Peru City Council schedules public meeting on Downtown TIF District for March 20

Peru City Council met Monday, Feb. 20.

The Peru City Council includes two members from each of the city’s four wards. Members meet at 7:30 p.m. every other Monday, except when Monday falls on a holiday, at Peru Municipal Building, 1901 Fourth St.

CITY OF PERU REGULAR COUNCIL MEETING FEBRUARY 20, 2017

A regular meeting of the Peru City Council was called to order by Scott J. Harl in the Peru City Council Chambers on Monday, February 20, 2017 at 7:00 p.m.

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard present; Mayor Harl present.

All joined in the Pledge of Allegiance to the Flag of the United States of America.

PUBLIC COMMENT

Mayor Harl reported on the great effort on behalf of the BB Gun Club Shoot Off vs Oglesby and that Peru lost by only 16 points.

PRESENTATION

MINUTES

Mayor Harl presented the minutes of the Regular Meeting of February 6, 2017. Alderman Potthoff made a motion that the minutes be received and placed on file. Alderman Waldorf seconded the motion; motion carried.

FINANCIAL REPORT

Mayor Harl presented the Sales, Home Rule, Use and Telecommunication Tax Receipts for November 2016; Peru Recreation Fund Cash Accounts Summary for January 2017 and Hertz Farm Management Inc. 2016 Annual Report. Alderman Potthoff made a motion that the reports be received and placed on file. Alderman Radtke seconded the motion; motion carried.

ACTIVITY REPORT

Mayor Harl presented the Peru Volunteer Ambulance Service Activity Summary Report for January 2017; Water and Wastewater Treatment Plants Annual Report for 2016 and Water and Wastewater Treatment Plants Report for January 2017. Alderman Waldorf made a motion the reports be received and placed on file. Alderman Lukosus seconded the motion; motion carried.

FINANCE AND SAFETY COMMITTEE

Alderman Radtke presented the following disbursements for payment on February 22, 2017:

Alderman Radtke made a motion that the report be received, placed on file and the bills be paid in the usual manner. Alderman Ferrari seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Payton made a motion to renew the Illinois Valley Regional Airport liability insurance with AIG through River Valley Insurance for an annual premium of $8,896.00. Alderman Ferrari seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Ferrari made a motion to authorize $5,000 contribution for the North Central Area Transit (NCAT). Alderman Potthoff seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Radtke made a motion to authorize execution of Corporate Authorization Resolution with Streator Onized Credit Union for purchase of CD’s. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Potthoff made a motion to authorize execution of final documents for the City of Peru, LaSalle and Bureau Counties, Illinois General Obligation Refunding Bonds, Series 2017. Alderman Radtke reported the CD’s will have a rate of 2.52% with savings of $65,000 per year. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Radtke made a motion to execute reinvestment of CD’s not to exceed $250,000. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Potthoff reported that the Downtown TIF and Façade program are two projects that will improve the downtown area.

PUBLIC SERVICES COMMITTEE

Alderman Ballard made a motion to award the Mausoleum Rehab project packages to the lowest responsible bidders:

• General Bid Package to Otto Baum in the amount of $83,490.00

• HVAC Bid Package to Chapman Mechanical Systems in the amount of $34,820.00

• Roofing Bid Package to R.A. Oldeen Roofing in the amount of $74,627.00

• Stained Glass Package to Brooks Art Glass in the amount of $30,000 Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Sapienza made a motion to award the Landfill Sampling and Monitoring to PDC Laboratories in the amount of $13,712.00 for Landfill #2 Base Bid + Alternate and $3,284.00 for Landfill #3 Base Bid. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Waldorf made a motion to award the EWWTP Clarifier Upgrades to the lowest responsible bidder, Leander Construction in the amount of $1,176,900.00. City Engineer Eric Carls noted this is EPA mandated and split into two years. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Waldorf made a motion to execute engineering agreement with Chamlin & Associates for the East Wastewater Treatment Plant Bar Screen and Walker Tank Modification. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Lukosus made a motion to execute engineering agreement with Chamlin & Associates for the construction of the northern extension of taxiway at the Illinois Valley Regional Airport. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Waldorf made a motion to approve quote from Complete Integration & Services for soft start motor control at Well #7 in the amount of $10,000. Chris Perra of TEST Inc. reported the $10,000 was $200 higher than another quoted but in order to maintain continuity with the rest of Allen Bradley hardware the higher option was recommended. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Waldorf made a motion to seek bids for Splash Pad. Alderman Sapienza seconded the motion. City Engineer Eric Carls reported Allen Bradley Square Day; bids due at the end of March. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

SPECIAL BUSINESS

Mayor Harl announced a Public Meeting will be held on Monday, March 20th at 5:30 p.m. for the Proposed Peru Downtown TIF District. Mayor Harl read into the record the Public Meeting Announcement “To enable the City to advise the public, taxing districts having real property in the redevelopment project area, taxpayers who own property in the redevelopment project area, and residents in the area as to the City’s possible intent to prepare a TIF District Redevelopment Plan and designate a Redevelopment Project Area and to receive public comment.”

REPORT OF CITY ATTORNEY/ORDINANCES AND RESOLUTIONS

Assistant Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6209

AN ORDINANCE TO AUTHORIZE THE ESTABLISHMENT OF TAX INCREMENT FINANCING “INTERESTED PARTIES REGISTRY” AND ADOPTING REGISTRATION RULE FOR SUCH REGISTRIES FOR THE CITY OF PERU DOWNTOWN TAX INCREMENT FINANCING DISTRICT

Alderman Potthoff made a motion the ordinance be adopted as written and read. Alderman Waldorf seconded the motion. Mayor Harl noted he has been in ongoing communications with the taxing bodies. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Assistant Corporate Counsel Scott Schweickert presented a proposed resolution entitled:

RESOLUTION AUTHORIZING LICENSE AGREEMENT FOR WEISBROD, LLC, 1402 PEORIA STREET, PERU, IL (MARK ALLEN’S ADA RAMP)

Alderman Potthoff made a motion that the resolution be adopted as written and read. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Assistant Corporate Counsel Scott Schweickert presented a proposed resolution entitled:

RESOLUTION NO. 2017-03

RESOLUTION AUTHORIZING HIGHWAY AUTHORITY AGREEMENT BETWEEN THE PREMCOR REFINING GROUP, INC AND THE CITY OF PERU CONCERNING ENVIRONMENTAL REMEDIATION OF PROPERTY AT 2909 FOURTH STREET, PERU, IL

Alderman Potthoff made a motion that the resolution be adopted as written and read. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

UNFINISHED BUSINESS

Alderman Ferrari asked for a progress report of the Veteran’s Park Diamond Improvements. City Engineer Eric Carls reported that work is underway due to the favorable weather.

ASM/Police Chief Doug Bernabei reviewed the annual estimated savings to the City with IVRD. Chief Bernabei noted a conservative amount of $250,000.
