Here is the minutes provided by the Board:

The Ladd Village Board met in regular session at 6:30 pm on Tuesday, June 13, 2017, in the Village Hall. President Mike Grivetti called the meeting to order and led the Pledge of Allegiance to the American flag.

Roll Call:

Present – Trustees Frank Cattani, Jim Manning, Jan Martin, Dan Nelson, Andy Ruggerio, Mike Urbanowski (6)

In attendance – Attorney Pat Barry, Clerk Diane Chandler, Treasurer Rhonda Bezely, Assistant Superintendent B.J. Liebe, Engineer Adam Ossola, Building Inspector Tony Foster

Motion Cattani – Second Urbanowski to approve the (5/23/17 meeting) minutes, as presented.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Motion Ruggerio – Second Urbanowski to pay the bills in the amount of $59,852.17.

Ayes: Cattani, Martin, Nelson, Ruggerio, Urbanowski

Abstain: Manning

Motion carried 5-0-1.

Correspondence:

 A note of appreciation from the Illinois Valley Center for Independent Living for the recent donation.

Public Comments:

 Joe Perez, 3453 East Cleveland Street, addressed the board with his concerns for the restoration schedule following the electric project and presented photos of construction done. His main concern is a trench from his fence to the creek which has collapsed due to equipment driving across it. As a result, water is now pooling to the east and west sides of the trench. Also, a tile that runs between his house and his neighbor’s house was hit by the contractor along with the north stream of the creek not flowing like it was prior to the project.

Committee Reports:

Streets & Alleys – The committee recommended the removal of a dead tree at 202 South Bureau Avenue. A tree at 311 South Peru Avenue is partially dead, but is not a priority to be taken down at this time.

Engineer’s Report:

Motor Fuel Tax Program – Ossola reported that the chip-seal program has been completed. The contractor ran heavy on the oil and chips resulting in three blocks on the west side of town to be left undone.

Inspector’s Report:

None

Attorney’s Report:

Rip’s building – Barry reported that the demolition work on the building north of Rip’s has begun, according to their contractor. Annex property – The documents for the proposed Palmieri Park are finished and have been sent to the owner’s attorney.

Motion Ruggerio – Second Cattani to vacate the handicapped parking space on West Chestnut Street near Lanuti’s Restaurant.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Motion Cattani – Second Manning to approve Special Event liquor licenses for the Jonny Yerly Classic on July 20-23 and Ladd Daze on July 21-23.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Motion Ruggerio – Second Martin to accept a proposal of $18,970.00 from Starline Construction for a culvert replacement on East Cleveland Street.

Ayes: Manning, Martin, Nelson, Ruggerio, Urbanowski

Abstain: Cattani

Motion carried 5-0-1.

Motion Urbanowski – Second Ruggerio to purchase a rotary cutter attachment for the Kubota tractor from Ladd Farm Mart for the quoted price of $10,000.

Ayes: Cattani, Manning, Martin, Ruggerio, Urbanowski

Nays: Nelson

Motion carried 5-1.

Motion Urbanowski – Second Cattani to approve L.E. Myers Pay Request #4 of $54,966.83 on the Substation Upgrade Project and L.E. Myers Pay Request #3 of $88,798.19 on the East End Electric Upgrade Project.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Motion Urbanowski – Second Manning to approve L.E. Myers Change Order of $2,920.00 on the Substation Upgrade Project (for the addition of a 20’ double swing gate to the fencing).

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Motion Cattani – Second Urbanowski to approve a request from Patrick Engineering to reassign $7,000.00 from project design to construction oversight on the Electric Upgrade projects.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Due to the absence of the Police Chief, approval for the repair of the Ford squad car was tabled to the June 27th meeting.

Motion Cattani – Second Manning to accept a quote of $2,900.00 from Pottinger Concrete Construction to repair the south steps at Main & Elm Streets.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Motion Cattani – Second Martin to pass “An Ordinance Of The Village Of Ladd, Bureau County, Illinois, Ascertaining Prevailaing Wages The Laborers, Workmen And Mechanics Employed On Public Works Of Said Village, Effective As Of June 1, 2017”.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Announcements:

 Nelson expressed appreciation for the sympathy card received following his father-in-law’s passing.
