La Salle City Council approves payment of bills

La Salle City Council met at 7:11 p.m. Monday, Dec. 19.

The La Salle City Council includes the mayor and eight council members — two each from each of the city’s four wards. Regular meetings are held at 7 p.m. every other Tuesday in city council chambers, 745 Second St.

MINUTES OF THE REGULAR MEETING OF THE LA SALLE CITY COUNCIL HELD IN THE COUNCIL CHAMBERS, 745 SECOND STREET, LA SALLE, IL. 7:00 P.M., Monday, December 19, 2016

The meeting was called to order at 7:11 p.m.

PLEDGE OF ALLEGIANCE

ROLL CALL Present- Mayor Grove, Alderman Demes,Bacidore, Ptak, Reynolds, Lavieri, Duncan, Herndon, Schneider Excused Absence: None A quorum was present.

APPROVAL OF MINUTES Moved by Alderman Demes and seconded by Alderman Reynolds that the minutes of the regular City Council meeting held on Monday, December 5, 2016 are approved and placed on file. Each and every alderman has a copy. Voice vote, all ayes. Motion carried.

PETITIONS Moved by Alderman Schneider and seconded by Alderman Herndon to grant the request of the La Salle Promotional and Advisory Committee for a 2017 Raffle License. Each and every alderman has a copy. Voice vote, all ayes. Motion carried.

Moved by Alderman Herndon and seconded by Alderman Duncan to grant the request of Ameren Illinois to break ground at 1135 La Harpe and 33 4th Street to retire gas service. Each and every alderman has a copy. Voice vote, all ayes. Motion carried.

REPORT OF CITY OFFICERS Moved by Alderman Bacidore and seconded by Alderman Reynolds to accept and place on file the Building Inspector’s Report for November 2016 showing total fees collected of $1,143 and total value of construction of $155,849.35. Each and every alderman has a copy. Voice vote, all ayes. Motion carried.

Moved by Alderman Lavieri and seconded by Alderman Reynolds to accept and place on file the Monthly Police Income Report for November 2016 showing total fees collected of $7,723.75. Each and every alderman has a copy. Voice vote, all ayes. Motion carried.

PROCLAMATIONS Moved by Alderman Schneider and seconded by Alderman Reynolds to proclaim January 22-28, 2017 as La Salle School Choice week. Each and every alderman has a copy. Voice vote, all ayes. Motion carried.

COMMUNICATIONS Moved by Alderman Ptak and seconded by Alderman Lavieri to accept and place on file the Illinois Department of Revenue Report for September 2016 showing sales tax collected of $87,908.44 and referendum approved sales tax of $38,783.12 for a total of $126,691.56. Each and every alderman has a copy.

BIDS Moved by Alderman Demes and seconded by Alderman Ptak to accept the low bid of Glynn Demolition for the demolition and debris removal of 33-4th Street. Each and every alderman has a copy.

STANDING COMMITTEES Moved by Alderman Bacidore and seconded by Alderman Ptak to accept the recommendation of the Streets, Alleys and Traffic Committee to amend Ordinance 1123 to allow parking on Sterling Street between Fourth and Fifth Street. Voice vote, all ayes. Motion carried.

OLD BUSINESS Regarding the premises at 459 First Street, Attorney McPhedran explained that the essence of the ordinance is to get a formal commitment from a third party to acquire this property and to satisfy the remaining obligation due the present lender. The present lender is Eureka Savings Bank who has agreed to accept $10,000 for the property. The present owner must cooperate and agree to formally to transfer title to the City on a short term basis and/or directly to the third party. Additionally, assurances must be made to the lender that the $10,000 will be paid. The City may be responsible for 2015 and 2016 real estate taxes. If the owner does surrender title and provides an appropriate warranty deed then the City will dismiss the pending charges against him and provide an appropriate release. We presently have an informal assurance from the owner to cooperate. This ordinance gives the authority to the Mayor and the Economic Development Director to take any action deemed appropriate in this matter.

COMMENTS There were no comments from the public. Alderman Herndon commended Jeff Bumgarner and City crews for the great job they did with snow removal over the weekend. Don Aleksy stated that Rosati’s Pizza opened. Mayor Grove thanked all who were involved with Small Business Saturday, Miracle on First Street and the Celebration of Lights. He thanked the council, Police Department, Fire Department and City Staff for their hard work over the last year. Mayor wished everyone a safe and happy holiday.

7:30 p.m. Moved by Alderman Schneider and seconded by Alderman Lavieri to exit regular session and enter into Executive Session Regarding pending and/or potential imminent litigation and related matters: Collective bargaining and related matters, and acquisition and/or sale of city real estate and related matters and the employment, appointment, performance and/or compensation of non-union personnel and related matters pursuant to the Open Meetings Act including 5-ILCS 120 Section 2(c)1-3,5,6,and 11 thereof.
