Peru committee reports increases in sales tax

The Peru Committee of the Whole met Oct. 31 to report the increase in sales tax.

Here are the meeting's minutes as provided by the committee:

COMMITTEE OF A WHOLE MEETING OCTOBER 31, 2016

A Committee of a Whole meeting was called to order by City Clerk Dae Bartley in the Peru City Council chambers on Monday, October 31, 2016 at 6:00 p.m.

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Radtke, Sapienza, Payton and Ballard present; Alderman Waldorf and Lukosus absent; Mayor Harl present.

Minutes

City Clerk Dave Bartley presented the Committee of a Whole minutes of October 17, 2016. Alderman Radtke made a motion that the minutes be received and placed on file. Alderman Ferrari seconded the motion; motion carried.

Presentation

Finance and Safety Services Committee

Alderman Potthoff reported on the hydro bond refinancing and noted the proposed savings of 60,000-70,000 per year.

Alderman Potthoff reported sales tax is up 4% year-to-date.

Alderman Payton reported on the health insurance renewal with Blue Cross/ Blue Shield and Brennan & Stuart-figures look favorable and recommends not bidding. Alderman Potthoff stated he was encouraged but would like to see the final figures.

Alderman Radtke reported on the Foster and Foster pension actuarial report and morality table change that has negatively impacted funding percentage. Alderman Radtke asked for more discussion at next finance meeting. Mayor Harl asked Alderman Payton, Police Pension Board Member, what the performance of the fund is. Alderman Payton stated the return from June to September was 4.25%.

PSM/ Fire Chief Jeff King reported on the reduction to the workman's compensation renewal from IMLRMA and noted the success of the City's Safety Committee efforts.

Public services committee

Mayor Harl initiated a discussion of the Utility Fund fiscal year 2018 capital project. Mayor Harl stated projects are rated and certain items are EPA mandated. City engineer Eric Carls outlined the Floodwall project, Peoria street (Sewer separation) project, Clarifier (EWWTP) project and water treatment updates. City engineer Eric Carls stated the priority for early bidding of the top three projects.

City Engineer Eric Carls offered a review of the proposed change order for the ground storage due to pitting on the inside of the tank that was significant.

City Engineer Eric Carls reported he would request tabling the Marathon Demolition bid and further research to reduce the cost.

Closed Session

Alderman Ferrari made a motion to go into closed session to discuss meetings where the purchase or lease of real estate for the use of the public body is being considered, including meetings held for the purpose of discussion whether a particular parcel should be acquired, or where the public body is considering the setting of a price for sale or lease of its property; meetings to discuss litigation when an action against, affecting or on behalf of the particular body has been filed and is pending in a court or administrative tribunal. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Alderman Potthoff, Ferrari, Radtke, Sapienza, Payton and Ballard voting aye; Aldermen Waldorf and Lukosus absent; motion carried.

Closed session began at 6:27 p.m.; ended 6:51 p.m.

Alderman Ferrari made a motion to re-open the meeting at 7:01 p.m. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Radtke, Sapienza, Payton and Ballard present; Aldermen Waldorf and Lukosus absent; Mayor Harl present.

Alderman Ferrari made a motion that the meeting be adjourned. Alderman Potthoff seconded the motion and motion carried. Meeting adjourned 7:02 p.m.
