City of Peru Finance and Safety Services Committee met April 12.

Here is the minutes provided by the Committee:

The Finance & Safety Services Committee Members Present: Aldermen Potthoff, Ferrari, Radtke and Payton present; Mayor Harl present.

Other Persons Present: City Clerk Dave Bartley, ASM/Police Chief Doug Bernabei, PSM/Fire Chief Jeff King, City Engineer Eric Carls, Finance Officer Justin Miller and Human Resource Manager Kim Reese

Matters Discussed

Alderman Potthoff made a motion to approve the minutes of the March 29, 2017 Finance & Safety Services Meeting and the Closed Session minutes of June 22, 2016 and July 20, 2016. Alderman Payton seconded the motion; motion carried.

The Committee reviewed and approved the disbursements for payment on April 19, 2017.

Presentation

Old Business

City Engineer Eric Carls addressed the committee requesting removal of 3 acres at the entry of Veteran’s Park for a grindings pile and eventual parking area. City Engineer Eric Carls asked for a motion to be placed on the next regular agenda.

Human Resource Manger Kim Reese provided the following update:

Health Insurance Contributions

• Increase to 20% health insurance contribution effective 5/1/17. Human Recourse Manager Kim Reese informed committee that she needed to alert the non-union employees regarding the increase.

WAGE ORDINANCE & HANDBOOK

• Email a draft of wage ordinance to all council members for review. Will discuss Monday at Committee of a Whole Meeting

Collective Bargaining

• Next FOP Meeting Friday, April 21st

• Discuss FOP’s proposal on Monday at Committee of a Whole Meeting

• Local 150 Negotiations scheduled for Tuesday, May 2nd

Finance Officer Justin Miller provided the following update:

Finance Report- 04/12/2017

1. Fiscal Year 2018 Budget

➢ Timeline

o Final - 4/12 o Presentation

▪ Infrastructure Investment

• Splash Pad breakout

▪ Pension Contributions

▪ Conservative nature o Vote- 4/17 (FY17 Amendments)

2. Expense Reimbursement and Credit Card Policy

➢ Update and further define policy

o Final draft after budget approved

3. Azavar Audit

➢ Sales Tax and Property Tax Audit

o Waiting on contract to review and discuss with council

4. Pension Modeler

➢ Actuarial study with variable data figures

o Received- 4/11 o Walkthrough- 4/26

▪ Pick dates for Jason Franken to present

New Business

PSM/Fire Chief Jeff King reported on the replacement of the fire department copy machine. The Committee discussed a consolidated copier program.

The Committee discussed the resignation of Recreation Director Lynda Kasik and options for replacement.

Alderman Ferrari made a motion to adjourn. Alderman Payton seconded the motion. Meeting adjourned at 4:26 p.m.
