Peru City Council met Aug. 21.

Here is the minutes provided by the Council:

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Radtke, Sapienza, Payton and Ballard present; Aldermen Waldorf and Lukosus absent; Mayor Harl present.

All joined in the Pledge of Allegiance to the Flag of the United States of America.

PUBLIC COMMENT

PRESENTATION

Mr. Kevin Lindeman of North Central Illinois Council of Governments addressed the Council and provided updated contact information. Kevin explained the challenges at the State level with grant funding and the lack of a budget until now. Alderman Radtke asked specifically about FEMA floodplain property demolition options.

MINUTES

Mayor Harl presented the minutes of the Regular Meeting of August 7, 2017. Alderman Potthoff made a motion that the minutes be received and placed on file. Alderman Ferrari seconded the motion; motion carried.

FINANCIAL REPORT

Mayor Harl presented the City Clerk’s Report of Cash Received for July 2017; Sales, Home Rule, Use and Telecommunication Tax Receipts for May 2017 and Peru Recreation Fund Cash Accounts Summary for July 2017. Alderman Ferrari made a motion the reports be received and placed on file. Alderman Payton seconded the motion; motion carried.

ACTIVITY REPORT

Mayor Harl presented the Peru Police Department Monthly Report for July 2017 and Peru Volunteer Ambulance Service Inc. Activity Report for July 2017. Alderman Ferrari made a motion the reports be received and placed on file. Alderman Ballard seconded the motion; motion carried.

FINANCE AND SAFETY COMMITTEE

Alderman Radtke presented the following disbursements for payment on August 23, 2017:

Alderman Radtke made a motion that the report be received, placed on file and the bills be paid in the usual manner. Alderman Payton seconded the motion. PUBLIC SERVICES COMMITTEE

Alderman Sapienza made a motion to authorize the Mayor to execute Agreement for Services “Scavenger and Recyclable Collection Contract” between the City of Peru and Allied Waste Services of North America LLC (Contract will begin September 1, 2017). Alderman Ballard seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Radtke, Sapienza, Payton and Ballard voting aye; Aldermen Waldorf and Lukosus absent; motion carried.

Alderman Ballard made a motion to approve Change Order #1 for the EWWTP Clarifier Project to Leander Construction in the amount of $45,175.49. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Radtke, Sapienza, Payton and Ballard voting aye; Aldermen Waldorf and Lukosus absent; motion carried.

Alderman Sapienza made a motion to award bid for 2017 MFT Program to Universal Asphalt & Excavating, in the amount of $181,516.44. Alderman Ballard seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Radtke, Sapienza, Payton and Ballard voting aye; Aldermen Waldorf and Lukosus absent; motion carried.

Alderman Ballard made a motion to approve final balancing quantities and pay application with J.W. Ossola Construction for Area 3 Phase 1 sewer separation project. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Radtke, Sapienza, Payton and Ballard voting aye; Aldermen Waldorf and Lukosus absent; motion carried.

REPORT OF CITY ATTORNEY/ORDINANCES AND RESOLUTIONS

Assistant Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

An Ordinance Authorizing Execution Of An Agreement By And Between The City Of Peru And Northern White Sand, Llc Concerning Wastewater Service And Watermain Extension

Alderman Ballard made a motion the ordinance be adopted as written and read. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Radtke, Sapienza, Payton and Ballard voting aye; Aldermen Waldorf and Lukosus absent; motion carried.

Assistant Corporate Counsel Scott Schweickert presented a proposed resolution entitled:

RESOLUTION NO. 2017-14

A Resolution Authorizing Execution Of A Legal Services Contract With Sale & Quinn, Pc Concerning Potential Sale Of Washington Park Cell Tower

Alderman Potthoff made a motion the resolution be adopted as written and read. Alderman Potthoff commented on the potential sale of the Washington Park Cell Tower. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Radtke, Sapienza, Payton and Ballard voting aye; Aldermen Waldorf and Lukosus absent; motion carried.

UNFINISHED BUSINESS

Mayor Harl initiated a discussion of the need to replace the lights at Washington Park Senior League diamond. Clerk Bartley reported on a letter from the Peru Little League requesting assistance. Mayor Harl reported with the cooperation with IMEA, $100,000 could be contributed to the replacement.

NEW BUSINESS

Mayor Harl addressed the problem with geese at Baker Lake. Mayor Harl asked the media to support an effort to get suggestions. Mayor Harl stated the city is going to put down some grape seed concentrate. Mayor Harl stated the natural flavor of the grape is sour and geese don’t like it. Mayor Harl stated in order for it to be effective, it must be reapplied after rain and after the grass is cut. Mayor Harl also noted the concentrate is totally organic. Public Services Manager Jeff King stated he place swan decoys in the lake which pushed the geese out of the lake. Mayor Harl stated other future solutions include possibly letting grass grow past 3 inches, placing some snake decoys in the grass or putting a string or wire around the lake. Alderman Potthoff offered $100 reward for an idea that would fix the problem. Mayor Harl stated it may take a while for a permanent solution.

PROCLAMATIONS

PETITIONS AND COMMUNICATIONS

Clerk Bartley presented a communication from George Steinbach of The Right Spice requesting permission to close Pike Street from Rt. 6 southbound to entrance of hi-rise apartments from 8:00 a.m. to 8:00 p.m. on Sunday, September 24th for the annual Germanfest event; $300 donation to offset expenses. Alderman Ferrari made a motion the communication be received, placed on file, permission granted and referred the donation request to the Finance & Safety Services Committee. Alderman Sapienza seconded the motion; motion carried.

Clerk Bartley presented a communication from Frank Taylor Jr. (along with Christy’s Kitchen) requesting permission to hold a “cars and coffee” gathering on one Thursday a month from 6:00 p.m. to 9:00 p.m. at 2130 4th Street. Alderman Sapienza made a motion the communication be received, placed on file, but asked for more information before permission is granted. Alderman Radtke seconded the motion; motion carried.

Clerk Bartley presented a communication from Merry Noonan of Lou’s LaGratto, in conjunction with Northern Partners, requesting permission to hold a collection event in front of Lou’s LaGratto on Sunday, September 17, 2017; close road directly in front of the restaurant. Alderman Ferrari made a motion the communication be received, placed on file and permission granted subject to review of Chief Bernabei. Alderman Potthoff seconded the motion subject to coordination with the police department; motion carried.

Alderman Payton made a motion that the meeting be adjourned. Alderman Ballard seconded the motion and motion carried. Meeting adjourned 7:45 p.m.
