Here is the minutes provided by the Board:

The Ladd Village Board met in regular session at 6:30pm on Tuesday, August 8, 2017, in the Village Hall. President Mike Grivetti called the meeting to order and led the Pledge of Allegiance to the American flag.

Roll Call:

Present – Trustees Frank Cattani, Jim Manning, Jan Martin, Dan Nelson, Andy Ruggerio, Mike Urbanowski (6)

In attendance – Attorney Pat Barry, Clerk Diane Chandler, Treasurer Rhonda Bezely, Superintendent Doug Englehaupt, Assistant Superintendent B.J. Liebe, Engineer Adam Ossola, Building Inspector Tony Foster

Motion Cattani – Second Urbanowski to approve the (7/25/17 meeting) minutes, as presented.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Motion Urbanowski – Second Manning to pay the bills in the amount of $85,606.33.

Ayes: Cattani, Manning, Martin, Nelson, Urbanowski

Abstain: Ruggerio

Motion carried 5-0-1.

Committee Reports:

Streets & Alleys – Cattani authorized the removal of a dying tree from the berm at 316 North Chicago Ave. Nelson reported on a meeting with Davis Concrete Correctors to evaluate the sidewalks on Main Street. The board reviewed a proposal to raise, level and caulk the sidewalks.

Motion Cattani – Second Ruggerio to authorize Davis Concrete Correctors to repair and caulk portions of the east side of Main Street for the quoted price of $2,805.00.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Recreation – Ruggerio announced that he had met with four different contractors and received 2 proposals for playground fall protection in War Memorial Park. Action was tabled pending the receipt of the remaining proposals.

Grivetti announced that the roof at the Ladd Community Center has been patched. No additional quotes have been received for the replacement of the roof. Ruggerio suggested seeking quotes for a pitched roof and was directed by Grivetti to obtain them. Action was tabled until the August 22nd meeting.

Engineer’s Report:

Cleveland Street patching – Ossola announced the patching on East Cleveland Street has been completed. IDOT has approved the pay estimates. Flanagan easements – Ossola plans to speak with Englehaupt and Foster on the easement in Spring Creek Addition.

Superintendent’s Report:

Barricades – Nelson questioned whether the barricades on Lincoln Avenue and LaSalle Avenue could be removed.

Inspector’s Report:

Building permits – Foster reported that he is working with Colby Flanagan and Bill Cattani Sr. on easement issues for building permits.

The sale of a small parcel of Village property located near 218 East Chestnut Street was discussed. Bill Cattani Sr. has offered to purchase the property but a water main is buried there. The board agreed to retain the parcel.

The consideration of a splash pad was proposed by resident Donna Sobin. Since she did not appear at the meeting, no action was taken.

Motion Urbanowski – Second Cattani to approve L.E. Myers pay request #5 of $48,115.83 for work completed on the East End Electric project.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

The board agreed to deny the Village of Arlington’s request for mosquito spraying.

Motion Cattani – Second Ruggerio to file a “No Objection” response on John Bartoli’s application for a variance to build a 44’ X 82’ pole building.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Englehaupt informed the board of the findings on the failure of the substation transformer.

Motion Manning – Second Nelson to accept T & R Electric’s quote of $79,334.00 to rebuild the 7500kva transformer.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.

Announcements:

o Manning has the parts to repair the restroom light fixture at the Ladd Community Center.

o Grivetti expressed his disgust with the ongoing fireworks in town. Barry plans to do research on the issue.

Motion Martin – Second Cattani to adjourn.

Ayes: Cattani, Manning, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 6-0.
