Commissioner Eichelkraut presented minutes of previous meeting. Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, March 21, 2017, be approved as recorded in the permanent files of the City Clerk. Second by Aussem. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.
Andrea Foulks presented the Council with a petition for a dog park and a list of volunteers that would help maintain it.
Commissioner Eichelkraut presented Biweekly Salary Payroll. Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of March 24, 2017, in the amount of $381,716.22, be approved and warrants issued. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.
Commissioner Eichelkraut presented Monthly Expense Report. Moved by Commissioner Eichelkraut hat the Monthly Expense Report of April 4, 2017, showing expenses in the amount of $726,174.13, be approved and warrants issued. Second by Less. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.
Commissioner Eichelkraut presented Resolutions. Moved by Commissioner Eichelkraut that Resolutions authorizing the transfer of City Funds from the NCAT Fund to the General Corporate Fund for bus barn lease and rental for fiscal years 2017 and 2018, be adopted. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Moved by Commissioner Aussem that a Resolution authorizing the execution of an easement agreement with Gerig Robinson, which has been on file for public inspection since March 21, 2017, be adopted. Second by Less. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.
Commissioner Aussem presented Resolution. Moved by Commissioner Aussem that a Resolution authorizing acceptance and execution of a proposal for professional services by Etscheid, Duttlinger, & Associates Inc., regarding the Illinois Route 71 sewer extension survey, be received and placed on file for public inspection. Second by Eichelkraut. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Moved by Commissioner Aussem that a Resolution requesting permission from the Illinois Department of Transportation to allow installation of a sanitary sewer line and gas service beneath Illinois Route 23 for the Dairy Queen project, be adopted. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.
Commissioner Aussem presented Change Orders. Moved by Commissioner Aussem that Change Orders #1 & 2 from John Pohar and Sons in the increased amount of $85,242.44 for the North Water Main Loop project, be accepted and paid for from the bond proceeds. Second by Eichelkraut. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.
Commissioner Aussem presented Change Order. Moved by Commissioner Aussem that Change Order #4 from Gensini Excavating Inc., in the decreased amount of $11,363.80 for the Wastewater Treatment Plant Flood Wall, be accepted. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.
Commissioner Ganiere presented Report of Police Chief. Moved by Commissioner Ganiere that the Report of Police Chief, Brent A. Roalson, for the month of March 2017, be received and placed on file. Second by Eichelkraut. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.
Commissioner Ganiere presented Report of Fire Chief. Moved by Commissioner Ganiere that the Report of Fire Chief, Steve Haywood, for the month of March 2017, be received and placed on file. Second by Less. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.
Commissioner Less presented Proclamation. Moved by Commissioner Less that a Proclamation naming April 9 through April 15, 2017, as Illinois Public Works Mutual Aid Network Week, in the City of Ottawa, be adopted. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.
Mayor Eschbach presented Report of Registrar. Moved by Mayor Eschbach that the Report of Registrar, Shelly L. Munks, for the month of March 2017, be received and placed on file. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Moved by Mayor Eschbach that the Report of the Parking Administration Department showing fines collected of $2,039.00 for the month of March 2017, be received and placed on file. Second by Less. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.
Mayor Eschbach presented Report of Building Official. Moved by Mayor Eschbach that the Report of Building Official, Michael J. Sutfin, for the month of March 2017, be received and placed on file. Moved by Mayor Eschbach that the Report of the Sidewalk Program showing one participant in the amount of $525.00 for the month of March 2017, be received and placed on file. Second by Ganiere. Moved by Mayor Eschbach that a Resolution authorizing the execution of an agreement between the City of Ottawa and iFiber, regarding the broadband fiber network, which has been on file for public inspection since March 21, 2017, be adopted. Second by Less. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.
Mayor Eschbach presented Resolution. Moved by Mayor Eschbach that a Resolution authorizing legal action against 205-207 West Main Street, be adopted. Second by Aussem. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.
Mayor Eschbach presented Requests. Moved by Mayor Eschbach that the Request for variances from Elizabeth Rice for property located at 619 Adams Street and William and Sara Troccoli for property located at 601 7th Avenue, both be received and referred to the Zoning Board of Appeals for review and recommendation. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.
Mayor Eschbach presented Report of Plan Commission. Moved by Mayor Eschbach that the Report of the Plan Commission meeting held on Monday, Monday, March 27, 2017, considering the conditional use permit for a drive thru facility for McDonald’s for property located at 127 East Norris Drive, be received and placed on file. Be it further moved, the Council with the recommendation of the Plan Commission and the conditional use permit be granted and the follow up Ordinance be passed and approved. Second by Aussem. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.
Mayor Eschbach presented Proclamation. Moved by Mayor Eschbach that a Proclamation naming April 9 through April 15, 2017, as National Public Safety Telecommunicators Week in the City of Ottawa, be adopted. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.
Mayor Eschbach presented motion to recess. Moved by Mayor Eschbach that this Council recess into Closed Session to discuss a matter of personnel. Second by Less. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried. Council recessed at 7:24 p.m.
