Commissioner Eichelkraut presented minutes of previous meeting.


Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council

of the City of Ottawa, Illinois, held on Tuesday, May 16, 2017, be approved as recorded in

the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

The Ottawa Soccer Club gave a presentation. They are a newly formed league and would

like to use the old Central School property for their soccer games. They have 2 seasons

that run 8-10 weeks per season.

A public hearing was held on the annexation agreement with Michael Davies. With no

one publicly commenting, the Mayor declared the hearing closed at 7:13 p.m.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of

May 19, 2017, in the amount of $415,307.27, and the Biweekly Salary Payroll of

June 2, 2017, in the amount of $372,189.13, both be approved and warrants issued.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report of June 6, 2017,

showing expenses in the amount of $503,003.69, be approved and warrants issued.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution of Support and Commitment of

Funds for the Starved Rock Country Alliance, be adopted.

Second by Ganiere.

Nays: None. Motion carried.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an

independent contractor agreement between the City of Ottawa and Marline Backos,

regarding marketing and NCAT, be received and placed on file for public inspection.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution adopting the 1,000 hour standard

for IMRF participation for new employees, be adopted.

Second by Aussem.

Moved by Commissioner Eichelkraut that a Resolution relating to participation by elected

officials in the Illinois Municipal Retirement Fund, be adopted.

Moved by Commissioner Aussem that a Resolution approving and authorizing the

execution of an agreement between the City of Ottawa and Total Environmental Service

Technologies Inc., for the Water and Wastewater Treatment Plants, which has been on

file for public inspection since May 16, 2017, be adopted.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Aussem presented Resolution.

Moved by Commissioner Aussem that a Resolution authorizing the approval and

acceptance of a proposal between the City of Ottawa and JF Brennan Company Inc.,

regarding a survey for utility crossings, be received and placed on file for public

inspection.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Moved by Commissioner Aussem that a Resolution authorizing the execution of an

agreement between the City of Ottawa and Tank Industry Consultants, be received and

placed on file for public inspection.

Moved by Commissioner Aussem that a Resolution authorizing a preliminary engineering

services agreement between the City of Ottawa and Renwick & Associates Inc., regarding

the Route 71 water main, be received and placed on file for public inspection.

Second by Ganiere.

Commissioner Aussem presented Request.

Moved by Commissioner Aussem that the City Clerk be authorized to advertise for Bids

for the 2017 Water Main replacements. Bids will be received until Monday,

June 19, 2017, at 10:00 a.m.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Aussem presented Quote.

Moved by Commissioner Aussem that the Quote received from Com Pro Painting &

Decorating Services Inc. in the amount of $9,850.00 for the Booster Station pipe coating,

be accepted and paid for from the Water Fund.

Second by Less.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Aussem presented Quote.

Moved by Commissioner Aussem that the Quotes received from Metropolitan Pump

Company in the amount of $38,456.00 for the Lift Station panel upgrades, be accepted

and paid for from the Wastewater Fund.

Commissioner Ganiere presented Report of Police Chief.

Moved by Commissioner Ganiere that the Report of Police Chief, Brent A. Roalson, for

the month of May 2017, be received and placed on file.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of an

equipment, maintenance, and service agreement between the City of Ottawa and OSF St.

Francis d/b/a OSF Equipment Technology Services, regarding biomedical equipment, be

received and placed on file for public inspection.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution approving and authorizing the

execution of an intergovernmental agreement between the cities of Ottawa, Champaign,

Decatur, Normal, Bloomington, Peoria, and Charleston and authorizing the Mayor to

execute a proposal for legal representation by Ancel, Glink, Diamond, Bush, Dicanni, and

Krafthefter, regarding Pierce manufacturing claims, be received and placed on file for

public inspection.

maintenance agreement between the City of Ottawa and Hastings Air Energy Control Inc.,

regarding our emergency vehicle exhaust system, be received and placed on file for

public inspection.

Commissioner Ganiere that Request.

Moved by Commissioner Ganiere that the Request from the Ottawa Police Department to

purchase a 2017 Ford Explorer through the State Bid in the amount of $23,790.00, be

approved and paid for from the General Corporate Fund.

Commissioner Less presented Resolution.

Moved by Commissioner Less a Resolution requesting permission from the Illinois

Department of Transportation to close LaSalle Street from Lafayette Street to Main Street

from 4:30 p.m. until 10:00 p.m. on Friday, June 16, 2017, for the 2017 Cruise Night, be

adopted.

Second by Ganiere.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of a license

agreement for a fence on public property with Larry and Patti Good of

119 W. Prospect Avenue, be adopted.

Moved by Commissioner Less that a Resolution approving and adopting a master plan for

Dayton Bluffs, be adopted.

Moved by Commissioner Less that the City Clerk be authorized to advertise for Bids for

the 2017 Street Patches. Bids will be received until Monday, June 19, 2017, at 10:00 a.m.

Commissioner Less awarded Quote.

Moved by Commissioner Less that the Quote received from McConnaughhay & Sons in

the amount of $14,175.00 to repair the roof on the South Side Fire Station, be accepted

and paid for from the General Corporate Fund.

Commissioner Less presented Quote.

Moved by Commissioner Less that the Quote received from Ottawa Masonry Inc. in the

amount of $57,500.00 to repair the limestone coping on City Hall, be accepted and paid

for from the General Corporate Fund.

Moved by Mayor Eschbach that the Report of Registrar, Shelly L. Munks, for the month of

May 2017, be received and placed on file.

Moved by Mayor Eschbach that the Report of the Parking Administration Department

showing fines collected of $2,360.00, for the month of May 2017, be received and placed

on file.

Moved by Mayor Eschbach that the Report of Building Official, Michael J. Sutfin, for the

month of May 2017, be received and placed on file.

Mayor Eschbach presented Report of Sidewalk Program.

Moved by Mayor Eschbach that the Report of Sidewalk Program showing 2 participants in

the amount of $4,297.50 for the month of May 2017, be received and placed on file.

Mayor Eschbach presented Ordinance.

Moved by Mayor Eschbach that an Ordinance amending Ordinance number 6-2017 which

granted a conditional use permit for a PUD and approved the preliminary and final plats of

the Villas at Heron’s Landing at Heritage Harbor, be adopted.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Moved by Mayor Eschbach that a Resolution authorizing the execution of an annexation

agreement between the City of Ottawa and Michael Davies, which has been on file for

public inspection since March 7, 2017, be adopted.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing the execution of agreements

between the City of Ottawa and multiple 2017 Oktoberfest vendors and authorizing the

Mayor to execute all agreements, be adopted.

Moved by Mayor Eschbach that a Resolution reappointing Bill Franklin, Judie McConville,

and Van Jackson, terms to expire May 2019 and May 2020 respectively, all to the

Industrial Development Commission, be adopted.

Mayor Eschbach presented Report of Zoning Board of Appeals.

Moved by Mayor Eschbach that the Report of the Zoning Board of Appeals meeting held

on Thursday, May 18, 2017, considering the rear and side yard setback variance and 50%

more than the principal structure request to build a garage from Gannon Neurohr for

property located at 329 Guthrie Street, be received and placed on file. Be it further

moved, the Council concur with the recommendation of the Zoning Board of Appeals and

all of the variances be granted and the follow up Ordinance be passed and approved.

Nays: None. Motion carried.

Mayor Eschbach presented Report of Zoning Board of Appeals.

Moved by Mayor Eschbach that the Report of the Zoning Board of Appeals meeting held

on Thursday, May 18, 2017, considering the side yard setback variance request to build a

garage from Henry Faxon for property located at 1463 Birchlawn Place, be received and

placed on file. Be it further moved, the Council concur with the recommendation of the

Zoning Board of Appeals and the variance be granted and the follow up Ordinance be

passed and approved.

Nays: None. Motion carried.

Mayor Eschbach presented Report of Plan Commission.

Moved by Mayor Eschbach that the Report of the Plan Commission meeting held on

Monday, May 22, 2017, considering the conditional use permit request from Epworth

Village to locate a private community facility at 657 Epworth Place, be received and

placed on file. Be it further moved, the Council concur with the recommendation of the

Plan Commission and the conditional use permit be granted and the follow up Ordinance

be passed and approved.

Second by Less.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented referral to Plan Commission.

Moved by Mayor Eschbach that pursuant to the annexation agreement with Michael

Davies the conditional use permit request for a barge fleeting operation be acknowledged

and referred to the Plan Commission for review and recommendation.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Requests.

Moved by Mayor Eschbach that the Requests for variances from Glenn Baxter for 528 E.

Center Street, Carlos Kennedy for 415 4th Avenue, Marlo Letterle for 901 W. McKinley

Road, and Tim and Linda Miller for 118 E. Van Buren Street, all be received and referred

to the Zoning Board of Appeals for review and recommendation.

Second by Less.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented motion to recess.

Moved by Mayor Eschbach that this Council recess into Closed Session to discuss

matters of personnel and real estate.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried. Council recessed at 7:41 p.m.

Moved by Mayor Eschbach that this Council reconvene from Closed Session.
