Seneca Village Council approves agreement for management of water treatment plant

Seneca Council met Tuesday, Feb. 21.

The Village Council meets formally on the 1st and 3rd Tuesday of each month at 7 pm. The Mayor and each Commissioner is responsible for Administrating the functions of the following departments. Public Affairs, Accounts & Finances, Public Health & Safety; Streets & Public Improvements and Public Property.

Here are the minutes as provided by Seneca:

The Seneca Village Council held a regularly scheduled council meeting at Seneca Village Hall on February 21, 2017 at 7:00 pm

Roll Call: Present: Applebee, Olson, Spicer

Absent: Timmons, Barla

A motion was made by Comm. Olson and seconded by Comm. Applebee that the Council approves the February 7, 2017 council meeting minutes as presented

Roll Call: Ayes: Olson, Applebee, Spicer

Nays: none

A motion was made by Comm. Applebee and seconded by Comm. Olson that the Council approves the payment of bills, January Treasurer’s report and payroll as presented

Accounts and Finance Barla:

In Commissioner Barla’s absence, Attorney Russo stated that the abating bond ordinance is up for passage and ultimately will be a slight savings to Seneca taxpayers because 2012 A & C bonds will be paid off entirely.

A motion was made by Comm. Olson and seconded by Comm. Applebee that the Council adopts ordinance 17-06, abating a portion of the taxes heretofore levied to pay principal of and interest on general obligation refunding bonds (sewerage alternate revenue source), series 2012A; general obligation refunding bonds (alternate revenue source), series 2012B, general obligation refunding bonds, series 2012C and general obligation bonds (waterworks alternate revenue source), series 2003A.

Public Health and Safety Applebee:

Comm. Applebee stated that the current village burn hours are Thursdays, Fridays and Saturdays between the hours of 9:00 am to 4:00 pm.

New Business:

Public Property Timmons:

In Comm. Timmons’ absence, Mayor Spicer stated that a two year agreement is to be reviewed and approved with Total Environmental Service Technologies Inc. for the qualified management and supervision of the water treatment plant and wastewater treatment plant at a rate of $5,700.00 per year.

A motion was made by Comm. Olson and seconded by Comm. Applebee that the council approves the Mayor signing a 2-year agreement with Total Environmental Service Technologies, Inc.

In addition, Mayor Spicer stated that recently it was noted that well two has a flocculating bacterial count which could be caused by the current testing procedure. As a potential solution, Underground Pipe and Valve provided a testing device to be placed in a different location in the well to test the water at the proper level.

A motion was made by Comm. Olson and seconded by Comm. Applebee that the council approves an expenditure of $1632.40 to Underground Pipe and Valve, Co. out of the Water Department.

In conjunction with the upgrading of the water metering system; 106 meters were purchased recently.

A motion was made by Comm. Olson and seconded by Comm. Applebee that the Council approves an expenditure of $22,108.00 to Ferguson Enterprises Inc. out of the Water Department.

Accounts and Finance Barla:

In Commissioner Barla’s absence, Mayor Spicer indicated that the village wishes to pay off balance on both the 2012 A & C bonds; no questions were presented.

A motion was made by Comm. Applebee and seconded by Comm. Olson that the village pay off the balance due on both the 2012A and 2012C bonds in the amount of $42,600.00 and $56,375.00 respectively from the bonds investment account.

Public Health and Safety Applebee:

Commissioner Applebee stated that the Guardian Angel Community Services program is presenting a prom expo on Saturday, February 25th at the Grundy County Administration Center in Morris. In addition, he reviewed with the council the need for an ordinance outlining the BASSET training or beverage alcohol sellers and servers education training; this item will be on the subsequent agenda for passage.

A motion was made by Comm. Olson and seconded by Comm. Applebee that the February 21, 2017 council meeting is adjourned at 7:23 pm.
