The Peru Elementary School District 124 Board of Education met Aug. 17 to present the 2017 tentative budget.

CALL TO ORDER

The regular meeting of the month of August of the Board of Education of Peru Elementary School

District 124, LaSalle County, Illinois, was called to order in the Choral Room at Parkside School, 1800

Church Street, Peru, IL, by President Jim Renk, on Wednesday, August 17, 2016, at 6:00 p.m.

PLEDGE OF ALLEGIANCE

President Renk led the Board and audience in the Pledge of Allegiance.

ROLL CALL

PRESENT: Members Rob Ankiewicz, Cindy Gustat, Simon Kampwerth, C. G. Pillai, Jeff Sheppard, Vice

President Mark Lamboley, and President Jim Renk.

OTHERS PRESENT: Superintendent Mark Cross, Board Secretary Kim Vezzetti, Lori Madden, Melissa

Bosnich, Sara McDonald, and Ben Hohenstatt.

APPROVAL OF MEETING AGENDA

MOTION: Moved by Member Gustat, seconded by Member Kampwerth, to approve the meeting agenda

of August 17, 2016. ROLL CALL, VOTING AYE: Gustat, Kampwerth, Pillai, Sheppard, Lamboley,

Renk, and Ankiewicz. NAYS: None. The motion carried 7-0.

PUBLIC COMMENT, CORRESPONDENCE, AND ANNOUNCEMENTS

There was no public comment, correspondence, or announcements.

CONSENT AGENDA

MOTION: Moved by Member Kampwerth, seconded by Member Gustat, to approve the following

items in the Consent Agenda:

? Treasurer’s Report

? District Bills

ROLL CALL, VOTING AYE: Kampwerth, Gustat, Pillai, Sheppard, Lamboley, Renk, and Ankiewicz.

NAYS: None. The motion carried 7-0.

PRESENTATION OF THE PERU ELEMENTARY SCHOOL DISTRICT 124 FISCAL LYEAR

2017 TENTATIVE BUDGET

Mr. Cross presented the Fiscal Year 2017 tentative budget and reviewed the various funds represented.

Estimated revenues for the fiscal year are $11.55 million and expenditures $11.17 million. The Education

Fund, which is the largest of the district’s nine funds, continues to have a substantial deficit, budgeted for

$886,899 this year. Mr. Cross hopes the Operations and Maintenance Fund will not have much of a

deficit because there will be no construction. Due to the recent building of Parkside School and the

addition and renovation of Northview School, the District will not be spending money out of Fire

Prevention and Safety Fund as there will not be any Life Safety projects. The Capital Projects Fund has

been zeroed out since the completion of the addition and renovation of Northview School last fall.

The tentative budget needs to be displayed for 30 days before a final budget hearing and adoption at the

September 21, 2016 meeting. Mr. Cross said adjustments in the budget could take place between now and

the budget hearing and adoption, and he will review any changes at that time.

REPORTS, UPDATES, AND INFORMATIONAL ITEMS

Administrative Reports

Mrs. McDonald reported:

? The three sections of Pre-Kindergarten are full with 59 students. There is a waiting list and Mrs.

McDonald feels they could add a couple of more students to each section if needed. There are ten

students in the Developmental Preschool.

Mrs. Bosnich reported:

? The social studies materials have arrived and been distributed. This year committees will be

working on a standards based report card and reading curriculum.

? The Peru Education Foundation has approved a grant for the purchase of a Friendship Bench. The

bench was created by a young girl and intended to be used by students who are feeling left out or

alone.

Ms. Madden reported:

? An open house was held this evening for 5th grade students and their parents. Staff members were

introduced and the building was toured by parents and students. The 5th grade students spent an

entire day at Parkside last spring to become familiar with the routine and schedule at Parkside

school.

Superintendent’s Report

Mr. Cross reported:

? The annual Emergency Response meeting was recently held. A few days later Mr. Cross did a

building walkthrough with Principals, secretaries and custodians to show them where important

gas, electric and water shut-offs are located.

? The district financial audit was held this week. The new audit firm, Newkirk and Associates spent

three days reviewing district finances. Mr. Cross praised district bookkeeper, Jeanine

Sonnenberg, for the excellent work she does in preparing for a successful audit.

? The PRI telephone circuits were installed last week. Mr. Cross reported there are some glitches

with the caller id which are currently being resolved.

? There were 66 new students registered on registration day. He said there are several new students

entering first grade where numbers were low last year.

FY16 Report of Contracts Exceeding $25,000

Mr. Cross explained that this report lists all contracts over $25,000 and also those contracts the Board

enters into with local bargaining units. It is also required to be posted on the district’s website annually.

FY16 Report of Salary, Compensation and Benefits

Mr. Cross presented and reported on the Salary, Compensation and Benefits report which is required to be

posted on the district’s website by October 1 of each year. This information is also reported to the Illinois

State Board of Education and the Regional Office of Education.

Presentation of Recommended Additions, Deletions and Modifications of Board of Education Policy

Numbers: 2:70; 6:100; 6:235; 7:10; 7:270; 8:90; 8:110

Mr. Cross presented policy changes from the latest edition of PRESS provided by the Illinois Association

of School Boards. Most of the policies had minor or footnote only changes. Mr. Cross will discuss policy

7:270 with the principals and the school nurse. The policy references the district supplying their own

EpiPens and Opioid Antagonists for injection. The policies will be presented for adoption at the

September 21, 2016 Board meeting.

Approval of the Peru Elementary School District 124 Fiscal Year 2017 Tentative Budget

MOTION: Moved by Vice President Lamboley, seconded by Member Gustat, to approve the Peru

Elementary School District 124 Fiscal Year 2017 Tentative Budget as presented. ROLL CALL,

VOTING AYE: Lamboley, Gustat, Kampwerth, Pillai, Sheppard, Renk, and Ankiewicz. NAYS: None.

The motion carried 7-0.

Establishment of Date, Time, and Location for the Fiscal Year 2017 Public Budget Hearing for

Peru Elementary School District 124

MOTION: Moved by Member Kampwerth, seconded by Member Sheppard, to establish Wednesday,

September 21, 2016 at 6:00 p.m. in the choral room at Parkside School for the Fiscal Year 2017 budget

hearing for Peru Elementary School District 124. AYE: 7, NAY: 0. The motion carried 7-0.

Approval of School District Organizational Chart

Mr. Cross noted that Sherri Pannier’s job title has changed from Dean of Students to Assistant Principal

MOTION: Moved by Member Pillai, seconded by Vice President Lamboley, to approve the 2016-17

school district organizational chart. AYE: 7, NAY: 0. The motion carried 7-0.

Approval of 2016-17 Employee Handbook

MOTION: Moved by Member Pillai, seconded by Member Gustat, to approve the 2016-17 employee

handbook. ROLL CALL, VOTING AYE: NAYS: None. The motion carried 7-0.

Approval of 2016-17 Substitute Pay Schedule

MOTION: Moved by Member Sheppard, seconded by Member Kampwerth, to approve the 2016-17

substitute pay schedule. ROLL CALL, VOTING AYE: Sheppard, Kampwerth, Pillai, Lamboley, Renk,

Ankiewicz, and Gustat. NAYS: None. The motion carried 7-0.

Approval of 2016-17 Evaluators for Certified and Non-Certified Staff

MOTION: Moved by Vice President Lamboley, seconded by Member Gustat, to approve the 2016-17

evaluators for certified and non-certified staff. ROLL CALL, VOTING AYE: Lamboley, Gustat,

Kampwerth, Pillai, Sheppard, Renk, and Ankiewicz. NAYS: None. The motion carried 7-0.

Approval of the Peru Elementary District 124 Teacher and Principal Evaluation Plans

MOTION: Moved by Member Sheppard, seconded by Vice President Lamboley, to approve the Peru

Elementary School District 124 teacher and principal evaluation plans. ROLL CALL, VOTING AYE:

Sheppard, Lamboley, Renk, Ankiewicz, Gustat, and Kampwerth. NAYS: None. ABSTAIN: Pillai. The

motion carried 6-0.

Approval of 2016-17 Athletic Trainer Agreement with Illinois Valley Community Hospital

MOTION: Moved by Member Kampwerth, seconded by Member Ankiewicz, to approve the 2016-17

Athletic Trainer Agreement with Illinois Valley Community Hospital. ROLL CALL, VOTING AYE:

Kampwerth, Ankiewicz, Gustat, Pillai, Sheppard, Lamboley, and Renk. NAY: The motion carried 7-0.
