Village of Ladd Board met May 9.

Here is the minutes provided by the Board:

The Ladd Village Board met in regular session at 6:30pm on Tuesday, May 9, 2017, in the Village Hall. President Mike Grivetti called the meeting to order and led the Pledge of Allegiance to the flag.

Roll Call:

Present – Trustees Frank Cattani, Jim Manning, Jan Martin, Dan Nelson, Andy Ruggerio, Mike Urbanowski (6)

In attendance – Attorney Pat Barry, Clerk Diane Chandler, Treasurer Rhonda Bezely, Police Chief Bill Gaefcke, Engineer Adam Ossola, Building Inspector Tony Foster

Motion Cattani – Second Manning to approve the minutes (of the 4/25/17 meeting), as presented.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Motion Urbanowski – Second Cattani to pay the bills in the amount of $25,730.72.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Correspondence:

§ Information received from North Central Illinois Council of Governments on Community Development Block Grant applications available.

§ A request from Ladd American Legion to sell poppies.

Motion Manning – Second Cattani to allow the Ladd American Legion to sell poppies on May 27, 2017, at the Post Office, Casey’s and North Central Bank.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Public Comments:

Brian Brandner addressed the board on an ongoing issue with his neighbor’s tree limbs dropping onto his roof and damaging his shingles. Barry informed him that this is a civil issue between neighbors but Brandner does have the right to trim the tree straight up the property line.

Committee Reports:

Streets & Alleys – The committee approved the removal of trees at 123 South Selby Avenue and 201 North Chicago Avenue and the replacement of 147’ of sidewalk at 116 South Lincoln Avenue.

Engineer’s Report:

Subdivision drainage – Ossola distributed an aerial map of the area in Spring Creek subdivision with drainage issues. He recommended re-grading the ditch and extending the septic discharge pipe to the culvert. Adding to the problem is a drainage ditch on the south side of Spring Creek Drive which has been filled in over the years. Barry stated that the ditch is a platted drainage easement. Although this is a private land owner issue, the Village will attempt to help with the problem. Casey’s sewer – Ossola has seen the revised plans for the force main sewer at Casey’s. He plans to speak with General Superintendent Doug Englehaupt on one last issue.

Chief’s Report:

Radio prices – Gaefcke requested and received permission to research pricing on 2-4 portable radios for the Police Department. Monthly Report – The Department’s Activity Report for April was presented.

Attorney’s Report:

None

Barry administered the Oath of Office to Trustee Frank Cattani.

Motion Martin – Second Cattani to pass “An Ordinance Establishing New Wage Rates For The Deputy Village Clerk Of The Village Of Ladd, Bureau County, Illinois”.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Motion Cattani – Second Urbanowski to pass “An Ordinance Accepting Village Ownership Of A Forced Main Sewer Line Being Constructed In The Village Of Ladd, Bureau County, Illinois”.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Grivetti announced that he is disgusted with the lack of progress on demolition of the vacant building north of Rip’s. Barry will contact the owners with an end of month deadline or they will incur daily fines.

Motion Cattani – Second Manning to hire Illinois Valley Excavating to perform routine sewer maintenance.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Motion Manning – Second Ruggerio to accept with regret the resignation of Chris Slingsby from the Recreation Board.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Motion Manning – Second Urbanowski to approve L.E. Myers Pay Request #3 of $29,005.78 on the Substation Upgrade Project and Pay Request #2 of $112,857.53 on the East End Electric Upgrade Project.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Motion Ruggerio – Second Urbanowski to purchase a Flygt storm pump for the waste water treatment plant in the amount of $32,583.00.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Announcements:

§ An electronic recycling event would be held on Saturday, May 13th from 8:00am-12:00pm in the Ladd Community Center parking lot.

§ A concern of the unsightly condition of the Village Hall’s bell tower was received.

§ The Ladd Men’s Club needs $5,000 for a fireworks display.

§ A comment was made of an elected official bad-mouthing the town. Grivetti asked Trustees to either correct the problem or to bring it to the board.

§ A reminder to Trustees that items discussed during Executive Session remain confidential until the minutes are released to the public the following January.

§ Questioned whether mosquito spraying would be done this summer.

Motion Cattani – Second Martin to donate $1500.00 (from the General Fund) to the Ladd Men’s Club toward a fireworks display.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Motion Cattani – Second Urbanowski to adjourn.
