Village of North Utica Board of Trustees met Sept. 13.

Here is the minutes provided by the Board:

At 7:06 pm the meeting was called to Order by Village President David Stewart who then led the Pledge of Allegiance. Village Clerk Laurie Gbur took the meeting attendance. Present at the meeting were Trustees Debbie Krizel, Mary Pawlak, Jim Schrader, John Schweickert, Joe Bernardoni and Ron Pawlak. Also Present was Village Engineer Kevin Heitz and Village Attorney Herb Klein.

Appearance Request: Young Entrepreneurs Youth Group- The Group attended the meeting and thanked the Village Board for letting them attend the July Fireworks celebration. They made over $800 at the event and were able to pay for some of their equipment. They look forward to attending the upcoming Burgoo as well as coming back to the Village’s Fireworks event next year. The Board thanked them for coming in and told them that they are always welcome in the Village.

Appearance Request: Mr. Roy Dittle, 2891 E. 765th Rd. did not attend the meeting.

a) IVAC – 2017-2018 Annual Sponsorship $100 b) IVCH Foundation Golf Scramble 9-15-17 $100 9.) Purchase and Installation of a Fence at Grove St. Community Garden Park not to exceed $ 1,000 It was motioned by Trustee Schrader, seconded by Trustee Krizel to approve the consent agenda as listed.

Village Clerk: Christmas Decorations- It was motioned by Trustee Schweickert, seconded by Trustee Krizel to approve the purchase of additional Christmas Decorations and lights for the Village in an amount not to exceed $5,000.

Christmas in the Village- It was motioned by Trustee Schrader, seconded by Trustee M. Pawlak to approve the expenses of Christmas in the Village in an amount not to exceed $1,500.

Village Treasurer: It was motioned by Trustee Schweickert, seconded by Trustee M. Pawlak to approve the Treasurer’s Report for Fiscal Year ending 3-31-17.

Finance Liaison: Trustee Schweickert spoke about the request from NCICG for their annual Grant Matching Program. It was motioned by Trustee Schweickert, seconded by Trustee Krizel to approve the donation to NCICG toward their Grant Matching Program in the amount of $500.

Governmental Affairs Liaison: Trustee Krizel updated the Board on the efforts of Utica Business Association and Starved Rock Lodge to work together. There will be a tour brochure created and it will show businesses that are accessible at each trolley stop. She also discussed the possibility of having the trolley for the annual Christmas in the Village weekend being held on 11-25-17 and 11-26-17. The Utica Business Association is also participating in ‘Small Business Saturday’.

Park & Recreation Liaison: It was motioned by Trustee M. Pawlak, seconded by Trustee Schweickert to approve an Ordinance dedicating Public Property in Ridgeview Estates Subdivision as ‘Charlie Burgess Memorial Park’. Ordinance 2017-26 6 Yes Motion Carried

Streets, Lights & Alleys Liaison: NONE

Police Department Liaison: Chief Damron stated that they are working on installation of the new antenna equipment and plan to have it operational for Burgoo weekend. Currently they are using the Utica Fire Department antenna.

Water / Sewer Liaison: NONE

Maintenance Department: Public Works Director Spayer provided an update of ongoing projects in the Village. Sewer Lagoon Project – Waiting on the permit from IEPA; planning for the project to begin after Burgoo.

Well 1 – roof has been replaced Vactor Truck – Almost finished working on the truck. Johnson St. – Waiting for IV Excavating to have time in their schedule. Hydrant replacement near Waltham School – planning to replace in the next 2 weeks.

Spayer then stated that he will be getting quotes for the purchase of back-up generators for the Well house and towers.

Village Engineer: Engineer Heitz provided an update of ongoing projects in the Village. Nonies Bakery had some drainage issues on their property. Maintenance Department was able to repair. In the future the Village may consider connecting Hitt St. and John St. IL River Bridge – The Contractor began laying the pipe.

Traffic Signals- There are some delays with the installation of the traffic signals. Reporter Steve Stout asked Engineer Heitz if the signals would be permanent or temporary. Heitz stated that the poles will be wood poles and this would be a temporary installation. Mr. Stout asked if they would be installed by Burgoo weekend. Heitz stated that there is no set time scheduled for the installation.

President’s Report: Mayor Stewart asked for the Board’s support for a Proclamation that recognizes the week as ‘National Payroll Week’. It was motioned by Trustee Schweickert, seconded by Trustee R. Pawlak to approve the Proclamation.

Attorney’s Report: It was motioned by Trustee Schweickert, seconded by Trustee R. Pawlak to approve Ordinance 2017-27; the Lease agreement between the Village of North Utica and I.D.N.R.

It was then motioned by Trustee Krizel, seconded by Trustee Schrader to approve Ordinance 2017-28 amending the Sound Amplification Ordinance.

Hours will now be: 8 am - 10 pm on Monday through Saturday 8 am – 6 pm on Sunday

Public Comment: Keith Arwood spoke about the Craft Beer Event. He said it was very successful for the first year. He also thanked the Village Board for supporting the event. He stated that Utica Fire Department and Waltham School will share in the $4,000 proceeds.

He also asked if the annual Veteran’s Parade would still be taking place in the Village. Mayor Stewart answered ‘yes’ and said that the Village of North Utica supports the Veteran’s Parade.

Committee / Trustee Reports: Trustee M. Pawlak asked if there is a campground being built on property owned by Mix’s Outpost. Engineer Heitz answered no.

Executive Session: It was motioned by Trustee Schrader, seconded by Trustee Schweickert to enter into Executive Session at 7:45 pm for the purpose of:

1.) The appointment, employment, compensation, discipline, performance or dismissal for specific employees

2.) Pending Litigation

3.) Purchase/Sale/Lease of Real Property All in favor Motion Carried

The meeting was reconvened at 7:55 pm. Motioned by Trustee Schweickert, seconded by Trustee R. Pawlak.

The meeting was then adjourned by Trustee Schweickert, seconded by Trustee Schrader at 7:58 pm.
