Approval of Minutes
Motion was made by Alderman Scheidecker and seconded by Alderman Dell to approve the minutes of the Special Council Meeting of December 19, 2016, and the Committee-of-theWhole Meeting of January 3, 2017. Aye: Aldermen Dell, Fraser, Killey, Redden & Scheidecker Nay:0 Motion carried 5:0

Approval of January Semi-Monthly Bills
Motion was made by Alderwoman Killey, and seconded by Alderman Scheidecker approving payment of the January semi-monthly bills in the total amount of $142,470.29. Aye: Aldermen Dell, Fraser, Killey, Redden, Robinson & Scheidecker Nay:0 Motion carried 6:0
Mayor Olson
Update on City's Electrical Aggregation Program. Asking Clerk li to update the Council on the program, she advised that the City's contract will expire in February, 2017. ComEd rates continue to be lower than what the aggregation program can offer, and it is the recommendation of Progressive Energy to let the contract lapse next month. Any existing participants will automatically default to ComEd. Last summer, ComEd lowered their rates, and participating residents were notified that they could either continue with MidAmerican Energy or opt out and return to ComEd. Clerk li added that ComEd is scheduled to release new electrical rates in April, 2017, and at that time the City will investigate if there are electrical savings that can be passed along to the consumer through the aggregation program.
Resolution 17-01 entitled "Resolution Updating Building Department Fees for the City of Sandwich, State of Illinois". The adoption of this Resolution will adjustment the City's building permit fee Schedule and ancillary matters subject to the fire department review and inspection. Mayor Olson advised that passage of the Resolution will formalize a policy that has been practiced to date. Further, the Resolution will affect commercial property only.

Surplus Property Auction. The auction is Scheduled for Saturday, January 14, 2017 at the police station located at 308 E. College Street. Inspection of the items to be auctioned will start at 9 AM, and the auction will begin at 10 AM. A copy of the auction list is attached and made a part herein.

Director of Public Works & City Engineer Horak:
(1) 2016 Clark Street Emergency Generator Project. Engineer Horak recommended a motion approving payment of Pay Request #2 in an amount of $210,420.29 payable to Halm Electrical Contracting Inc. A balance is owing on the contract of $15,183.71.

(2) ComEd Underground Replacement Electrical Wires. In January, ComEd Will be replacing underground electrical wires at Woodlake Landing along Wright Court, Wright Drive, Gletty Road and Church Street. Replacement of underground wires will also be conducted in the rear yards between Cedar Street and Elm Street generally from 6th Street to McQuown Street.
(3) Plan Commission regular meeting of Tuesday, January 10, 2017, has been cancelled.
(4) Electronics Recycling will be on Saturday, January 14, 2017 from 12:30 to 2:30 PM at the Duvick Avenue Water tower located at 750 N. DuVick Avenue.
