there will be 25

buses located at the new facility, five full-time employees and twenty-five part-time employees.

Economic Development Director Bob Vickrey informed the Council that the complete wall of the former Jewel

grocery store will be cleaned and painted.

MINUTES

Mayor Pro Tem Potthoff presented the minutes of the Regular Meeting of September 19, 2016. Alderman Waldorf

made a motion that the minutes be received and placed on file. Alderman Radtke seconded the motion; motion

carried.

FINANCIAL REPORTS

Mayor Pro Tem Potthoff presented the Sales, Home Rule, Use and Telecommunication Tax Receipts for June 2016,

General Fund and Miscellaneous Funds Report for August 2016 and City Clerk’s Report of Cash Received for

August. Mayor Pro Tem Potthoff noted sales tax is up 4%. Council to further discuss dog tags. Alderman Radtke

made a motion the reports be received and placed on file. Alderman Ferrari seconded the motion; motion carried.

ACTIVITY REPORTS

Mayor Pro Tem presented the Water and Wastewater Treatment Plants Report for August 2016. Alderman Waldorf

made a motion that the reports be received and placed on file. Alderman Lukosus seconded the motion; motion

carried.

FINANCE AND SAFETY COMMITTEE

Alderman Radtke presented the following disbursements for payment on October 5, 2016:

Alderman Radtke made a motion that the report be received, placed on file and the bills be paid in the usual manner.

Alderman Ferrari seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari,

Waldorf, Lukosus, Radtke, Payton and Ballard voting aye; Alderman Sapienza absent; motion carried.

Police Chief Doug Bernabei reported on the need for an office assistant for LEADs certified clerk. Chief Bernabei

stated compensation would be $1,000-$2,000 per year. Council had no objections.

Fire Chief Jeff King described his recent ammonia training at Fort Hood California.

Finance Officer Justin Miller reported on the receipt of $81,675 FEMA/IMEA Water Street grant. Finance Officer

Justin Miller reported on the receipt of half of the OSLAD grant money in the amount of $128,400.

PUBLIC SERVICES COMMITTEE

City Engineer Eric Carls updated the Council on the Water Street project.

REPORT OF CITY ATTORNEY/ORDINANCES AND RESOLUTIONS

Assistant Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6181

AN ORDINANCE AFFIRMING SALARIES FOR THE MAYOR, CLERK, TREASURER AND

ALDERMEN

Alderman Waldorf made a motion that the ordinance be adopted as written and read. Alderman Payton seconded the

motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Payton

and Ballard voting aye; Alderman Sapienza absent; motion carried.

UNFINISHED BUSINESS

City Engineer Eric Carls reported on the preparation of specifications for the Veteran’s Park Baseball Diamond

project to seek bids. The Council was in support to proceed.

PSM Jeff King provided an update on the Arby’s Lift Station repairs.

NEW BUSINESS

Alderman Ferrari made a motion to appoint independent counsel, Attorney Jon Brandt, for zoning of property

located at 904 Shooting Park Road (Kaszynski Office Building). Alderman Lukosus seconded the motion. City

Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Payton and Ballard

voting aye; Alderman Sapienza absent; motion carried.

PROCLAMATIONS

PETITIONS AND COMMUNICATIONS

City Clerk Dave Bartley presented a communication from IV Rodders requesting permission to use the bottom half

of Centennial Park for their annual car show on August 20, 2017 from 7:00 a.m. to 4:00 p.m. Alderman Waldorf

made a motion that the communication be received, placed on file and permission granted. Alderman Ferrari

seconded the motion; motion carried.

City Clerk Dave Bartley presented a communication from Erica Pierski requesting permission to close 2nd Street

between Calhoun Street and Green Street on October 29th for a birthday party. Alderman Waldorf made a motion

that the communication be received, placed on file and permission granted. Alderman Payton seconded the motion;

motion carried.

City Clerk Dave Bartley presented a communication from Menard Inc. requesting variances for property located on

Lot 1 of the Interstate Acres resubdivision, 5353 Mahoney Drive. Alderman Radtke made a motion that the

communication be received, placed on file and referred to the Planning/Zoning Commission for review and

recommendation. Alderman Ferrari seconded the motion; motion carried.

PUBLIC COMMENT

CLOSED SESSION

Alderman Waldorf made a motion that the meeting be adjourned. Alderman Ferrari seconded the motion and motion

carried. Meeting adjourned 7:26 p.m.
