Lostant Community Unit School District 425 Board of Education met June 21.

Here is the minutes provided by the Board:

1. Call to Order and Roll Call

Mike Phillips, B.O.E. President, called the regular board meeting to order at 6:12 p.m. Present: Ioerger, Shawback, Skinner, Miller, Burcar Absent: Lawless Recording Secretary: Sandra Malahy, Superintendent Audience Members: Zach Pratt, David Pistorius

4. Recognition

a. Congratulations to Lostant student Ethan Phillips who has been accepted to the Illinois Math and Science Academy. Ethan will complete his 10th -12th grades at I.M.S.A. beginning in August.

5. Reports, Updates, And Informational Items

a. Resolution

The Board and Mr. Pistorius from First MidState discussed the issue of General Obligation School Bonds, Series 2017, of the District, for the purpose of altering and reconstructing school buildings and purchasing and installing equipment therein for fire prevention and safety, energy conservation and school security purposes, providing for the levy of a direct annual tax sufficient to pay the principal and interest on said bonds, and authorizing the sale of said bonds to the purchaser thereof.

6. Action Item

A motion by Ioerger and seconded by Shawback to pass the Resolution providing for the issue of General Obligation School Bonds. Roll call, 6-0, Motions passes.

7. Consent Agenda

Approve the Minutes of the Regular and Executive Sessions of the Board Meeting from May 22, 2017 and the Minutes of the Special and Executive Sessions of the Board Meeting from May 31, 2017, Treasurer’s Report, Balance Sheet, Activity Account, Disbursements in the Amount of $250,441.01, and May 2017 Payroll.

8. Action Item

A motion by Burcar and seconded by Skinner to approve the consent agenda. Roll call, 6-0, Motions passes.

9. Financial Report

a. Fund Activity

The district is 83% through the year. Revenues are 95.54% and Expenditures are 79.68%.

b. 2016-2017 Amended School Budget The Board discussed estimated ending fund balances. Dr. Malahy stated deficit spending in Fund 20 is due to excess plumbing work this school year and an asbestos abatement project. Deficit spending in Fund 40 is due to lack of funding from the State of Illinois. Projected deficit spending in Fund 10 is due to high school tuition.

c. 2017-2018 Proposed School Budget The Board discussed the estimated budget for the up-coming school year. Dr. Malahy stated she did not include many state categorical payments as a source of revenue. She also stated that if the payments are received, the revenue will be reflected in the spring when the amended budget is completed.

10. Reports, Updates, and Informational Items

iii. Health Life Safety Amendment 18

Dr. Malahy informed the Board that Bob Johnson submitted the new estimated roof repair to the I.S.B.E. and now the amendment must be approved by the Board.

iv. Rural Bus Stops

Dr. Malahy passed out photos of six rural Lostant families and recommended new bus stops at three locations. The recommendation is a direct result of lack of state categorical funding to schools and lack of state funding to municipalities to maintain rural roads.

v. Prevailing Wage

Dr. Malahy stated that the Board must pass the annual prevailing wage.

vi. Baseball Field

The Board discussed allowing Carol Stoens to make improvements at the baseball field.

Committee Reports Technology No meeting this month.

Finance Mr. Phillips reported that the committee met and worked on the FY18 school budget.

Building No meeting this month.

Calendar No meeting this month.

Negotiations No meeting this month.

Safety No meeting this month.

Closed Session Minutes No meeting this month.

Legislative Update: Dr. Malahy stated that she anticipated no additional categorical money the remainder of this fiscal year. Mr. Phillips dicussed current topics in Springfiled and Governor Rauner’s public address.

Other: Dr. Malahy asked the Board to pay $50 per month to increase her cell phone data plan due to the amount of school work required to be conducted off hours.

Old Business: Lostant CUSD 425 Restructure Update Nothing new this month.

School Improvement Plan-on-a-Page The board viewed the updated Plan-on-a-Page and progress through the end of May.

New Business: Dr. Malahy gave an updated report on the school construction projects.

11. Executive Session - No executive session this month.

12. Action Items

a. A motion by Ioerger and seconded by Burcar to approve the 2016-2017 Amended School Budget.

Roll call, 6-0, Motions passes.

b. A motion by Miller and seconded by Ioerger to approve the 2017-2018 Proposed School Budget.

Roll call, 6-0, Motions passes.

c. A motion by Shawback and seconded by Miller to approve Amendment 18 to the Health Life Safety Audit.

Roll call, 6-0, Motions passes.

d. A motion by Shawback and seconded by Burcar to approve the 2017-2018 Prevailing Wage.

Roll call, 6-0, Motions passes.

13. Action Items As A Result Of Executive Session

None

14. Direct Superintendent To Report To Board

Inform Carol Stoens that she may make improvements to the ball field.

15. Adjourn

A motion by Miller and seconded by Shawback to adjourn. Ayes. 6-0.

The regular meeting adjourned at 7:45 p.m.
