Village of Seneca Council met July 5.

Here is the minutes provided by the Council:

The Seneca Village Council held a regularly scheduled council meeting at Seneca Village Hall on July 5, 2017 at 7:00 pm.

Roll Call: Present: Applebee, Barla, Olson, Timmons, Spicer

Absent: none

A motion was made by Comm. Olson and seconded by Comm. Barla that the Council approves the June 20, 2017 council meeting and public hearing minutes as presented.

Roll Call: Ayes: Olson, Barla, Timmons, Applebee, Spicer

Nays: none

A motion was made by Comm. Barla and seconded by Comm. Olson that the Council approves the payment of bills as presented.

Public Property Timmons:

Comm. Timmons referred to Engineer Guy Christensen for an update to the proposed Union- Lincoln Street sewer tie-in project. Mr. Christensen stated that after viewing the county map, research is needed to determine if the dedicated right of way called Church Street is indeed village property; Attorney Russo to look into this request. It was stated that Chamlin’s estimate does not include additional rock excavation and that an Illinois Environmental Protection Agency permit would be required prior to project start. The project estimate was quoted between $65,000-70,000 which did not include engineering fees. After discussion, consensus of council was to instruct Mr. Christensen to obtain the necessary IEPA permit and to review finances prior to any other work starting. Commissioner Timmons also stated that the donated water plant oxygen diffuser was removed by Mazon employees and installed at their facility.

Public Affairs Mayor Spicer:

Mayor Spicer indicated that ComEd forwarded the payment for the 2017 ComEd Green Region Grant in the amount of $10,000.00. In addition, an environmental study was completed on the proposed Graves Park property and after approval from Illinois Department of Natural Resources then project will proceed. It was also announced that the Park Board has decided to delay construction of new restrooms at the boat launch until fall when the boating season traffic is minimal.

New Business:

Public Property Timmons:

Comm. Timmons stated that there is a need for a John Deere standard loader for the maintenance staff. No questions were asked.

A motion was made by Comm. Timmons and seconded by Comm. Olson that the council approves an expenditure to John Deere of $5,900.00 split between the water/sewer and street departments.

Accounts and Finance Barla:

Commissioner Barla shared information regarding the Illinois state budget in relation to village finances including the potential freezing of motor fuel tax and video gaming funding.

Streets Olson:

Comm. Olson announced that Grundy County will be hosting a tire recycling event in Seneca July 13th – July 15th at Olson’s Salvage Yard.

Public Health and Safety Applebee:

Comm. Applebee recently received a letter from an employee of Boondocks giving an accommodation to police officer Greg Higgins due to a potentially volatile situation involving an intoxicated woman. Comm. Applebee commended Officer Higgins publically.

Public Affairs Mayor Spicer:

Mayor Spicer asked the council whether they wished to make a donation to offset start-up costs for the cruise night committee. After discussion, it was determined to table the item until committee submits a donation amount. As a yearly agreement by all communities who participate in the Illinois Municipal League Risk Management program, a contract was reviewed by Attorney Russo and presented to the council. No questions were asked. A motion was made by Comm. Olson and seconded by Comm. Timmons that the council approves the mayor signing an intergovernmental cooperation contract.

Mayor Spicer thanked the entire festival committee on their hard work and dedication to the 2017 summer festival event.

A motion was made by Comm. Barla and seconded by Comm. Olson that the July 5, 2017 council meeting is adjourned at 7:35 pm.
