City of Peru Committee of the Whole met April 3.

Here is the minutes provided by the Committee:

A Committee Of A Whole meeting was called to order by Scott J. Harl in the Peru City Council Chambers on Monday, April 3, 2017 at 6:00 p.m.

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard present; Mayor Harl present.

Minutes

City Clerk Dave Bartley presented the Committee Of A Whole Minutes of March 6, 2017. Alderman Potthoff made a motion that the minutes be received and placed on file. Alderman Waldorf seconded the motion; motion carried.

Presentation

Finance and Safety Services Committee

Alderman Potthoff reported the FY 18 budget hearing will be on April 17th and will contain a balanced budget along with significant capital spending.

Committee discussed the following donations:

· $10,000 SBDC

· $4,000 for 3 years to the Boys and Girls Little League from cell tower revenue

· $1,000 Voluntary Action Center (Meals on Wheels)

· $1,000 Better Fishing Association (Baker Lake Fishing Expo)

· $1,000 Maud Powell Arts Celebration (150th Birthday)

Public Services Committee

City Engineer Eric Carls reviewed the Area 3 Phase 2 project and noted the alternate bid of $288,237.00 adding a block of 6th Street and 7th Street east and west.

City Engineer Eric Carls reviewed the bid for the 2017 General Fund Street Program noting the favorable low bid of $452,336.91.

City Engineer Eric Carls reviewed the Splash Pad bids and 3 contracts

· Contract 1-Site Work-SKI, Inc

· Contract 2-Building Site-R.L. Sohol

· Contract 3-Splash Pad-Leander Construction

City Engineer Eric Carls reported the Michelini family has made a $25,000 in-kind donation to be used toward site work. Committee discussed options/specifics of the finish contract concrete work.

Alderman Waldorf noted that all three of the following large projects to be approved (on regular agenda) are long coordinated projects:

Year 6 of sewer separation EPA mandated program

Year 3 of splash pad project including, design, engineering, grant application, bidding and now awarding of the work

Multi-year street program

City Engineer Eric Carls reported remobilization date of April 10th for the painting of the ground storage tank.

Alderman Ballard asked about the single contractor getting all main projects. City Engineer Eric Carls noted is not concerned based on the different types of specialties and the use of the City’s engineering tech for construction engineering.

Mayor Harl requested a change in order on the regular meeting agenda placing the Spayer minutes and ordinances first.

Mayor Harl noted the Westclox/Promier Property LLC ordinance would be tabled.

Public Comment

Alderman Waldorf made a motion that the meeting be adjourned. Alderman Lukosus seconded the motion and motion carried. Meeting adjourned 6:25 p.m.
