City of Peru Committee of the Whole met July 10.

Here is the minutes provided by the Committee:

A Committee Of A Whole meeting was called to order by Scott J. Harl in the Peru City Council Chambers on Monday, July 10, 2017 at 6:00 p.m.

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard present; Mayor Harl present.

Minutes:

City Clerk Dave Bartley presented the Committee Of A Whole Minutes of June 26, 2017. Alderman Waldorf made a motion that the minutes be received and placed on file. Alderman Sapienza seconded the motion; motion carried.

Presentation

Finance and Safety Services Committee:

Alderman Potthoff reported on the following:

•Reserve fund

o State the fund approach is on track in accordance with policy goals

• Planning and researching options and needs for upcoming health insurance renewal

• Discussed IRVDA and options for area businesses

• Liquor License fee structure to be reviewed

• Discussion of retroactive approval of façade grants. The Committee was opposed.

Mayor Harl initiated a discussion of the Buxton proposal. Mayor Harl recommended putting it off for a year. Alderman Potthoff suggested a private/public option with sharing the cost with developers. Mayor Harl reported on the contacts he made in Coal City, Crest Hill and Rochelle and stated the information provided was helpful. Committee decided to put on hold for further research.

Alderman Payton discussed the Boiler & Machinery Insurance proposal from Liberty Mutual and noted the increase to $63,116.00 is reflective of the increase in values and not a rate increase.

Alderman Potthoff reported on the following:

• NCICG renewal and noted the two active grants being administered by NCICG.

• $100 donation to Special Olympics

• $500 donation to IV Super Bowl

Public Services Committee:

Alderman Waldorf provided an update on the following agenda items:

• MFT bidding approval

• MFT Resolution

City Engineer Eric Carls reported on the following:

• Repaving of Church Street will be included in the 2018 General Fund Street Program.

• 26th Street to 33rd Street on Marquette Road will be part of this year’s MFT Program plus handicap ramps.

• Discussion of break in work on Peoria Street

• Discussion of CF discharge permit

• Discussion of the splash pad work stoppage due to the delay in shipment of a recirculation tank.

Mayor Harl commented on the appointment of John Fusinatto to the Parks and Recreation Board as the sole requester.

Adjournment:

Alderman Waldorf made a motion that the meeting be adjourned. Alderman Lukosus seconded the motion and motion carried.
