Public hearing regarding annual appropriation ordinance was opened by Mayor Spicer with no public present and no questions asked.
A motion was made by Comm. Barla and seconded by Comm. Applebee that the June 20, 2017 public hearing is adjourned at 6:47 pm.

The Seneca Village Council held a regularly scheduled council meeting at Seneca Village Hall on June 20, 2017.

A motion was made by Comm. Barla and seconded by Comm. Applebee that the Council approves the June 6, 2017 council meeting minutes as presented.

Commissioner Barla presented the yearly appropriation ordinance to the council for vote.
A motion was made by Comm. Barla and seconded by Comm. Applebee that the council adopts ordinance # 17-13 the appropriation ordinance.

Streets Olson:
On behalf of Comm. Olson Mayor Spicer announced that the 2017 Clean up Day event was successful with three dumpsters filled.
A motion was made by Comm. Barla and seconded by Comm. Applebee that the Council approves an expenditure to James Olson in the amount of $5,500.00 out of the Garbage Fund.

Mayor Spicer announced that one bid was received for the 2017 Street Program bid letting on today’s date; he asked Engineer Guy Christensen if the village decided to remove one of the streets to alleviate partial cost, would the motion have to reflect a decreased amount? Mr. Christensen indicated that the village would award the entire amount to D Construction, but that during the course of project that street would be removed thus a smaller amount would be approved throughout the project duration.
A motion was made by Comm. Barla and seconded by Comm. Applebee that the council awards the 2017 Motor Fuel Tax Street Program to D Construction in the amount of $159,759.00 pending approval by Illinois Department of Transportation.

Public Property Timmons:
On Comm. Timmons’ behalf, Comm. Barla stated there was an emergency at the Water Plant with the air conditioning unit; thus Kennedy Brothers were called to make repairs. No questions were asked.
A motion was made by Comm. Barla and seconded by Comm. Applebee that the council approves an expenditure of $3,200.00 to Kennedy Brothers Heating and Cooling out of the Water Department.

Public Health & Safety Applebee:
Comm. Applebee stated the agenda item of Starcom purchase is proposed to cost approximately $16,000.00 and at this time since he does not have any solid figures, he would like to table this agenda item until a future meeting. Comm. Applebee also said the 911 Board met June 12, 2017 to approve dissolving as of June 30, 2017 in accordance with village and state requirements. It was determined that whomever holds the Police Chief title will be the Seneca representative at the Grundy County 911 Board meetings. The consensus of council was to create a separate account for the remainder of 911 funds to utilize for maintenance and tower expenses. As an additional agenda item, Comm. Applebee stated that previously Comm. Timmons expressed his appreciation for Officer Michael Hetelle whom recently apprehended a group of children entering the Hogan Grain Elevator, due to his diligence no damage was done to the historical property.
Public Affairs Mayor Spicer:
Mayor Spicer presented information from North Central Illinois Council of Governments and their annual membership bill of $711.30. Consensus of Council was to allow the expenditure. Mayor also stated the next council meeting will fall on July 5th due to the Independence Day holiday. Mayor announced that Park Board was selected for funding in the 2017 ComEd Green Region Program; it is a matching grant up to $10,000 and the amount received will most likely be disclosed within the next week. Both Crotty Park and the Seneca Boat Launch were inundated with extra garbage in the dumpsters and police staff will be fining anyone whom uses them for their own personal trash. Quotes have been received on new playground equipment; Mayor stated after he speaks to Comm. Barla this item will be presented at a future council meeting. Lastly, Mayor Spicer stated there is a vacancy on the Plan Commission with term ending May-2020, anyone interested in the position is to notify Village Hall staff.
