City of Peru Public Services Committee met September 25.

Committee Members Present: Alderman Waldorf Chairman, Alderman Jim Lukosus,

Alderman Jeff Ballard, and Alderman Mike Sapienza. Absent: Mayor Harl.

Other Persons Present: City Engineer Eric Carls, Electric Department General Foreman

Kye Kaszynski, Chris Perra of T.E.S.T., Economic Development Director Bob Vickrey, Finance

Officer Justin Miller, City Clerk Dave Bartley, Alderman Payton, and Ashley Kostos.

Minutes

Chairman Waldorf made a motion to approve Public Services Committee Meeting 9/11//17

Minutes. Alderman Lukosus seconded; motion carried.

Presentation

Peru Little League Board Member Rob Ankiewicz presented information about improvement

projects at Washington Park baseball fields. The concession stand holds water and gets mold

after heavy rains; a member of the board will be donating materials and members can perform

the work. They plan to add an awning and gutters. The Little League Board will fund this

project. Also, the board would like to add dugouts to the instructional league field; this item will

also be funded by the board. Additionally, there is a drainage issue that needs address in the

little league field. Ankiewicz asked if some city public works employees could help on a

Saturday morning. The item will be added to the council agenda to discuss and approve.

Electric

Electric Department General Foreman Kye Kaszynski announced the lights have been installed

on Commerce Drive. He added work is progressing at the hydro.

Landfill

City Engineer Eric Carls stated the city is working towards closure at Landfill #3 and have been

able to abandon monitoring per IEPA direction. Council members discussed opening the landfill

to leaf dumping, which prompted discussion of when leaf pickup would start. The tentative start

date was set for Monday, October 9th.

Airport

Alderman Lukosus announced a lease agreement is in the works for a private hangar to be

constructed. Engineer Carls discussed the T-hangar project; a meeting needs to take place to

discuss revisions that need approval prior to sending RFQ’s. He added a TIPS meeting has been

scheduled for October.

Parks & Recreation

Alderman Sapienza stated he is still looking into planting new trees in the parks. Engineer Carls

reported he has met with the individuals proposing the disc-golf course; a new plan was

provided, which re-directs discs from being thrown towards residents rear yards. He added the

concrete pads are minimal and would require less maintenance than other options. Chairman

Waldorf inquired about coloring the concrete. Engineer Carls suggested moving forward with

the project.

Code Enforcement/ Building & Zoning

Engineering

City Engineer Eric Carls provided the following project updates:

· 2017 MFT- the road has been milled and curb is finished. A one-day pave will take place

tomorrow and the project will wrap up in a few weeks.

· Peoria St. Phase 2- a lot of progress has been made; 90% of curb on side streets has been

completed as well as some paving and sidewalks. There have been some minor conflicts

with the sewer and Ameren services. Project will look complete in the next couple

weeks.

· Plank Road- the final main-line pour will take place Saturday, temporarily opening a

portion of the road. The road will be closed at the railroad crossing while remaining

issues there are addressed. The next step is to extend the watermain along Ladd Road for

Northern White Sand. Speedway will be opening Thursday.

· Splash Pad- site work will start up again-it will suspend near winter and come back early

spring to finish walking path, ice rink, and volleyball. Will run a test early November on

the pad and then winterize.

· McKinley Concession- electrical work is being done and the water department is going to

set a drinking fountain. The project is approximately one month from completion.

· 2018 Project- 3 large projects are in the works going into next year; St. Johns is awaiting

permits, preliminary engineering is taking place on deep sewer, and N. Peoria watermain

reconstruction.
