Peru City Council met May 1.

Here is the minutes provided by the Council:

A regular meeting of the Peru City Council was called to order by Mayor Scott J. Harl in the Peru City Council Chambers on Monday, May 1, 2017 at 7:15 p.m.

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Sapienza, Payton and Ballard present; Aldermen Waldorf and Radtke absent; Mayor Harl absent.

Public Comment

Presentation

Friends for the Peru Pool members Gina Martin and Claudia Mikyska presented a check in the amount of $866.83 raised from selling Bergner’s coupon booklets. Mrs. Mikyska stated it was the eighth time the Friends for Peru Pool has done this fundraiser. Mrs. Mikyska also stated the group has raised more than $10,000 through the Bergner’s fundraisers.

Finance And Safety Committee

Alderman Potthoff presented the following disbursements for payment on May 3, 2017:

Alderman Potthoff made a motion that the report be received, placed on file and the bills be paid in the usual manner. Alderman Ferrari seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Sapienza, Payton and Ballard voting aye; Aldermen Waldorf and Radtke absent; motion carried.

Alderman Payton made a motion to authorize the Mayor to execute Return for Credit Payments to Issuers of Qualified Bonds for return of interest on General Obligation Bonds, Series 2010 (Recovery Zone Economic Development). Alderman Potthoff seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Sapienza, Payton and Ballard voting aye; Aldermen Waldorf and Radtke absent; motion carried.

Alderman Ferrari made a motion to authorize the Board of Fire and Police Commissioners to proceed with hiring of a fulltime police officer to fill vacancy in the police department. Alderman Potthoff seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Sapienza, Payton and Ballard voting aye; Aldermen Waldorf and Radtke absent; motion carried.

Public Services Committee

Alderman Lukosus made a motion to authorize Tieman Builders to make alterations to an airport hangar garage door opening to accommodate the new crash truck in the amount of $16,200.00. Alderman Potthoff seconded the motion. Alderman Potthoff reported this is needed for the crash truck donated to the city specifically for fires at the airport. Fire chief Jeff King explained it was to accommodate a truck acquired by the city through the federal departments of defense and natural resources. Chief King stated the truck is able to dispense dry chemicals, foam and water for fighting fires. Chief King reported he was on a waiting list for a while for it and we’ll be able to use it for the interstate and the airport. Chief King also stated that he could see us having to use it more on the interstate than for the airport. Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Sapienza, Payton and Ballard voting aye; Aldermen Waldorf and Radtke absent; motion carried.

Alderman Sapienza made a motion to execute a Certified Water System Operator Contract with the IEPA. Alderman Ballard seconded the motion. Eric Carls stated that the contract is due to new requirements and will be a one year contract with T.E.S.T based on the term of the T.E.S.T. contract. Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Sapienza, Payton and Ballard voting aye; Aldermen Waldorf and Radtke absent; motion carried.

Report Of City Attorney/Ordinances And Resolutions

Assistant Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

An Ordinance Fixing The Wages For Employees Of The City Of Peru, Illinois

Alderman Potthoff made a motion the ordinance be adopted as written and read. Alderman Potthoff reported that non-union employees will receive a 2% raise and pay 20% of the health insurance premium (up from 15%). Alderman Ferrari seconded the motion. Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Sapienza, Payton and Ballard voting aye; Aldermen Waldorf and Radtke absent; motion carried.

City Clerk Dave Bartley presented a proposed ordinance entitled:

Unfinished Business

New Business

Mayor Harl recommended the reappointment of Douglas P. Bernabei as Chief of Police. Alderman Ferrari made a motion to concur with the recommendation. Alderman Payton seconded the motion. Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Sapienza, Payton and Ballard voting aye; Aldermen Waldorf and Radtke absent; motion carried. Mayor Harl commended Chief Bernabei for his service and Chief Bernabei thanked the Mayor and Council.

Mayor Harl recommended the reappointment of Jeff King as Fire Chief. Alderman Ferrari made a motion to concur with the recommendation. Alderman Lukosus seconded the motion. Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Sapienza, Payton and Ballard voting aye; Aldermen Waldorf and Radtke absent; motion carried.

Mayor Harl stated that both departments are well run. Alderman Payton acknowledged the City of Peru’s Fire Chief has completed some of the highest and best training available.

Mayor Harl recommended the appointment of Joseph Hogan as the City of Peru representative and member of the LaSalle County Joint Emergency Telephone System Board (JETSB) and the appointment of Douglas Bernabei as alternate member with both appointments effective July 1,2017 with the formal creation of JETSB. Alderman Potthoff made a motion to concur with the recommendations. Alderman Ferrari seconded the motion. Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Sapienza, Payton and Ballard voting aye; Aldermen Waldorf and Radtke absent; motion carried.

Mayor Harl recommended the reappointment of Greg Vaccaro to the Board of Fire and Police Commissioners for a 3 year term ending April 30, 2020. Alderman Potthoff made a motion to concur with the recommendation. Alderman Lukosus seconded the motion. Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Sapienza, Payton and Ballard voting aye; Aldermen Waldorf and Radtke absent; motion carried.

Mayor Harl recommended the reappointment of James Coughlin to the Emergency Telephone System Board for a 3 year term ending April 30, 2020. Alderman Payton made a motion to concur with the recommendation. Alderman Sapienza seconded the motion. Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Sapienza, Payton and Ballard voting aye; Aldermen Waldorf and Radtke absent; motion carried.

Mayor Harl recommended the reappointments of the following to the Design & review Board:

• Mr. Doug Biederstedt-2 year term expiring May 2019

• Mr. Matt Lamps-2 year term expiring May 2019

• Mr. Mike Debo-2 year term expiring May 2019

• Mayor Scott Harl-2 year term expiring May 2019, no action take, reappointed per ordinance as Mayor; Jeff King-2 year term expiring May 2019, no action required, reappointed per ordinance as Building Inspector. Alderman Potthoff made a motion to concur with the recommendations. Alderman Ferrari seconded the motion. Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Sapienza, Payton and Ballard voting aye; Aldermen Waldorf and Radtke absent; motion carried.

Mayor Harl recommended the appointment of Mr. Chris Vaske to the Design & Review Board for a 2 year term expiring May 2019. Alderman Potthoff made a motion to concur with the recommendation. Alderman Ballard seconded the motion. Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Sapienza, Payton and Ballard voting aye; Aldermen Waldorf and Radtke absent; motion carried.

Mayor Harl recommended the reappointment of the following to the Parks and Recreation Board:

• Mr. Steve Michelini-5 year term expiring May 2022

• Mr. Simon Kampwerth-5 year term expiring May 2022 Alderman Lukosus made a motion to concur with the recommendations. Alderman Sapienza seconded the motion. Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Sapienza, Payton and Ballard voting aye; Aldermen Waldorf and Radtke absent; motion carried.

Proclamations

Petitions And Communications

City Clerk Dave Bartley presented a letter from Sasha Lucas requesting permission to hold a wedding at Baker Lake on June 25, 2017 at 2:00 p.m. Alderman Ferrari made a motion the letter be received, placed on file and permission granted. Alderman Ballard seconded the motion; motion carried.

City Clerk Dave Bartley presented a communication from Bethanie Albrecht of LaSalle County Medical Reserve Corps requesting permission to host a CPR in the Park event at Baker Lake on July 22nd from 9:00 a.m. to 11:30 p.m. Alderman Lukosus made a motion the letter be received, placed on file and permission granted. Alderman Sapienza seconded the motion; motion carried.

City Clerk Dave Bartley presented a communication from Mike Farley owner of the Stor-Galor Self Storage property requesting further consideration by the Council regarding the recommendation of the Design and Review Committee. Alderman Lukosus asked to table the communication to coordinate a future meeting.

Public Comment

Alderman Lukosus noted the open forum in the newspaper asking the City of Peru to name the Reserve Center and stated it is under Federal Government jurisdiction.

Closed Session

Alderman Ferrari made a motion that the meeting be adjourned. Alderman Lukosus seconded the motion and motion carried. Meeting adjourned 7:43 p.m.
