A motion was made by Comm. Timmons and seconded by Comm. Barla that the Council approves the September 19, 2017 council meeting minutes as presented.

Communications:
Commissioner Rich Applebee read the following prepared speech: “According to the CDC, 28 people in the United States die in motor vehicle crashes that involve an alcohol-impaired driver every day. The annual cost of alcohol-related crashes totals more than $44 billion. The human cost is even more staggering. In 2015, 10,265 people died in alcohol-impaired driving crashes, accounting for nearly one-third (29%) of all traffic-related deaths in the United States. Also in 2015, 209 children between the ages of 0 to 14 died in crashes involving an alcohol related driver. We understand that being pulled over by a police officer can be a stressful experience. We further understand that being arrested for a DUI related charge has potential life changing effects. But being involved in an alcohol related accident can have much more serious life changing effects. We firmly believe as a department that cost of a life is priceless. We are not asking anyone to not have fun or socialize. We encourage you to enjoy each other’s company, your favorite beverage, and your favorite establishment. We only ask that you do so responsibly. Who knows whose life you will save?” Commissioner Applebee then asked Chief Ray Meglan to present Officer Michael Hetelle with the Mothers Against Drunk Driving state DUI award that was previously mentioned at the September 5, 2017 council meeting.
Mr. Mark Brant of Colonial Life Insurance Company gave a presentation including identity theft prevention as well as supplemental insurance policies offered.
Old Business:
Public Property Timmons:
Comm. Timmons asked Engineer Guy Christensen to give an update on the two bid lettings that occurred on today’s date regarding the Graves Family Park. Mr. Christensen stated sealed bids were opened for the construction of watermain and sanitary sewer extension to the park and low bidder was Stott Contracting, LLC. In addition, sealed bids were also opened for the construction of the park including aggregate base, hot mix asphalt path, storm sewer, earth excavation, landscaping, topsoil, seeding, ball fields, playground equipment and other miscellaneous related items; low bidder was also Stott Contracting, LLC. Mr. Christensen stated that there were alternate items included in the original bid that could be removed prior to the contracts being completed thus providing additional savings to the village.
A motion was made by Comm. Timmons and seconded by Comm. Barla that the council awards the Graves Park Water main & Sanitary Sewer extension project to Stott Contracting, LLC in the amount of $54,981.05 split out of the Fire Fund and Sewer Fund.

A motion was made by Comm. Timmons and seconded by Comm. Barla that the council awards the Graves Park Improvements project to Stott Contracting, LLC in the amount of $481,048.60 out of the Park Board Fund.

Comm. Timmons stated that fire hydrant updates have been started and will continue as weather permits.
Accounts and Finance Barla:
Comm. Barla stated he wished to table the agenda item of approval of additional expenditure for I & M Canal excavation. Comm. Barla indicated that the third piece of property adjacent to the water plant on North Main Street has been deeded to the village. He asked the council about the current plan to have the existing home located on the property demolished; consensus of council was to have engineer Guy Christensen prepare an invitation to bidders for the project.
Streets Olson:
In Comm. Olson’s absence, Mayor Spicer reviewed the 2017 village leaf collection schedule.
Public Affairs Mayor Spicer:
Mayor Spicer stated that the Plan Commission voted unanimously to allow a variance at 161 W. Union Street for the construction of a garage eighteen feet nine inches in height at their public hearing which took place on September 13, 2017. This item was placed on file and is to be voted on.
A motion was made by Comm. Applebee and seconded by Comm. Timmons that the council adopts ordinance #17-15, granting a variance relating to property located at 161 West Union Street.

Public Property Timmons:
Comm. Timmons stated the current water plant alarm system is in need of replacement; Mayor Spicer stated the current alarm system is over 25 years old and in addition should be extended to the sewer plant as well.
A motion was made by Comm. Timmons and seconded by Comm. Barla that the council approves an expenditure to Vortex Technologies in the amount of $8,702.28 split out of the water and sewer departments.

Comm. Timmons also stated a catastrophic failure occurred recently to well #3, a check valve failed causing damage to the pump motor.
A motion was made by Comm. Timmons and seconded by Comm. Applebee that the council approves an expenditure of $49,897.06 to Prairie State Water Systems Inc. out of the water fund.

Comm. Barla stated on October 17th at 6:45pm the quarterly budget meeting will be held.
