Peru City Council passes ordinance on vacation procedures for alleys

Peru City Council met Monday, Jan. 9.

CITY OF PERU REGULAR COUNCIL MEETING JANUARY 9, 2017

A regular meeting of the Peru City Council was called to order by City Clerk Dave Bartley in the Peru City Council Chambers on Monday, January 9 at 7:00 p.m.

Deputy Clerk Stephanie Piscia called the roll with Aldermen Potthoff, Ferrari, Waldorf, Radtke, Sapienza, Payton and Ballard present; Alderman Lukosus absent; Mayor Harl present.

All joined in the Pledge of Allegiance to the Flag of the United States of America.

PUBLIC COMMENT

PRESENTATION

Finance Officer Justin Miller provided a power point audit presentation. (Power Point presentation available upon request).

MINUTES

Mayor Harl presented the minutes of the Regular Meeting of December 27, 2016. Alderman Potthoff made a motion that the minutes be received and placed on file. Alderman Waldorf seconded the motion; motion carried.

FINANCIAL REPORT

Mayor Harl presented the City Clerk’s Report of Cash Received for November 2016 and General Fund and Miscellaneous Funds Report for November 2016. Alderman Potthoff made a motion that the reports be received and placed on file. Alderman Ferrari seconded the motion; motion carried.

ACTIVITY REPORT

Mayor Harl presented the Building Permits Report Fourth Quarter 2016; Building Permits Annual Report 2016 and Peru Police Department Report for December 2016. Alderman Potthoff made a motion the reports be received and placed on file. Alderman Potthoff noted that building permits are up 23% from 2015. Alderman Payton seconded the motion; motion carried.

FINANCE AND SAFETY COMMITTEE

Alderman Radtke presented the following disbursements for payment on January 11, 2017:

Alderman Radtke made a motion that the report be received, placed on file and the bills be paid in the usual manner.

Alderman Payton seconded the motion. Deputy Clerk Stephanie Piscia called the roll with Aldermen Potthoff,

Ferrari, Waldorf, Radtke, Sapienza, Payton and Ballard voting aye; Alderman Lukosus absent; motion carried.

Alderman Ferrari made a motion to authorize purchase of two squad cars for calendar year 2017 in accordance with state bid program. Alderman Ferrari seconded the motion. Police Chief Doug Bernabei stated the City is using money gained from drug fines, cash seizures and impound fees to buy two new Ford Explorer SUVs to replace two older squads. Chief Bernabei stated that each SUV is approximately $25,000 but could be less with trade ins. Deputy Clerk Stephanie Piscia called the roll with Aldermen Potthoff, Ferrari, Waldorf, Radtke, Sapienza, Payton and Ballard voting aye; Alderman Lukosus absent; motion carried.

PUBLIC SERVICES COMMITTEE

Alderman Waldorf made a motion to seek bids for the EWWTP Clarifier Improvements. Alderman Sapienza seconded the motion. Deputy Clerk Stephanie Piscia called the roll with Aldermen Potthoff, Ferrari, Waldorf, Radtke, Sapienza, Payton and Ballard voting aye; Alderman Lukosus absent; motion carried.

Alderman Ballard made a motion to seek bids for the Area 3 Phase 2 Sewer Separation (Local Funds Only). Alderman Waldorf seconded the motion. City Engineer Eric Carls reported the project will include Peoria Street from 4th Street to 8th Street. City Engineer Eric Carls stated the project will go out to bid late January, early February. Deputy Clerk Stephanie Piscia called the roll with Aldermen Potthoff, Ferrari, Waldorf, Radtke, Sapienza, Payton and Ballard voting aye; Alderman Lukosus absent; motion carried.

Alderman Waldorf made a motion to exercise one year option with D&M Landscaping for 2017 mowing. Alderman Sapienza seconded the motion. Administrative Services Manager Doug Bernabei reported contract has a five year renewal option with zero increase. ASM Bernabei stated that the City exercised the zero increase option the past two years and would like to do it again for 2017. Deputy Clerk Stephanie Piscia called the roll with Aldermen Potthoff, Ferrari, Waldorf, Radtke, Sapienza, Payton and Ballard voting aye; Alderman Lukosus absent; motion carried.

Alderman Waldorf inquired about 248 Putnam Street. City Engineer Eric Carls reported the city has taken ownership ad needs a full inspection before demolition. City Engineer Eric Carls reported a bid packet for demolition will go out in late spring with demolition to begin late summer.

REPORT OF CITY ATTORNEY/ORDINANCES AND RESOLUTIONS

Assistant Corporate Counsel Scott Schweickert presented a proposed resolution entitled:

A RESOLUTION ESTABLISHING A PROCEDURE FOR THE VACATION OF ALLEYS IN THE CITY OF PERU, ILLINOIS

Alderman Waldorf made a motion that the ordinance be adopted as written and read. Alderman Radtke seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Radtke, Sapienza, Payton and Ballard voting aye; Alderman Lukosus absent; motion carried.

NEW BUSINESS

PROCLAMATIONS

PETITIONS AND COMMUNICATIONS

Deputy Clerk Stephanie Piscia presented a letter from the River Valley Chapter of the Compassionate Friends requesting permission to hold the 4th Annual Memory Walk on Sunday, September 24, 2017 at 10:00 a.m. at Baker Lake. Alderman Potthoff made a motion the letter be received, placed on file and permission granted. Alderman Ferrari seconded the motion; motion carried.

Deputy Clerk Stephanie Piscia presented a letter from the United Way of Illinois Valley requesting permission to hold a 3 mile footrace along Water Street on Saturday, April 1, 2017 at 12:00 a.m. and to provide traffic control.

Alderman Waldorf made a motion the letter be received, placed on file and permission granted. Alderman Potthoff seconded the motion; motion carried.

Deputy Clerk Stephanie Piscia presented a letter from Chelsea Smith and Aaron Curtin requesting permission to hold their wedding ceremony at Baker Lake on Saturday, April 1, 2017. Alderman Payton made a motion the letter be received, placed on file and permission granted. Alderman Ferrari seconded the motion; motion carried.

Alderman Waldorf made a motion that the meeting be adjourned. Alderman Sapienza seconded the motion and motion carried. Meeting adjourned 7:25 p.m.
