Ladd Village Board met Oct. 10.

Here is the minutes provided by the Board:

The Ladd Village Board met in regular session at 6:30pm on Tuesday, October 10, 2017, in the Village Hall. President Mike Grivetti called the meeting to order and led the Pledge of Allegiance to the American flag.

Roll Call:

Present – Trustees Frank Cattani, Jan Martin, Dan Nelson, Andy Ruggerio, Mike Urbanowski (5)

Absent – Trustee Jim Manning

In attendance – Attorney Colin Barry, Clerk Diane Chandler, Treasurer Rhonda Bezely, Chief Bill Gaefcke, Assistant Superintendent BJ Liebe, Engineer Adam Ossola, Building Inspector Tony Foster

Motion Cattani – Second Martin to accept the (9/26/17 meeting) minutes, as presented.

Ayes: Cattani, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 5-0.

Ruggerio asked if he could abstain from paying the bill for 6 new windows in the Village Hall. Grivetti informed him that he could not, the motion is to pay all of the bills.

Motion Urbanowski – Second Nelson to pay the bills in the amount of $54,292.19.

Ayes: Cattani, Martin, Nelson, Urbanowski

Abstain: Ruggerio

Motion carried 4-0-1.

Committee Reports:

Streets & Alleys – Cattani recommended that Village workers take down two dead trees along with some additional dead limbs at 234 West Walnut Street. It was determined that two trees at 315 South Hennepin Avenue were on private property and will be the homeowner’s responsibility to take down.

Engineer’s Report:

Easement Vacation – Ossola reported that he had received verbal approval from Frontier and is waiting to hear from two additional utilities prior to the vacation of the easement on Colby Flanagan’s property. Cleveland Street Culvert – Cattani asked Ossola when Plank Road would be open. He plans to start a culvert replacement but will hold off until Plank Road reopens.

Superintendent’s Report:

Electric Upgrade – Liebe reported that a Streator landscaper would soon begin working on property restoration following the electric project. Substation – Liebe also reported that the substation is still not finished.

Chief’s Report:

Gaefcke distributed his department’s Activity Report for September 2017.

Inspector’s Report:

None

Attorney’s Report:

None

Ruggerio informed the board that the Ladd Men’s Club has agreed to core out 1,200 square feet of playground surface in War Memorial Park for the installation of fall protection. Cattani offered a truck to haul away the dirt and one to haul in the pea gravel. Work would not begin until spring 2018.

Motion Urbanowski – Second Cattani to concur with the Plan Commission’s recommendation to approve John Kohr’s variance request (to increase the height of a fence located in a side yard from 4’ to 6’ on his property at 231 South Selby Avenue).

Ayes: Cattani, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 5-0.

Motion Ruggerio – Second Urbanowski to donate $100 to the Ladd Education & Enrichment Foundation and $25 to the

Hall Bowling Boosters.

Ayes: Cattani, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 5-0.

Ruggerio stated that the Village’s sidewalk replacement policy needs to be in ordinance form. No action was taken.

Motion Martin – Second Cattani to appoint Felicia Liebe to the Recreation Board.

Ayes: Cattani, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 5-0.

Announcements:

 Congratulated Bezely on winning the Chili Cook-Off to benefit St. Jude Children’s Hospital.

Motion Cattani – Second Martin to adjourn.

Ayes: Cattani, Martin, Nelson, Ruggerio, Urbanowski

Motion carried 5-0.

The meeting adjourned at 6:48pm.
