Village of Sheridan Board of Trustees met September 11.

Here is the minutes provided by the Board:

The Board of Trustees met on the above date with the following members present: Larry Ryg, Jon Walker, Randy McMurray and Jeff Wilhelm. Peggy Arneson and Bill Clemens were absent.

Bills for August 2017 in the amount of $60,236.64 were presented for payment. Randy McMurray motioned to approve the bills as presented. Jeff WiIhelm 2nd. All in favor. Motion Carried.

Minutes for August 2017 were presented. Randy McMurray motioned to approve the minutes as written. Jeff Wilhelm 2nd. All in favor. Motion Carried.

Randy McMurray gave the finance report for August 2017 with an ending balance of $1,187,110.01. Jeff Wilhelm motioned to approve the finance report. Jon Walker 2nd. All in favor. Motion Carried.

Correspondence:

Cathy read a thank you card from Peggy Arneson for the flowers sent from the village board.

Committee Reports:

Jeff Wilhelm, Streets Committee, stated the issues with the water at the maintenance building have been resolved after chlorination by J.W. Well. A water sample had been taken to Somonauk Water Lab and the results came back today as being satisfactory.

Jon Walker, Sewer Committee, had no report.

Larry Ryg, Zoning Committee, stated having one reroof permit issued for August for $20.00.

Chief Chuck Bergeron gave the police report in Bill’s absence.

New Business:

Kevin Lindemann with NCICG spoke of several grant programs that may help the village if interested. He also passed out informational packets to the village board. He reminded the board that NCICG is an available resource to communities. He discussed several grants with the board.

Jeff Wilhelm would like to begin replanting trees within the village and cemetery from the loss of the Ash trees. He has spoken to Rob Borchenuis with the Norway Nursery for a bid and is awaiting another. After discussion, Jeff Wilhelm motioned for a $2,000.00 budget to begin tree replacement. Randy McMurray 2nd. All in favor. Motion Carried.

Jeff Wilhelm received a bid of $3,000.00 for a steel flatbed for the Dodge pickup to mount the salt spreader to. This will include lights, painting the frame and mounting of the salt spreader that has previously been purchased. Jeff motioned to accept the $3,000.00 bid from Dierzen’s for the work. Randy McMurray 2nd. All in favor. Motion Carried.

Jeff Wilhelm would like to replace many street signs that are very faded and hard to read. Maintenance has been working on a list and has 71 signs to replace. Stickers for the backs of signs will also need to be purchased. Jeff Wilhelm motioned for a $2,300.00 budget for the street sign replacement through Econo Signs. Jon Walker 2nd. All in favor. Motion Carried.

Jeff Wilhelm mentioned the need to have electric rewired on several telephone poles along with having brackets hung for holiday decorations. He would like 2 bids for the October board meeting. Jeff motioned to purchase banding for the hangers through Econo Signs for $151.20. Randy McMurray 2nd. All in favor. Motion Carried.

Jeff Wilhelm stated that several lights at the maintenance building were going bad. He motioned to purchase 5 new lights for $600.00. He will have Nate Dunaway install them. Randy McMurray 2nd. All in favor. Motion Carried.

Mayor Figgins introduced an Ordinance Amending the Zoning Ordinance for the Village of Sheridan, Illinois as to Special Uses. This would add public and private parks, campgrounds and picnic areas to special uses in manufacturing districts. Jeff Wilhelm motioned to approve Ordinance 2017-29. Jon Walker 2nd. All in favor. Motion Carried.

Mayor Figgins introduced an Ordinance Granting Special Use in Manufacturing District for Property owned by Murbo Properties, LLC. A further hearing will be scheduled when Murbo Properties, LLC has established their campground and set rules and regulations to be reviewed. Further conditions can be placed at that time. Larry Ryg motioned to approve Ordinance 2017-30. Jon Walker 2nd. All in favor. Motion Carried.

Mayor Figgins introduced a Resolution Making Appointment of Part Time Officer Owen Price. Randy McMurray motioned to approve Resolution 2017-31. Jeff Wilhelm 2nd. All in favor. Motion Carried.

Mayor Figgins introduced a Resolution Making Appointment of Part Time Officer Justin Hunt. Larry Ryg motioned to approve Resolution 2017-32. Jeff Wilhelm 2nd. All in favor. Motion Carried.

Mayor Figgins introduced a Resolution Authorizing Lease for Vacant Land as Firearms Training Range for Police Department. Chuck stated that they currently use the Sheridan Correctional Center for training but have to schedule full department shoots months in advance which is inconvenient to work with new trainees one on one. Practice ammunition handguns will only be fired at the location. This location will only be used under Chuck’s supervision by police personnel only. Ken Thompson inquired about firearm discharge in the city limits. Rich stated that an ordinance has previously been adopted on occasional discharge of firearms. Ken asked the board to consider that the owners of the property are in arrears on their property taxes. Jeff Wilhelm motioned to approve Resolution 2017-33. Jon Walker 2nd. All in favor. Motion Carried.

Mayor Figgins introduced a consideration of 2017 Tax Levy. Randy stated the taxes have not been raised in roughly 8 years. He stated with the loss of some income from the state we may need to look at raising taxes this year. They would go up $6.00 per $100,000.00 if this is done. This will be on the October 9, 2017 agenda.

Mayor Figgins introduced the Approval for Annual Sidewalk and Streets Bid. Jeff stated having the bid opening this morning with 2 bids being opened. D Construction Inc. and Advance Construction were the two bidders. D Construction was the low bid received at $158,213.69 with $85,000 of this coming from MFT funds. Advanced Constructions bid was $179,677.77. Jeff Wilhelm motioned to approve the bid from D Construction Inc. for $158,213.69. Randy McMurray 2nd. All in favor. Motion Carried.

Mayor Figgins introduced authorization for the Village Administrator to view and print online bank statements. Randy McMurray stated that since the Sheridan Bank merged with Granville Bank it takes too long to receive the bank statements in order to balance them before meetings. He also stated that this would benefit him also when working on the budgets. This would be a view only and set up by Beth Bartling at the Sheridan Bank. Jeff Wilhelm motioned to approve the Village Administrator to have set up, view and print online bank statements. Larry Ryg 2nd. All in favor. Motion Carried.

Public Comment:

Don McNelis inquired if they had chemicals tested at the maintenance building. He stated that it would specifically have to be asked for. He also requested a copy of the water testing done at the maintenance building.

Ken Thompson inquired about the completion of sidewalks at the railroad crossings. Jeff stated this was included in the bidding that had just passed with D Construction with a 20 day time frame to complete the work.

There being no further business, Jeff Wilhelm motioned to adjourn the meeting. Larry Ryg 2nd. Motion Carried.
