Peru City Council approve amended final plat for Hobby Lobby subdivision

Peru City Council met Monday, Nov. 14.

The Peru City Council includes two members from each of the city’s four wards. Members meet at 7:30 p.m. every other Monday, except when Monday falls on a holiday, at Peru Municipal Building, 1901 Fourth St.

CITY OF PERU REGULAR COUNCIL MEETING NOVEMBER 14, 2016

A regular meeting of the Peru City Council was called to order by Mayor Scott J. Harl in the Peru City Council Chambers on Monday, November 14, 2016 at 7:08 p.m.

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard present; Mayor Harl present.

All joined in the Pledge of Allegiance to the Flag of the United States of America.

PUBLIC COMMENT

PRESENTATION

MINUTES

Mayor Harl presented the minutes of the Regular Meeting of October 31, 2016. Alderman Potthoff made a motion that the minutes be received and placed on file. Alderman Waldorf seconded the motion; motion carried.

FINANCIAL REPORT

Mayor Harl presented the Treasurer’s Report for September 2016 and Peru Recreation Fund Cash Accounts Summary for October 2016. Alderman Potthoff made a motion the reports be received and placed on file. Alderman Ferrari seconded the motion; motion carried.

ACTIVITY REPORT

Mayor Harl presented the Water & Wastewater Treatment Plants Report for September 2016. Alderman Lukosus made a motion that the reports be received and placed on file. Alderman Waldorf read the report. Alderman Waldorf seconded the motion; motion carried.

FINANCE AND SAFETY COMMITTEE

Alderman Radtke presented the following disbursements for payment on November 16, 2016:

Alderman Radtke made a motion that the report be received, placed on file and the bills be paid in the usual manner. Alderman Ferrari seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Payton made a motion to renew the City’s health insurance with Blue Cross Blue Shield of Illinois (BCBS) with Brennan and Stuart in the amount of $1,121,567.50. Alderman Potthoff seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Ferrari made a motion to engage Foster and Foster to perform a comprehensive actuarial funding forecast in an amount not to exceed $4,000.00. Alderman Radtke seconded the motion. Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Potthoff reported that the Finance & Safety Services meeting will be held on Tuesday, November 22nd at 4:00 p.m.

PUBLIC SERVICES COMMITTEE

Alderman Waldorf made a motion to authorize the purchase of a 3-phase submersible pump from Pabian Enterprises for the Hollerich Drive Lift Station. Alderman Lukosus seconded the motion. Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Council tabled motion to authorize execution of permits with Ameren for the placement of data collectors on city poles.

Alderman Waldorf made a motion to approve quote from John Pohar & Sons for maintenance work along the Brewster Street ravine in the amount of $17,546.00. Alderman Sapienza seconded the motion. Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Waldorf made a motion to approve quote from John Pohar & Sons for maintenance work at Baker Lake Dam, as stated in the IDNR inspection report, in the amount of $18,270.00 plus riprap at $35/ton as directed by the City Engineer. Alderman Sapienza seconded the motion. Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Waldorf made a motion to approve quote from Huber Technology for repairs to the EWWTP Bar Screen in amount of $20,757.60. Alderman Lukosus seconded the motion. Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Waldorf made a motion to authorize execution of Agreement for Engineering Services with Chamlin & Associates for West and East Wastewater Treatment Plants 2016 NPDES Permit Special Conditions Items:

• Task 1A (West Plant)/Special Condition 20-Compliance with Chromium & copper Water Quality Standards (NOT TO EXCEED $25,000)

• Task 1B (East Plant)/Special Condition 17-Compliance with Chromium & Copper Water Quality Standards (NOT TO EXCEED $16,000)

• Task 2A (West Plant)/Special Condition 8.A.8 and Task 2B (East Plant)/Special Condition 11.A.8 –Re- Evaluation of Local Pretreatment Limits (NOT TO EXCEED $12,000)

• Task 3A (West Plant)/Special Condition 17 and Task 3B (East Plant)/Special Condition 19-CMOM Plan (NOT TO EXCEED $75,000)

• Task 4A (West Plant)/Special Conditions 18 & 19-Phosphorus Optimization Plan & Phosphorus Effluent Feasibility Study (NOT TO EXCEED $25,000)

Alderman Lukosus made a motion to approve the construction of a temporary structure at the Electric Department to shelter the diesel fuel tanks with Tieman Builders in the amount of $26,200. Alderman Waldorf seconded the motion. Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Lukosus made a motion to approve the construction of a structure at the Peru Electric Rail Substation to shelter the diesel fuel tanks with Tieman Builders in the amount of $13,700. Alderman Waldorf seconded the motion. Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Sapienza made a motion to approve the request of The Compassionate Friends to landscape an area of Baker Lake. Alderman Waldorf seconded the motion. Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Lukosus made a motion to seek bids for a new T-hanger building at the Illinois Valley Regional Airport. Alderman Sapienza seconded the motion. REPORT OF CITY ATTORNEY/ORDINANCES AND RESOLUTIONS

Council tabled ordinance authorizing the execution of the IMLRMA Minimum/Maximum Contribution Agreement.

Special Corporate Counsel Jonathan Brandt presented the minutes of a Planning/Zoning Commission hearing held on November 2, 2016 concerning the petition of ES & G Leasing requesting rezoning of property located at 904 and 906 Shooting Park Road, Peru, IL. Alderman Ferrari made a motion that the minutes be received, placed on file and concur with the recommendation. Alderman Lukosus seconded the motion; motion carried.

Special Corporate Counsel Jonathan Brandt presented a proposed ordinance entitled:

Mayor Harl asked for a motion to go into closed session to discuss litigation when an action against, affecting, or on behalf of the particular body has been filed and pending in a court a tribunal, or when the public body finds such an action is probable or imminent, in which case the basis for such a finding shall be recorded and entered into the minutes of the closed meeting. Alderman Radtke made a motion to go into closed session. Alderman Ferrari seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Closed session began at 7:37 p.m.; ended 7:51 p.m.
