LaSalle-Peru Township High School District No. 120 Finance Committee hears bond sale update

LaSalle-Peru Township High School District No. 120 Board of Education met Monday, Dec. 19.

LaSalle-Peru Township High School is governed by a School Board consisting of 7 members. The Board’s powers and duties include the authority to adopt, enforce, and monitor all policies for the management and governance of the District’s schools. Official action by the Board may only occur at a duly called and legally conducted meeting at which a quorum is physically present.

MINUTES LASALLE-PERU TOWNSHIP HIGH SCHOOL DISTRICT #120

FINANCE COMMITTEE MEETING MONDAY, DECEMBER 19, 2016, 5:00 P.M.

CALL TO ORDER Dr. Peter Meier, Committee Chair, called the meeting to order at 5:00 p.m.

ROLL CALL

PRESENT: Dr. Meier, Mr. Dennis O'Keefe, Mr. Alan Cherpeske.

ABSENT: None. OTHERS IN ATTENDANCE: Mr. Steven Wrobleski, Superintendent, Mr. Tony Sparks, Board President (entered 5:47 p.m.), Mr. John Vezzetti, Bernardi Securities Inc. (Exited 5:42 p.m.), and Mrs. Julie Bleck, Board Secretary.

REVIEW/APPROVE THE MEETING MINUTES FROM NOVEMBER 14, 2016 MOTION by Mr. O'Keefe, seconded by Mr. Cherpeske to approve the meeting minutes from November 14, 2016. Voting Aye: Mr. O'Keefe, Mr. Cherpeske and Dr. Meier. Voting Nay: None. The motion carried.

BOND SALE UPDATE WITH MR JOHN VEZZETTI Mr. Vezzetti discussed the process and phase options for the sale of the bonds, with more discussion next month.

FINAL LEVY PROPOSAL Mr. Wrobleski updated the Finance Committee on the debt service change from $1,600,212 to $2,375,780 with the tax going from 2.098 to 2.2148. With the increase in the Levy under.05% no truth in taxation is required to be filled.

CONSTRUCTION MANAGER AND ARCHITECT CONTRACTS UPDATE Mr. Wrobleski updated the Committee on the meeting held last week with the construction managers and the architects. All contracts will be reviewed by Zukowski Law Office.

2015 DISCLOSURE STATEMENT UPDATE Mr. Wrobleski updated the Committee on the e-mail received by Ice Miller and the failure to upload all information properly into the web site “EMMA'. Mr. Wrobleski added to our letter of engagement with Ice Miller additional language addressing the filing of our Disclosure Statement going forward.

PROJECT LABOR AGREEMENT Mr. Wrobleski updated the Committee on the meeting held last week with the Building Trades Labor Union and Mr. Tony Sparks, Board President. Zukowski Law Office is in the process of reviewing the PLA Agreement.

EVIDENCE BASED FUNDING MODEL Tabled at this time

PSIC SURPLUS REIMBURSEMENT UPDATE Mr. Wrobleski received notification from Mr. Mark Schneider, Brennan & Stuart Inc. that LPHS will be receiving a refund from the Prairie State Insurance Company. The amount of refund is unknown at this time.

STANDARD AND POOR RATING LETTER Mr. Wrobleski undated the Committee on the letter received from Standard and Poor indicating that LPHS has an AA-/stable long term rating.

MONTHLY FINANCIALS Mr. Wrobleski provided the Committee with the November monthly financial report. All finances are on target.

OTHER None.

MOTION by Mr. Cherpeske, seconded by Mr. O'Keefe to adjourn. All in favor, Aye. The motion carried. Time 5:59 p.m.
