Present: Daniel E. Aussem, Thomas G. Ganiere, Wayne A. Eichelkraut Jr. and James J. Less Absent: Robert M. Eschbach.

Commissioner Less presented minutes of previous meeting. Moved by Commissioner Less that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Wednesday, July 5, 2017, be approved as recorded in the permanent files of the City Clerk. Second by Ganiere. Ayes: Aussem, Ganiere, Less, and Mayor Pro Tem Eichelkraut. Nays: None. Motion carried.

Commissioner Aussem presented Resolution. Moved by Commissioner Aussem that a Resolution authorizing the execution of an engineering services agreement between the City of Ottawa and Etscheid Duttlinger and Associates Inc., regarding the water main replacements, which has been on file for public inspection since July 5, 2017, be adopted. Second by Less. Ayes: Aussem, Ganiere, Less, and Mayor Pro Tem Eichelkraut. Nays: None. Motion carried.

Commissioner Aussem presented Resolution. Moved by Commissioner Aussem that a Resolution authorizing the execution of an engineering construction services agreement between the City of Ottawa and Etscheid Duttlinger & Associates Inc., regarding the Oaklane Subdivision sanitary sewer extension, be received and placed on file for public inspection. Second by Ganiere. Ayes: Aussem, Ganiere, Less, and Mayor Pro Tem Eichelkraut. Nays: None. Motion carried.

Commissioner Aussem presented Resolution. Moved by Commissioner Aussem that a Resolution approving and accepting a grant of easement from First Baptist Church, be adopted. Second by Ganiere. Ayes: Aussem, Ganiere, Less, and Mayor Pro Tem Eichelkraut. Nays: None. Motion carried.

Commissioner Ganiere presented Ordinance. Moved by Commissioner Ganiere that an Ordinance amending Section 102-174 of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, regarding parking and registration, be passed and approved. Second by Less. Ayes: Aussem, Ganiere, Less, and Mayor Pro Tem Eichelkraut. Nays: None. Motion carried.

Commissioner Less presented Resolution. Moved by Commissioner Less a Resolution authorizing the execution of a temporary property use permit between the City of Ottawa and the Ottawa Soccer Club, be adopted. Second by Aussem. Ayes: Aussem, Ganiere, Less, and Mayor Pro Tem Eichelkraut. Nays: None. Motion carried.

Commissioner Less awarded Bid. Moved by Commissioner Less that the Bid received from Steve Nicholson in the amount of $3,997.00 for the used boat and trailer from the Ottawa Fire Department, be accepted. Second by Ganiere. Ayes: Aussem, Ganiere, Less, and Mayor Pro Tem Eichelkraut. Nays: None. Motion carried.

Mayor Pro Tem Eichelkraut presented Biweekly Salary Payroll. Moved by Mayor Pro Tem Eichelkraut that the Biweekly Salary Payroll of July 14, 2017, in the amount of $396,283.96, be approved and warrants issued. Second by Aussem. Ayes: Aussem, Ganiere, Less, and Mayor Pro Tem Eichelkraut. Nays: None. Motion carried.

Mayor Pro Tem Eichelkraut presented Monthly Expense Report. Moved by Mayor Pro Tem Eichelkraut that the Monthly Expense Report of July 18, 2017, showing expenses in the amount of $1,258,224.13, be approved and warrants issued. Second by Ganiere. Ayes: Aussem, Ganiere, Less, and Mayor Pro Tem Eichelkraut. Nays: None. Motion carried.

Mayor Pro Tem Eichelkraut resented Monthly Salary Payroll. Moved by Mayor Pro Tem Eichelkraut that the Monthly Salary Payroll of July 7, 2017, in the amount of $10,928.19, be approved and warrants issued. Second by Less. Ayes: Aussem, Ganiere, Less, and Mayor Pro Tem Eichelkraut. Nays: None. Motion carried.

Mayor Pro Tem Eichelkraut presented Monthly Financial Report. Moved by Mayor Pro Tem Eichelkraut that the Monthly Financial Report of City Clerk, Shelly L. Munks for the month of June 2017, be received and placed on file. Second by Aussem. Ayes: Aussem, Ganiere, Less, and Mayor Pro Tem Eichelkraut. Nays: None. Motion carried.

Mayor Pro Tem Eichelkraut presented Resolution. Moved by Mayor Pro Tem Eichelkraut that a Resolution authorizing the execution of an audit agreement between the City of Ottawa and Clifton Larson Allen LLP, regarding the NCAT audit, which has been on file for public inspection since July 5, 2017, be adopted. Second by Aussem. Ayes: Aussem, Ganiere, Less, and Mayor Pro Tem Eichelkraut. Nays: None. Motion carried.

Mayor Pro Tem Eichelkraut presented Resolution. Moved by Mayor Pro Tem Eichelkraut that a Resolution authorizing the execution of bus lease agreements between the City of Ottawa, Friendship House, Illinois Valley Community Hospital, and Horizon House of the Illinois Valley Inc., which has been on file for public inspection since July 5, 2017, be adopted. Second by Less. Ayes: Aussem, Ganiere, Less, and Mayor Pro Tem Eichelkraut. Nays: None. Motion carried.

Mayor Pro Tem Eichelkraut presented Resolution. Moved by Mayor Pro Tem Eichelkraut that a Resolution approving a new NCAT 2018 Rider Policy Handbook, be adopted. Second by Aussem. Ayes: Aussem, Ganiere, Less, and Mayor Pro Tem Eichelkraut. Nays: None. Motion carried.

Moved by Mayor Pro Tem Eichelkraut that a Resolution authorizing the execution of a transit service agreement between the City of Ottawa and the Illinois Valley Brain Injury Clubhouse, be received and placed on file for public inspection. Second by Less. Ayes: Aussem, Ganiere, Less, and Mayor Pro Tem Eichelkraut. Nays: None. Motion carried.

Moved by Mayor Pro Tem Eichelkraut that a Resolution authorizing the execution of an amended license agreement between the City of Ottawa and Stratus Networks, be received and placed on file for public inspection. Second by Ganiere. Ayes: Aussem, Ganiere, Less, and Mayor Pro Tem Eichelkraut. Nays: None. Motion carried.

Mayor Pro Tem Eichelkraut presented Resolution. Moved by Mayor Pro Tem Eichelkraut that a Resolution accepting the proposal for the purchase of real property from the Reddick Mansion Association for 100 W. Lafayette Street and authorizing the execution of an agreement for ownership, maintenance, and operation of the Reddick Mansion, be received and placed on file for public inspection. Second by Less. Ayes: Aussem, Ganiere, Less, and Mayor Pro Tem Eichelkraut. Nays: None. Motion carried.

Mayor Pro Tem Eichelkraut presented Request. Moved by Mayor Pro Tem Eichelkraut that the Request for a variance from Vince and Debbie Kozsdiy for property located at 631 E. Van Buren Street, be received and referred to the Zoning Board of Appeals for review and recommendation. Second by Aussem. Ayes: Aussem, Ganiere, Less, and Mayor Pro Tem Eichelkraut. Nays: None. Motion carried.

Mayor Pro Tem Eichelkraut presented Request. Moved by Mayor Pro Tem Eichelkraut that the Request for a fundraiser received from the Illinois Valley Gymnastics Academy Booster Club to solicit donations on Saturday, August 12, 2017, at the intersection of Columbus Street and Norris Drive, be approved. Second by Less. Ayes: Aussem, Ganiere, Less, and Mayor Pro Tem Eichelkraut. Nays: None. Motion carried.

Mayor pro Tem Eichelkraut presented motion to recess. Moved by Mayor Pro Tem Eichelkraut that this Council recess into Closed Session to discuss matters of purchase of real estate. Second by Ganiere. Ayes: Aussem, Ganiere, Less, and Mayor Pro Tem Eichelkraut. Nays: None. Motion carried. Council recessed at 7:18 p.m.

Mayor Pro Tem Eichelkraut presented motion to reconvene. Moved by Mayor Pro Tem Eichelkraut that this Council reconvene from Closed Session. Second by Less. Ayes: Aussem, Ganiere, Less, and Mayor Pro Tem Eichelkraut. Nays: None. Motion carried.
