Peru City Council authorizes bids for landfill monitoring and analysis

Peru City Council met Monday, Jan. 23.

The Peru City Council includes two members from each of the city’s four wards. Members meet at 7:30 p.m. every other Monday, except when Monday falls on a holiday, at Peru Municipal Building, 1901 Fourth St.

CITY OF PERU REGULAR COUNCIL MEETING JANUARY 23, 2017

A regular meeting of the Peru City Council was called to order by City Clerk Dave Bartley in the Peru City Council Chambers on Monday, January 23 at 7:00 p.m.

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Radtke, Sapienza, Payton and Ballard present; Alderman Waldorf absent; Mayor Harl present.

All joined in the Pledge of Allegiance to the Flag of the United States of America.

PUBLIC COMMENT

PRESENTATION

The Peru Veteran’s Memorial Group addressed the Council and gifted the city with a shadow box containing memorial items related to Pearl Harbor. Mr. Andy Ruggerio stated the shadowbox is in honor of the City of Peru in thanks for all you’ve given our veterans back. Mayor Harl read the names of the fallen veterans of 2016 and a moment of silence was held honoring the 22 veterans who were buried in Peru in 2016.

Friends for Peru Pool members Claudia Mikyska and Gina Martin presented the city with a check for $1,108.33 from their Bergner’s Community Days fundraiser. Ms. Mikyska expressed her gratitude to everyone who supported them by buying the booklets. There was also a $1,000 check presented from Nancy Maze in honor of Mayor Baker.

MINUTES

Mayor Harl presented the minutes of the Regular Meeting of January 9, 2017. Alderman Potthoff made a motion that the minutes be received and placed on file. Alderman Ferrari seconded the motion; motion carried.

FINANCIAL REPORT

Mayor Harl presented the Sales, Home Rule, Use and Telecommunication Tax Receipts for October 2016 and the Peru Recreation Fund Cash Accounts Summary for December 2016. Alderman Potthoff made a motion that the reports be received and placed on file. Alderman Radtke seconded the motion; motion carried.

ACTIVITY REPORT

Mayor Harl presented the Peru Police Department 2016 Annual Report; Peru Volunteer Ambulance Service Inc. Activity Summary for December 2016 and the Peru Volunteer Ambulance Service Inc. Activity Summary for Year of 2016. Alderman Lukosus made a motion the reports be received and placed on file. Alderman Payton seconded the motion; motion carried.

FINANCE AND SAFETY COMMITTEE

Alderman Radtke presented the following disbursements for payment on January 25, 2017:

Alderman Radtke made a motion that the report be received, placed on file and the bills be paid in the usual manner. Alderman Payton seconded the motion. Noted the Parkside bond payment. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; Alderman Waldorf absent; motion carried.

Alderman Ferrari made a motion to approve $1,000 donation to Illinois Valley Rodders. Alderman Radtke seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; Alderman Waldorf absent; motion carried.

Alderman Potthoff made a motion to execute reinvestment of CD’s not to exceed $250,000. Treasurer Powell noted the 1.3% FDIC rate from Streator Onized Credit Union. Alderman Radtke seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; Alderman Waldorf absent; motion carried.

PUBLIC SERVICES COMMITTEE

Alderman Sapienza made a motion to authorize the City Engineer to seek bids for City of Peru Landfills 2 & 3 Monitoring, Sampling, Analysis and Reporting. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; Alderman Waldorf absent; motion carried.

Alderman Sapienza made a motion to authorize the City Engineer to seek bids for McKinley Park Concession Stand Bathroom Facility. Alderman Ballard seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; Alderman Waldorf absent; motion carried.

Alderman Ballard made a motion to authorize the City Engineer to seek bids for Mausoleum Rehab. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; Alderman Waldorf absent; motion carried.

Alderman Lukosus made a motion to authorize expenses for cooling unit for Ifiber building in approximate amount of $4,000. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; Alderman Waldorf absent; motion carried.

REPORT OF CITY ATTORNEY/ORDINANCES AND RESOLUTIONS

Assistant Corporate Counsel Scott Schweickert presented a proposed resolution entitled:

A ORDINANCE GRANTING A VARIANCE UNDER THE ZONING ORDINANCE OF THE CITY OF PERU, IL, AS SOUGHT BY THE PETITION OF WALTER RAINERI CONCERNING PROPERTY LOCATED AT 1328 SHOOTING PARK ROAD, PERU, IL

Alderman Radtke made a motion that the ordinance be adopted as written and read. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; Alderman Waldorf absent; motion carried.

PETITIONS AND COMMUNICATIONS

City Clerk Dave Bartley presented a letter from Drew Faletti requesting permission to hold a toy run in the City of Peru on October 28, 2017; traffic control. Alderman Ferrari made a motion the letter be received, placed on file and permission granted. Alderman Radtke seconded the motion; motion carried.

Clerk Bartley read a letter detailing the Peru Veterans Memorial Group’s year in review. Alderman Potthoff stated he would like the city to send the commander Bob Ankiewicz a letter of thanks.

CLOSED SESSION

Alderman Ferrari made a motion that the meeting be adjourned. Alderman Lukosus seconded the motion and motion carried. Meeting adjourned 7:25 p.m.
