Ottawa City Council met July 5.

Here is the minutes provided by the Council:

Present: Daniel E. Aussem, Thomas G. Ganiere, Wayne A. Eichelkraut Jr. James J. Less, and Robert M. Eschbach

Absent: None.

Commissioner Eichelkraut presented minutes of previous meeting.

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, June 20, 2017, be approved as recorded in the permanent files of the City Clerk.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Richard Olesen of 1418 James Court addressed the Council about dogs and the lease law. He is having a problem on some property he owns.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of June 30, 2017, in the amount of $428,801.35, be approved and warrants issued.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report of July 5, 2017, showing expenses in the amount of $792,283.44, be approved and warrants issued.

Second by Less.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a memorandum of understanding between the City of Ottawa and Marline Backos, regarding NCAT, which has been on file for public inspection since June 20, 2017, be adopted.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Resolution.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an audit agreement between the City of Ottawa and Clifton Larson Allen LLP, regarding the NCAT audit, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of bus lease agreements between the City of Ottawa, St. Elizabeth Medical Center, Friendship House, Illinois Valley Community Hospital, and Horizon House of the Illinois Valley Inc., be received and placed on file for public inspection.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of purchase service agreements between the City of Ottawa and Illinois Valley Community Hospital and Horizon House of the Illinois Valley Inc., be received and placed on file for public inspection.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Moved by Commissioner Aussem that a Resolution authorizing the acceptance and execution of an engineering proposal between the City of Ottawa and Vegrzyn Sarver & Associates Inc., regarding the combined sewer manhole rehabilitation, which has been on file for public inspection since June 20, 2017, be adopted.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Moved by Commissioner Aussem that a Resolution authorizing the execution of an engineering services agreement between the City of Ottawa and Renwick & Associates Inc., regarding the long term control plan, which has been on file for public inspection since June 20, 2017, be adopted.

Second by Less.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Aussem presented Resolution.

Moved by Commissioner Aussem that a Resolution authorizing the execution of a wireless monitoring services agreement between the City of Ottawa and Metropolitan Industries Inc., regarding lift stations and SCADA, which has been on file for public inspection since June 20, 2017, be adopted.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Moved by Commissioner Aussem that a Resolution authorizing the execution of an engineering services agreement between the City of Ottawa and Etscheid Duttlinger and Associates Inc., regarding the water main replacements, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Aussem awarded Low Bid.

Moved by Commissioner Aussem that the Low Bid received from Grand Rapids Enterprises Inc., in the amount of $194,742.00, for the Oaklane Drive sanitary sewer extension project, be accepted and paid for from the Wastewater Fund.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Moved by Commissioner Ganiere that the Report of Police Chief, Brent A. Roalson, for the month of June 2017, be received and placed on file.

Second by Less.

Nays: None. Motion carried.

Moved by Commissioner Ganiere that the Report of Fire Chief, Steve Haywood, for the month of June 2017, be received and placed on file.

Commissioner Ganiere presented Resolution.

Moved by Commissioner Ganiere that a Resolution authorizing the execution of a maintenance agreement between the City of Ottawa and Patten Power Systems, regarding generators, which has been on file for public inspection since June 20, 2017, be adopted.

Second by Less.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Ganiere presented Ordinance.

Moved by Commissioner Ganiere that an Ordinance amending the abandoned unclaimed and inoperable vehicles division of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, be passed and approved.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Ganiere presented Request.

Moved by Commissioner Ganiere that the Request from the Ottawa Police Department to purchase a 2017 Ford Explorer through the State Bid in the net amount after trade of $27,890.00, be approved and paid for from the General Corporate Fund.

Second by Less.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less a Resolution authorizing the execution of a transit service agreement between the City of Ottawa and City of Ottawa Recreational Summer Programs, regarding NCAT, which has been on file for public inspection since June 20, 2017, be adopted.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Less awarded Bid.

Moved by Commissioner Less that the Bid received from Grand Rapids Enterprises Inc., in the amount of $57,750.00 for the 2017 Street Patches, be accepted and paid for from the General Corporate, Water, and Wastewater Funds.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Less awarded Bid.

Moved by Commissioner Less that the Bid received from Advanced Asphalt Company in the amount of $884,359.35 for the 2017 Street Maintenance be accepted and paid for from the General Corporate Fund.

Second by Ganiere.

Nays: None. Motion carried.

Moved by Mayor Eschbach that the Report of Registrar, Shelly L. Munks, for the month of June 2017, be received and placed on file.

Mayor Eschbach presented Report of Parking Administration.

Moved by Mayor Eschbach that the Report of the parking Administration Department showing fines collected of $2,550.00 for the month of June 2017, be received and placed on file.

Moved by Mayor Eschbach that the Report of Building Official, Michael J. Sutfin, for the month of June 2017, be received and placed on file.

Mayor Eschbach presented Report of the Sidewalk Program.

Moved by Mayor Eschbach that the Report of the Sidewalk Program showing 2 participants in the amount of $722.25 for the month of June 2017, be approved and paid for from the General Corporate Fund.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing the execution of a contract agreement between the City of Ottawa and McClure Engineering Associates Inc., regarding the I-80 pedestrian bridge, which has been on file for public inspection since June 20, 2017, be adopted.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing the execution of a lease agreement between the City of Ottawa and Ottawa Rescue Squad Inc., which has been on file for public inspection since June 20, 2017, be adopted.

Second by Aussem.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing the execution of a contract for sale agreement between the City of Ottawa, John Seroka and Cheryl Seroka, for property located at 738 E. Superior Street, which has been on file for public inspection since June 20, 2017, be adopted.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Moved by Mayor Eschbach that a Resolution amending the City of Ottawa’s Revolving Loan Fund Program Handbook, be adopted.

Second by Eichelkraut.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing the transfer of City Funds from the Industrial Development Commission Fund to the Main Street Fund and closing the Industrial Development Commission Fund, be adopted.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution appointing CiCi Chalus to the Tree Board, term to expire July 2020, be adopted.

Second by Ganiere.

Moved by Mayor Eschbach that a Resolution authorizing an engagement letter between the City of Ottawa and Roy Harsch, regarding the Illinois EPA, be adopted.

Second by Eichelkraut.

Nays: None. Motion carried.

Mayor Eschbach presented Ordinance.

Moved by Mayor Eschbach that an Ordinance annexing certain territory to the City of Ottawa, LaSalle County, Illinois, owned by Michael Davies and located along Route 71, be passed and approved.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Report of Plan Commission.

Moved by Mayor Eschbach that the Report of the Plan Commission meeting held on Monday, June 26, 2017, considering the conditional use permit request for a barge fleeting operation for Michael Davies for property located along Route 71, be received and placed on file. Be it further moved, the Council concur with the recommendation of the Plan Commission and the conditional use permit be granted and the follow up Ordinance be passed and approved.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Requests.

Moved by Mayor Eschbach that the Requests for variances from Nicole Jensen for property located at 402 E. Van Buren Street, Janet Gutierrez for 401 4th Avenue, Edwin and Ellen Bussert for 629 Pearl Street, and Jason Check for 307 Christie Street, all be received and referred to the Zoning Board of Appeals for review and recommendation.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented motion to recess.

Moved by Mayor Eschbach that this Council recess into Closed Session to discuss matters of purchase of real estate.

Second by Less.

Nays: None. Motion carried. Council recessed at 7:25 p.m.

Mayor Eschbach presented motion to reconvene.

Moved by Mayor Eschbach that this Council reconvene from Closed Session.

Nays: None. Motion carried.
