City of Peru Public Services Committee met Nov. 6.

Here is the agenda provided by the Committee:

COMMITTEE MEMBERS PRESENT: Alderman Dave Waldorf Chairman, Alderman Jim Lukosus, Alderman Mike Sapienza. 

ABSENT: Alderman Jeff Ballard and Mayor Harl.

OTHER PERSONS PRESENT: City Engineer Eric Carls, Administrative Services Manager Doug Bernabei, Public Services Manager Jeff King, Finance Officer Justin Miller, City Clerk Dave Bartley, Chris Perra of T.E.S.T., Mike Perry of Chamlin and Associates, Alderman Pottfoff, Ben Hohenstatt of the News Tribune, and Ashley Kostos.

MINUTES

Chairman Waldorf made a motion to approve Public Services Committee Meeting 10/23/17 Minutes. Alderman Lukosus seconded; motion carried.

WATER & SEWER

None

T.E.S.T.

Chris Perra of T.E.S.T. announced work for the new clarifier at the EWWTP has begun. Tanks are being prepped and equipment is starting to arrive.

Perra also announced the east end PRV valve has arrived and he will work with a contractor to have it installed. The west end PRV valve will be replaced as park of the Main St. water main project.

STREETS & ALLEY

ELECTRIC

None

LANDFILL

City Engineer Eric Carls stated he received the notice about the Landfill #3 closure. He is working to determine restrictions of the property. With this closure being a success, steps are being made towards closing Landfill #2. Alderman Sapienza inquired about what could be done with the land; Carls answered nothing invasive, for example, trees cannot be planted. Alderman Potthoff asked about the cost and time to close Landfill #2. Carls answered it is tough to determine because the requirements change regularly. He added there has been talk of additional sampling wells. Alderman Lukosus asked about the size of the property. Carls stated Landfill #3 is the smaller of the two. Possibilities for land use were discussed. City Clerk Dave Bartley added the most recent report noted the chipping pile continues to grow and overall the reports have been good.

AIRPORT

Engineer Carls reported amendments are being made to the TIPS for the December deadline, the taxiway extension project is on plan, and the draft lease agreement for the new hangar needs to be reviewed. Alderman Lukosus added the China delegation has asked for additional information about the airport.

CEMETERY

None

PARKS & RECREATION

Public Services Manager Jeff King discussed the Baker Lake Disc Golf project. The plan is to install eighteen (18) 5”x10”x4’ pads and the group expressed they would like to get it done as soon as possible with the help of public works labor. King reported the manpower is not available at this time. The group inquired about using volunteers, but believes it would be best to have skilled laborers perform the work. Additionally, the ground is too wet to get a truck there. PSM King recommends pushing the project to the Spring and hiring a contractor. One estimate he received was or about $8,000. Committee members were on board with pushing the project back.

Alderman Sapienza stated Pete Etscheid has a lead on some saplings and wanted to talk to Engineer Carls about it.

CODE ENFORCEMENT/ BUILDING & ZONING

Engineer Carls announced Plumbing Inspector Al Butkus has retired and has an active search for a state certified plumbing inspector. Butkus was compensated per inspection. Some possible candidates were recommended. Carls added the possibility of hiring a certified electrician for inspections, rather than using staff from the Electric Department.

Administrative Services Manager Doug Bernabei stated the new position, discussed at the previous meeting, has been advertised and applications have been coming in.

ENGINEERING

City Engineer Eric Carls reported the projects from this year are wrapping up and have some punch list items to be completed. The splash pad project is still active; features are in and

everything is being put into place. The fence installation is beginning and within about two weeks it will appear close to finished. It is still undecided what will be painted on the murals and who will paint them.

BUILDINGS & GROUNDS PSM

King reported he has been working with City Engineer Eric Carls to release a bid spec for the roof at the Fire Department and it should be advertised soon.
