Tonica Board of Trustees amends liquor sale ordinance

Tonica Board of Trustees met Monday, Jan. 16.

Village Hall

January 16, 2017

The regular meeting was called to order by President Kevin Sluder at 7:00 p.m., Monday January 16, 2017. Responding to roll call were Bob Steele, Mike Supan Jr., Heather Sherman, Dave Wiesbrock, Jessica Bonnell, Monica Kreiser, Bob Folty and Dennis Ford. Ron Sons was absent. The Pledge of Allegiance was recited.

Village Clerk Report - Heather Sherman

 The minutes of December’s meeting were presented and approved. A motion was made by Bob Folty and 2nd by Monica Kreiser.

 Water bills will go out in the next couple days.

 La Salle County board minutes are available to board members who request them.

 Had a few shutoffs. Accounts were paid in full and water was turned back on.

Treasurer Report - Jessica Bonnell

 Monthly bills were presented and approved to pay. A motion was made by Monica Kreiser and 2nd by Dave Wiesbrock.

Police Report - Dave Woolford (absent)

 Monthly activities: 6 citations for disobeying a stop sign, 5 citations for speeding, 3 citations for uninsured motor vehicles and 1 arrest for driving while license suspended.

 A motion was made by Monica Kreiser and 2nd by Dave Wiesbrock to accept a bid placed by Tom Goskusky to buy the old police squad car for $400.

Water & Sewer/Streets & Alley Report - Marc Lemrise

 The board needs to think about replacing the water main under Rt 251 by Birch St.

 A lot of salt was used with the recent ice storm.

 Purchased a new strobe light for one of the public works trucks.

 Jake and Marc attended a five hour training session in Hudson, IL. 

Training hours have been met for both Marc and Jake.

 Sending Derek to a free training session in Peru, IL in February to open his eyes up to all the aspects of the Public Works department.

Engineer’s Report - Jack Kusek

 A motion was made by Bob Folty and 2nd by Mike Supan Jr. to pay a bill submitted by Vissering Construction in the amount of $213,472.93 for the new water treatment plant.

 The new water treatment plant is about 40% complete.

 Need to look into raising water and sewer rates soon.

Attorney’s Report - Robert Steele

 Ordinance #592 Inducement Resolution for proposed TIF redevelopment project. A motion was made by Mike Supan Jr. and 2nd by Dennis Ford. A copy of the ordinance is available at the village hall.

 Ordinance #593 Amendment to ordinance #81-5 Regulating and licensing the sale of alcoholic liquors in the village. A motion was made by Mike Supan Jr. and 2nd by Dennis Ford. A copy of the ordinance is available at the village hall.

 Ordinance #594 Certification of the Heritage Corridor Convention and Visitors Bureau as the Village of Tonica’s certified bureau for July 1st 2017-June 30, 2022. A motion was made by Dennis Ford and 2nd by Bob Folty.

Trustees Comments & Complaints

 The News Tribune is dispersing papers in resident’s yards and they’re getting washed in to the gutters.

 Check into any ordinance violations at Bill’s Repair & Towing that is currently closed for business.

A motion was made by Bob Folty and 2nd by Mike Supan Jr. to adjourn meeting at 8:45 p.m.
