Seneca Village Council met Tuesday, Dec. 20.
The council meets at 7 p.m. on the first and third Tuesday of each month at Village Hall, 340 N. Cash St.

The Seneca Village Council held a regularly scheduled council meeting at Seneca Village Hall on December 20, 2016 at 7:00 pm.

Absent: Timmons
A motion was made by Comm. Barla and seconded by Comm. Olson that the Council approves the December 6, 2016 council meeting minutes as presented.

A motion was made by Comm. Olson and seconded by Comm. Barla that the Council approves the November treasurer’s report, payroll, payment of bills as presented.

Mr. Tom Justice, Plan Commission Chairman stated that recently the board approved recommending three ordinances for passage; two relating to zoning changes and one regarding a variance request for 120 South Main Street.

Accounts and Finance Barla:
Comm. Barla also stated the annual tax levy had previously been provided to each council member for their review and the difference from last year is less than.05%; there were no questions asked.
A motion was made by Comm. Barla and seconded by Comm. Applebee that the Council adopts ordinance #16-12, the annual tax levy.

Public Health & Safety Applebee:
Commissioner Applebee stated a revised animals at large ordinance has been shared with the Council for their review, it specifically includes public areas such as boat launch and/or Crotty Park. No questions were asked; this item will be placed on the next agenda for passage. In addition, Commissioner Applebee gave a report on the annual shop with a cop needy children’s program.

Accounts and Finance:
Commissioner Barla stated that funds from the village savings account are needed by various departments; thus transfers are required.
A motion was made by Comm. Barla and seconded by Comm. Olson that the council approve the transfer of $1,611.27 from taxes and $135,386.04 from the municipal taxes to public affairs, accounts and finance, streets and public property.

A motion was made by Comm. Barla and seconded by Comm. Olson that the council approve the transfer of $314,879.87 from the investment account to the general account for public health and safety, IMRF, social security, liability and garbage.

Public Health and Safety Applebee:
Commissioner Applebee stated the need for an additional part-time police officer; no questions were asked.
A motion was made by Comm. Applebee and seconded by Comm. Barla that the council hires Brett Black as part-time police officer at $19.11 out of public health and safety.

Public Affairs Mayor Spicer:
Mayor Spicer announced that three ordinances pertaining to the recommendations from the Plan Commission will be placed on the next agenda; these include a variance request for 120 S. Main Street, and two zoning district map changes.

1. Commissioner Timmons thanked the Seneca High School Science Club for placing 22 ton of rock at the Seneca Boat Launch
2. Commissioner Barla thanked the volunteers who helped with the annual food pantry holiday basket program
3. Mayor Spicer wished all a Merry Christmas and Happy New Years.
