Peru City Council met July 10.

Here is the minutes provided by the Council:

A regular meeting of the Peru City Council was called to order by Scott J. Harl in the Peru City Council Chambers on Monday, July 10, 2017 at 7:00 p.m.

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard present; Mayor Harl present.

All joined in the Pledge of Allegiance to the Flag of the United States of America.

Public Comment

Presentation

Economic Development Director Bob Vickrey announced that Planet Fitness will be occupying the remaining 24,000 sq. ft. space next to Dunhams in the former K-Mart building owned by Kin Properties. Economic Development Director Bob Vickrey stated that Kin Properties thanked the city for their help redeveloping the space. Economic Development Director Bob Vickrey stated Kin Properties asked the city to come up with suggestions for naming the property instead of calling it the former K-Mart center.

Economic Development Director Bob Vickrey stated the city has been proactive with the announcement of Sears closing and an executive conference call with mall ownership is scheduled for Friday.

Minutes

Mayor Harl presented the minutes of the Regular Meeting of June 26, 2017. Alderman Potthoff made a motion that the minutes be received and placed on file. Alderman Waldorf seconded the motion; motion carried.

Finance and Safety Committee

Alderman Radtke presented the following disbursements for payment on July 12, 2017:

Alderman Radtke made a motion that the report be received, placed on file and the bills be paid in the usual manner. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Payton made a motion to bind Boiler & Machinery Insurance coverage with Liberty Mutual Insurance through River Valley Insurance for an annual premium of $63,115. Alderman Ferrari seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Potthoff made a motion to approve NCICG Annual Membership in the amount of $3,088.50. Alderman Radtke seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Alderman Ferrari made a motion to approve $100 donation to Special Olympics Illinois. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Public Services Committee

Alderman Waldorf made a motion to seek bids for the 2017 MFT Street Program. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Resolution No. 2017-10

Resolution For Maintenance Under The Illinois Highway Code

Alderman Waldorf made a motion that the resolution be adopted as written and read. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Fire Chief Jeff King reported on the critical nature of the GIS and flow testing of all the hydrants. Fire Chief Jeff King stated we have to do this maintenance because we’ve found several hydrants that don’t even work. Fire Chief Jeff King stated the project will allow the fire department to find the best available hydrant while responding to calls. Alderman Radtke stated that he can’t think of anything more important to the fire department than knowing that the hydrant they are hooking up to works. Fire Chief Jeff King stated that water may continue to be rusty or discolored during the duration of the project and apologized to the residents.

Special Corporate Counsel Jonathon Brandt presented the minutes of Planning/Zoning Commission hearing held on July 5, 2017 as sought by the petition of Central Bank Illinois concerning property located at the northeast corner of Midtown Road and Peoria Street, Peru, IL. Alderman Waldorf made a motion that the minutes be received, placed on file and concur with the recommendation. Alderman Radtke seconded the motion; motion carried.

Special Corporate Counsel Jonathon Brandt presented a proposed ordinance entitled:

Ordinance No. 6224

An Ordinance Amending The Zoning Ordinance Of The City Of Peru, Illinois, As Prayed For By The Petition Of Central Bank Illinois, Concerning The Property Located At The Northeast Corner Of Midtown Road And Peoria Street, Peru, Il

Alderman Radtke made a motion that the ordinance be adopted as written and read. Alderman Potthoff seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Assistant Corporate Counsel Scott Schweickert presented the minutes of Planning/Zoning Commission hearing held on July 5, 2017 as sought by the petition of Granville National Bank Trust No. 1093 concerning property located on East and West of Henry Street extended North and South of Tenth Street in the City of Peru, IL. Alderman Potthoff made a motion that the minutes be received, placed on file and deny the recommendation. Alderman Radtke seconded the motion; motion carried.

Assistant Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

An Ordinance Rezoning Proposed Lots 4, 5, 6 And 7 Of The Proposed Peters- Thompson Farm Second Subdivision To The City Of Peru.

Ordinance failed due to lack of motion.

Alderman Potthoff made a motion the ordinance be adopted as written and read. Alderman Waldorf seconded the motion. Human Resource Manager Kim Reese reported on the additions as follows:

• Personally assigned vehicles

• Personal days

• Other changes to ensure consistency with collective bargaining agreements City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Assistant Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

Ordinance No. 6227

An Ordinance Amending Ordinance No. 6090 Entitled: “An Ordinance Fixing Wages For Employees Of The City Of Peru, Illinois”

Alderman Potthoff made a motion the ordinance be adopted as written and read. Alderman Potthoff noted the 2% wage increase for non-collective bargaining employees. Alderman Radtke noted the increase from 15% to 20% for health insurance premiums. Alderman Radtke seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Ordinance No. 6228

An Ordinance Relating to the Administrative Structure of the City Of Peru

Alderman Potthoff made a motion the ordinance be adopted as written and read. Alderman Ferrari seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Unfinished Business

New Business

Mayor Harl recommended the appointment of John Fusinatto to the Parks and Recreation Board. Alderman Potthoff made a motion to concur with the recommendation. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.

Proclamations

Petitions and Communications

City Clerk Dave Bartley presented a communication from Toni-Lynn Battaglia requesting permission to have a bouncy house at Centennial Park on August 6, 2017. Alderman Radtke made a motion the communication be received, placed on file and permission granted. Alderman Potthoff seconded the motion; motion carried.

City Clerk Dave Bartley presented a communication from Firefighters and Friends Fighting for Gary requesting permission to use the Peru Fire Station on September 30, 2017 for the annual drive-thru dinner. Mayor Harl noted the fire chief had not been contacted and as such should not be approved. The Council tabled the communication and asked the Clerk to send a letter to the sponsor group.

City Clerk Dave Bartley presented a communication from St. Mary’s Church stating they are celebrating their 150th Anniversary on Sunday, August 6th. Alderman Radtke made a motion the communication be received, placed on file and to send a congratulatory letter to the parish. Alderman Potthoff seconded the motion; motion carried.

Alderman Ferrari made a motion that the meeting be adjourned. Alderman Lukosus seconded the motion and motion carried. Meeting adjourned 7:35 p.m.
