Peru Committee of the Whole discusses status of McKinley Park concession stand bids

Peru Committee of the Whole met Monday, Jan. 23.

The committee of the whole consists of all members of the Peru City Council.

Here are the minutes as provided by Peru:

A Committee Of A Whole meeting was called to order by City Clerk Dave Bartley in the Peru City Council

Chambers on Monday, January 23, 2017 at 6:00 p.m.

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Radtke, Sapienza, Payton and Ballard present; Alderman Waldorf absent; Mayor Harl present.

MINUTES

City Clerk Dave Bartley presented the Committee Of A Whole Minutes of January 9, 2017. Alderman Potthoff made a motion that the minutes be received and placed on file. Alderman Ferrari seconded the motion; motion carried.

PRESENTATION

FINANCE AND SAFETY SERVICES COMMITTEE

Alderman Potthoff reported on the following:

· There will be a presentation at the February 1st Finance & Safety Services meeting by Winkel, Parker and Foster regarding FY 16 audit

· 2009 Hydro Bond rating call on January 19th went well. Finance Officer Justin Miller stated the city was well prepared and there will be a follow up call January 26th regarding the outlook reported from Moody’s. Alderman Payton complimented Finance Officer Justin Miller for his outstanding presentation.

· 2017 budget preparation is underway.

· Treasurer Jackson Powell updated the committee on reinvestment CD rates from two CD’s maturing at an approximate amount of $250,000.

· City committing to participation in the bidding and building of a new concession stand at McKinley Park; project will cost approximately $120,000.

· Labor contract for FOP and Local 150 renews May 1, 2017

· Health reimbursement amounts

2015-$145,278.61

2016-$175,707.55 to date

· Alderman Radtke reported on the extraordinary disbursements of Parkside bond and IMIC.

· Alderman Ferrari reviewed the Police Department Annual Report

Alderman Potthoff also reported that retail sales tax is up 4.3%. Alderman Potthoff noted a reported decrease in auto sales from which the city receives considerable sales tax. Alderman Potthoff noted a conservative approach for the FY 17 budget.

PUBLIC SERVICES COMMITTEE

City Engineer Eric Carls reported on inspections for demolition of 248 Putnam Street and 1036 Bluff Street. City

Engineer Eric Carls stated he will conduct environmental inspection and then prepare demolition bid specifications.

Alderman Lukosus reported AMI (Advanced Metering) RFP to move forward to seek proposals.

City Engineer Eric Carls reported on the following:

· Peru Landfill Sampling bidding

Currently with PDC Laboratories

Many EPA requirement changes

· Bidding of McKinley Park concession stand and restrooms ($115,000-$120,000)

· Bidding of Mausoleum renovations and restoration

Committee discussed Ifiber building cooling issues and the need to replace the current system with a unit designed to function in cold weather.

Alderman Ferrari suggested bidding for the sale of the greenhouse.

PUBLIC COMMENT

Alderman Potthoff asked O.J. Stoutner, Illinois Legislative Representative for Senator Sue Rezin about the budget.

Mr. Stoutner stated the senate has a plan presented but didn’t know how it will be advanced.

CLOSED SESSION

Alderman Ferrari made a motion that the meeting be adjourned. Alderman Radtke seconded the motion and motion carried. Meeting adjourned 6:42 p.m.
