Here is the minutes provided by the Council:

A regular meeting of the Peru City Council was called to order by Scott J. Harl in the Peru City Council Chambers on Monday, April 17, 2017 at 7:20 p.m.

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard present; Mayor Harl present.

All joined in the Pledge of Allegiance to the Flag of the United States of America.

Public Comment

Presentation

Mr. Mike O’Malley from Illinois Valley Waste Services addressed the Council regarding garbage pickup issues. Alderman Potthoff asked Mr. O’Malley about the weather related cancellations. Mr. O’Malley O’Malley stated the weather wasn’t particularly severe this winter, on one particular day a couple inches of snow fell and forecasts predicted several more inches of precipitation. Mr. O’Malley stated that on the most recent cancellation there were drivers in LaSalle and Peru that were almost hit by cars and that he will not put anyone’s life at risk. Alderman Lukosus asked for an explanation regarding inconsistent pickup times. Mr. O’Malley stated that delays could be caused by truck problems and they had a change of drivers and recent training. Alderman Radtke asked why portions of the city had been recently skipped. Mr. O’Malley stated there is a new employee that missed a section. Mr. O’Malley pointed out that out of 18,000 stops they average about 25 complaints which is less than a percent. Alderman Ferrari asked clerk Dave Bartley if O’Malley is communicative with the city when a problem arises. Clerk Bartley said O’Malley is good about letting his office know if there is a delay. Alderman Potthoff asked if Illinois Valley Waste Services is considering picking up e-waste from residents’ homes in the future. Mr. O’Malley stated they would have to look into it, as he didn’t know how hard it would be.

Minutes

Mayor Harl presented the minutes of the Regular Meeting of April 3, 2017. Alderman Waldorf made a motion that the minutes be received and placed on file. Alderman Sapienza seconded the motion; motion carried.

Financial Report

Mayor Harl presented the Peru Recreation Fund Cash Accounts Summary for March 2017. Alderman Potthoff made a motion the report be received and placed on file. Alderman Radtke seconded the motion; motion carried.

Activity Report

Mayor Harl presented the Peru Volunteer Ambulance Service Inc. Activity Summary for March 2017. Alderman Ferrari made a motion the report be received and placed on file. Alderman Radtke seconded the motion; motion carried.

Finance And Safety Committee

Alderman Radtke presented the following disbursements for payment on April 19, 2017:

Alderman Radtke made a motion that the report be received, placed on file and the bills be paid in the usual manner. Alderman Potthoff seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Public Services Committee

Alderman Waldorf made a motion to execute IDOT Highway Permit for water main repair at US 6 (located east of Peoria Street). Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Resolution No. 2017-05

Resolution To Allow Repair Water Main Valve Beneath Us 6 (Located East Of Peoria Street)

Alderman Waldorf made a motion that the resolution be adopted as written and read. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Lukosus made a motion to approve Peru Electric Department relay upgrades from Edler Power Services as follows: (Total 2017-2018 fiscal year investment $324,940.00)

• Hydro Generating Facility - Existing Relay Replacement, in the amount of $155,000

• Hot Line Tag Implementation, in the amount of $42,940.00

• Water Street Substation —28 MVA 34.5/13.8 kV Transformer 2 Protection, in the amount of $67,670.00

• Water Street Substation — PCB 1 & PCB 9 System 2 Protection, in the amount of $29,350.00

• Water Street Substation and Plank Road Substation Feeder Meter Upgrades, in the amount of $29,980.00 City Engineer Eric Carls reported these are primarily maintenance type upgrades.Alderman Radtke asked if the upgrades would prevent the Water Street substation from causing outages in the future. City Engineer Eric Carls stated the upgrades should help. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Ballard made a motion to seek sealed bids for sale of surplus equipment. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Ballard made a motion to receive/place on file the Water and Sewer Acreage and Impact Fees effective May 1, 2017. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Sapienza made a motion to remove approximately 3 acres from the farming plat. Alderman Ballard seconded the motion. City Engineer Eric Carls reported the land is just north of the Veterans Park entrance and it will eventually be used to serve as a larger, improved parking lot. City Engineer Eric Carls reported the millings from streets projects will make a base material. City Engineer Eric Carls also stated it will be a savings to the city. Alderman Radtke asked when the full project will be finished. City Engineer Eric Carls stated the full project will take several construction seasons, but a small parking lot will be done by mid-summer. Alderman Ballard seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Sapienza made a motion to accept recommendation of the Parks and Recreation Board awarding the 2017 Fireworks program to J&M Displays Inc. in the amount of $22,000. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Report Of City Attorney/Ordinances And Resolutions

Assistant Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

Ordinance No. 6213

An Ordinance Amending The Budget For Fiscal Year Commencing May 1, 2016 And Ending April 30, 2017, Both Inclusive

Alderman Potthoff made a motion that the ordinance be adopted as written and read. Alderman Ferrari seconded the motion. Finance Officer Justin Miller noted the additional revenue not budgeted for from grants and the change of expenditures from IVRD. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Assistant Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

An Ordinance Approving Budget For Fiscal Year May 1, 2017 To April 30, 2018, Both Inclusive

Alderman Potthoff made a motion that the ordinance be adopted as written and read. Alderman Ferrari seconded the motion. Alderman Potthoff noted the balanced budget, additional reserves, debt decreasing and great financial outlook. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Assistant Corporate Counsel Scott Schweickert presented a proposed resolution entitled:

A Resolution Authorizing Execution Of Lease With Peru Gkd Partners, Llc, D/B/A Peru Mall For July 4 Celebration

Alderman Potthoff made a motion that the ordinance be adopted as written and read. Alderman Ferrari seconded the motion. Alderman Potthoff noted the mall should pay us. The Council voiced their displeasure with the cost. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Potthoff made a motion that the ordinance be adopted as written and read. Alderman Ferrari seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Unfinished Business

New Business

PSM Jeff King reported the City will be cracking down on signs in and around the City. PSM King stated the amount of signs have gotten way out of hand, noting not just political signs. PSM King stated that additional signs appeared when political signs went up. PSM King stated it’s like a rolling billboard and the City is going to put a full-court press on them and get it cleaned up. PSM King stated that signs for advertisements and promotions for fundraisers and businesses require a permit to be placed and can only remain up for 14 days. PSM King stated that signs for garage sales do not require a permit, but they cannot be stapled to a utility pole. PSM King stated that it’s a slipping hazard for city workers attempting to gain footing while climbing a pole when a spike on their footwear strikes a staple instead of sinking into wood. PSM King referred to the poles on Church Street by Parkside and stated they are full of staples. PSM King stated violating the City ordinance is punishable by a fine of up to $750, and a new fine can be imposed for each day the ordinance is violated — that’s a potential total of $5,250 in a week. PSM King stated the city will start off with warnings but fines can be anywhere from $25 to $750. PSM King said the city also would be looking for grass clippings being blown into the street since weather has improved. PSM King stated they were were dealing with it today; it’s like people were mowing their lawns for the first time.

Alderman Radtke asked for an update on the former Washington School site issue with the deep sewer structure that is deteriorating and needs to be rebuilt. Eric Carls reported the bricks have been removed from the line and it is flowing good.

Public Comment

Resident Gina Martin asked how and when she could volunteer for the upcoming Salute to Veterans event. Stated that Alderman Sapienza is in charge of volunteers.

Resident Gina Martin asked for a monthly electronics recycling event to eliminate waste.

Closed Session

Mayor Harl asked for a motion to go into closed session to discuss meetings where the purchase or lease of real property for the use of the public body is being considered, including meetings held for the purpose of discussion whether a particular parcel should be acquired, or where the public body is considering the setting of a price for sale or lease of its property; meetings of a municipality operating as a municipal utility, power or natural gas agency to discuss contracts for the purchase, sale or delivery of electricity or natural gas and the results of load forecast studies and meetings to discuss the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body to determine its validity. Alderman Waldorf made a motion to go into closed session. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Closed session began at 8:07 p.m.; ended 8:57 p.m.

Alderman Waldorf made a motion to re-open the meeting at 8:58 p.m. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard present; Mayor Harl present.

Alderman Ferrari made a motion that the meeting be adjourned. Alderman Lukosus seconded the motion and motion carried. Meeting adjourned 8:59 p.m.
