City of Peru Public Services Committee met April 10.

Minutes
Chairman Waldorf made a motion to approve the minutes of the March 27, 2017 Public Services Committee Meeting. Alderman Lukosus seconded the motion; motion carried.
Chairman Waldorf made a motion to release the closed session minutes of 6/20/16; 9/12/16; 10/10/16; 11/21/16; 1/3/17 and 1/16/17. Alderman Lukosus seconded the motion. All in favor; motion carried.
Presentation
Brad Edler of Edler Power Services Inc. provided a presentation on Peru System Relay Upgrades for 2017-2018. These are a continuation of the upgrades being made on the system.
Hydro Generating Facility - Existing Relay Replacement:
The Hydro Generating Facility has relay protections systems that are very antiquated and date back to the original install of the facility. These relays need to be replaced with microprocessor based relays. As with the substation relays that are now upgraded, the new relays give more information to the user, communicate with master SCADA systems and provide detailed fault event reports for analysis by protection and control engineers and technicians. The code for relay changes at the Hydro Facility will be $155,000.00
Hot Line Tag Implementation:
This upgrade allows an operator to put a feeder into a fast trip, non-reclosing condition for hot line work. This is an industry common practice that is being used to increase the chance of saving the life of a lineman performing hot line work. If during that work a short circuit event were to occur, the relay will trip quickly and not reclose. Implementing Hot Line Tag on all feeders at all substations includes calculating settings for the fast trip and its associated logic, setting and testing the relays with updated settings, and installing Hot Line Tag ON-OFF switches.
Cost for Hot Line Tag Implementation: $42,940.00
Water Street Substation —28 MVA 34.5/13.8 kV Transformer 2 Protection
The relaying on this transformer does not allow remote control on breaker B200. The differential relay is old enough, it can no longer be upgraded to new firmware, therefore needs to be replaced. This upgrade includes a new panel next to PCB 2 and the 34.5 kV bus relay panel. It will contain the transformer differential relay, B200 relaying and control, 13.8 kV metering, and 13.8 kV bus relaying.
Cost for Transformer 2 relay upgrades: $67,670.00
Water Street Substation — PCB 1 & PCB 9 System 2 Protection. The system 2 relays on both breakers have had communications issues and the unit on PCB 9 has false tripped due to over- reach. The units are no longer under warranty. The PCB 7 relay at Plank Road has already been replaced due to power supply issues so it is recommended that these relays be replaced as well with SEL-421 relays.
Cost for PCB 1 & PCB 9 relay upgrade: $29,350.00
Water Street Substation and Plank Road Substation Feeder Meter Upgrades:
The meters on all 13.8 kV feeders and the main breakers are obsolete and out of calibration. With an analog design, they are difficult to read at lower levels and not very accurate. These meters need to be changed out to a meter that can accurately represent low level loads and provide harmonic data to the user.
Cost for Water Street and Plank Road Meter upgrades: $29,980.00
Electric Department
General Foreman Kye Kaszynski reported when the Hydro Plant was experiencing issues a year ago, they purchased all the replacement parts available at the time. Finance Officer Justin Miller reported the upgrades have been worked into the Fiscal 2018 budget. The item will be discussed at the April 17, 2017 Committee of a Whole Meeting.
Public Comment
Economic Development Director Bob Vickrey reported a developer is interested in 25-35 acres in Peru south of Interstate 80. Information including graphics, photos, traffic counts, etc. can be submitted on the “Property Available” page on developperu.com.
Water & Sewer
Engineer Carls reported a sewer issue at 1319 Plain Street. The main sewer line is being televised and a report will be provided at the next Public Services Meeting.
T.E.S.T. None
STREETS & ALLEY Alderman Waldorf initiated discussion of IDOT required traffic safety devices. Engineer Carls reported IDOT provides the City with standard details for proper traffic control and safety. The arrow boards are pull-behind trailer-type boards. Alderman Waldorf made a motion to approve the purchase of 2 Wanco 25-light, 55- watt LED Solar Powered Arrow Boards at a cost of $9,225.00. Alderman Sapienza seconded the motion. Roll call vote with Chairman Waldorf, Alderman Lukosus, Alderman Sapienza, Alderman Ballard and Mayor Harl all voting aye; motion carried.
ELECTRIC
Alderman Lukosus reinitiated discussion of the IMEA 9W MaxILite Light Bulb Giveaway Program, suggesting to update the quantity to 5,000. City Clerk Dave Bartley will contact the IMEA to proceed with the order.
Landfill

Airport
Alderman Lukosus reported on regular TBM Avenger Event meetings and a pickup in fundraising. He noted the event would be even bigger and better than in 2016.
Alderman Lukosus reported Engineer Carls prepared specs for 3 new 70-foot hangars, which would most likely be rented before construction begins.
Cemetery
Engineer Carls reported on the Mausoleum Rehab Project preconstruction meeting. Some construction is underway.
Parks & Recreation None
Code Enforcement/ Building & Zoning Code Enforcement Officer Josh Theisinger reported abandoned properties at 1224 Plain Street and 915 Rock Street are being addressed with the city attorney. The property at 915 8th Street has a court date on April 11, 2017.
Engineering
City Engineer Eric Carls provided the following project updates:
• CMOM Plan- work continues.
• 2017 General Fund- program executed.
• 2017 MFT- anticipating completing job while school is out for summer.
• Peoria St. Phase 2- currently analyzing bids.
• St. John’s Storm Sewer- currently in final engineering stage.
• Plank Road- Ameren almost finished relocating gas. Construction should resume once this is complete.
• Tank Painting- prepping tank; reviewed color palette and rendering of tank graphic with Committee.
• Mausoleum Rehab- pre-construction meeting held; some construction underway.
• Marathon Gas Demo- contracts have been sent out for execution.
• Splash Pad- bid awarded.
• Area 3 Phase – restoration work will be completed as well as installation of a new PRV valve at Grant and 4th St.
• EWWTP Clarifier- held pre-construction meeting.
• Speedway – removing old building on the property.
Buildings & Grounds
PSM King reported crews are working on cleaning the parks, rock gardens and City Hall area.
Old Business
PSM King reported on discussion of the Rental Registration Program with Alderman Sapienza. There are advantages of having the program for the Fire Department as well as building specs are required on the form. The form will be distributed to the Committee for review.
Alderman Sapienza will follow up with the city attorney on an abandoned property on Brewster Street.
NEW BUSINESS PSM King reported he is compiling a list of old Public Works equipment for sealed bid.
