Commissioner Less presented minutes of previous meeting. Moved by Commissioner Less that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, August 1, 2017, be approved as recorded in the permanent files of the City Clerk. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.
Jim Reily addressed the Council regarding the pending Reddick Mansion proposal. He was pleased with the agreement and was speaking on behalf of the Friends of the McCleveys. He asked the RMA to use the local work force on their upcoming renovations.
Commissioner Eichelkraut presented Biweekly Salary Payroll. Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of August 11, 2017, in the amount of $390,857.83, be approved and warrants issued. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.
Commissioner Eichelkraut presented Monthly Expense Report. Moved by Commissioner Eichelkraut that the Monthly Expense Report of August 14, 2017, showing expenses in the amount of $1,200,623.03, be approved and warrants issued. Second by Aussem. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.
Commissioner Eichelkraut presented Monthly Salary Payroll. Moved by Commissioner Eichelkraut that the Monthly Salary Payroll of August 4, 2017, in the amount of $11,625.00, be approved and warrants issued. Second by Less. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.
Commissioner Eichelkraut presented Monthly Financial Report. Moved by Commissioner Eichelkraut that the Monthly Financial Report of City Clerk, Shelly L. Munks, for the month of July 2017, be received and placed on file. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of a transit service agreement between the City of Ottawa and Ottawa Friendship House, which has been on file for public inspection since August 1, 2017, be adopted. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Moved by Commissioner Eichelkraut that a Resolution authorizing amended vehicle lease agreements between the City of Ottawa, Illinois Valley Community Hospital, and Horizon House of the Illinois Valley Inc., be received and placed on file for public inspection. Second by Aussem. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Moved by Commissioner Aussem that Change Order #1 from Opperman Construction Company in the increased amount of $16,600.00 for the James Court and Dairy Lane lift station projects, be accepted and paid for from the Wastewater Fund. Second by Less. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Moved by Commissioner Aussem that a Resolution authorizing the acceptance and execution of an agreement between the City of Ottawa and Patten Power Systems, be received and placed on file for public inspection. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.
Commissioner Aussem presented Quote. Moved by Commissioner Aussem that the Quote received from Metropolitan Pump Company in the amount of $28,962.00 for updating 5 lift stations with SCADA communications, be accepted, and formal bidding be waived and the equipment be paid for from the Wastewater Fund. Second by Eichelkraut. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Moved by Commissioner Aussem that the Quotes received from WesTech in the amount of $26,804.00 for bar screen updates at the Wastewater Treatment Plant, be accepted, and formal bidding be waived and the equipment be paid for from the Wastewater Fund. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.
Commissioner Ganiere presented Ordinance. Moved by Commissioner Ganiere an Ordinance authorizing fees for ambulance calls from the Ottawa Fire Department, be passed and approved. Second by Aussem. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Moved by Commissioner Ganiere that an Ordinance amending subsection B of Section 34-36 of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, by the addition of medication costs, be passed and approved. Moved by Commissioner Ganiere that an Ordinance amending the definition of street in Section 1-2 of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, be passed and approved. Commissioner Less presented Ordinance. Moved by Commissioner Less that an Ordinance amending Section 102-81 (c) of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, by the addition of stop signs in Autumnwood Subdivision, be passed and approved. Second by Aussem. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Moved by Commissioner Less that a Resolution authorizing the execution of an agreement with BB Community Leasing Services Inc., to purchase a 2016 Elgin Pelican Sweeper, in the amount of $157,810.00 for a financing period of 5 years, be received and placed on file for public inspection. Second by Aussem. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.
Mayor Eschbach presented Resolution. Moved by Mayor Eschbach that a Resolution authorizing legal action against 534 Second Avenue, be adopted. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.
Mayor Eschbach presented Resolution. Moved by Mayor Eschbach that a Resolution authorizing the transfer of certain real property from the City of Ottawa to Starved Rock Homes Development Corporation, regarding 738 E. Superior Street, be adopted. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Moved by Mayor Eschbach that a Resolution authorizing the execution of an agreement for ownership, maintenance, and operation of the Reddick Mansion, which has been on file for public inspection since July 18, 2017, be adopted. Moved by Mayor Eschbach that a Resolution authorizing the execution of an addendum to the engagement letter for environmental legal services between the City of Ottawa and Miller, Canfield, Paddock, and Stone P.L.C., regarding the Old Central School redevelopment site, which has been on file for public inspection since August 1, 2017, be adopted. Second by Aussem. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Moved by Mayor Eschbach that a Resolution authorizing a memorandum of understanding between the City of Ottawa and AFSCME Local 2819, be received and placed on file for public inspection. Mayor Eschbach presented Quote. Moved by Mayor Eschbach that the Quote received from Grand Rapids Enterprises Inc. in the amount of $24,300.00 to demolish 738 E. Superior Street and the quote in the amount of $15,300.00 to demolish 622 W. Norris Drive, both be accepted and the formal bidding process be waived. Second by Eichelkraut. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.
Mayor Eschbach presented Request. Moved by Mayor Eschbach that the Request received for zoning from David Brewer for property located at 1800 Poplar Street, be received and referred to the Plan Commission for review and recommendation. Second by Aussem. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Moved by Mayor Eschbach that the Request for a conditional use permit for civic use from the Ottawa River Rescue Squad for property located at 701 Hitt Street, be received and referred to the Plan Commission for review and recommendation.
