Putnam County Board met Oct. 10.

Here is the minutes provided by the Board:

The regular meeting of the Putnam County Board was called to order at 7:00 P.M. on Tuesday, October 10, 2017, in the boardroom at the Putnam County Courthouse in Hennepin, Illinois by Putnam County Board Chairman Steven Malavolti.

Roll Call was taken by the Clerk of the County Board with Duane Calbow, Sheila Haage, William Holmes, Steven Malavolti, and Luke Holly answering.

It was moved by board member Sheila Haage to approve the minutes from the September 11, 2017, Regular Board Meeting. Board member William Holmes seconded the motion and the motion was carried on a roll call board vote of 3 ayes, 0 nays, and 1 absent.

County Highway Engineer Pat Sloan presented his September report of County Highway Engineer and Maintenance Activities to the board. Mr. Sloan informed the board that seal coating on the McNabb Blacktop and Woody Walker Hill roads was completed. The centerline stripes will be painted sometime during October. Mr. Sloan also informed the board that ditch work was completed on the Bottom Road to alleviate the water and mud that accumulates on the road and causes safety issues. Mr. Sloan also shared with the board the Compliance Review Reports for the Motor Fuel Tax Fund and the Township Bridge Fund for the County and Townships for the years 2012 thru 2016. All funds are in compliance. Mr. Sloan also informed the board of an electronics pick-up to be held on October 27, 2017, at the Marshall County Highway Department in Lacon, Illinois. Other County Highway Engineer activities have included working on contract administration for the 2017 construction and maintenance project. County Highway Maintenance activities have included checking the roads, servicing the Highway and Sheriff Department’s vehicles, installing driveway entrances on Hennepin-Florid Road, patching road shoulders on S. Mark and Lake Senachwine Roads, and mowing the roadsides for the last time this year. (The Putnam County Highway Engineer and Maintenance Activities Reports are on file at the Office of the County Clerk for review by any interested parties.)

Sheriff Kevin Doyle reviewed his September Sheriff’s and Civil Processing Transaction Reports with the board. Mr. Doyle informed the board that currently there are no courthouse maintenance issues that need to be addressed. Mr. Doyle had nothing of further interest to discuss with the board. (The Sheriff’s and Civil Processing Transaction Reports are on file at the Office of the County Clerk for review by any interested parties.)

County Treasurer Kevin Kunkel was not present for the meeting. It was noted that Mr. Kunkel had not submitted his financial reports for September to the board prior to the meeting for their review.

County Circuit Clerk Cathy Oliveri had nothing to report for the month of September and therefore was not present for the meeting.

County Probation Officer Patricia Hohulin had nothing to report for the month of September and therefore was not present for the meeting.

County Supervisor of Assessments Tammy Mehalic Mehalic had nothing to report for the month of September and therefore was not present for the meeting.

County Zoning Officer Jim Burger presented his Zoning Officer report for the month of September to the board. Mr. Burger informed the board that there were six (6) building permits issued during the month of September. Two (2) were for fermentation tanks, one (1) each for a garage, a pole building, a storage building, and a control building. There were also fourteen (14) building inspections completed during the month of September. Two (2) of the inspections were final inspections; one (1) for a deck and one (1) for a grain bin. Mr. Burger had nothing of further interest to report to the board. (The County Zoning Officer Report is on file at the Office of the County Clerk for review by any interested parties.)

County Death Investigator Robert Cofoid was unable to be present for the meeting. The board reviewed Mr. Cofoid’s August and September Death Investigator’s Reports that were submitted prior to the meeting. There were two (2) deaths reported during the month of August and one (1) death reported during the month of September. (The County Death Investigator’s Reports are on file at the Office of the County Clerk for review by any interested parties.)

Putnam County Emergency Management Agency Coordinator Robert Cofoid was unable to be present for the meeting. The board reviewed Mr. Cofoid’s August and September PCEMA Coordinator’s Reports that were submitted prior to the meeting. (The County Death Investigator’s Reports are on file at the Office of the County Clerk for review by any interested parties.)

Under “Old Business” for committee reports; board member Duane Calbow informed the remainder of the board that he attended a meeting with the Tri-County Opportunities Council. There were no other reports for the month of September from any of the other board’s committees.

Under “New Business” for Putnam County Conservation District, Trustee Appointment; the item was tabled until the November meeting. The board had not received a formal letter from the district informing the board of their request for approval of a trustee appointment.

Also under “New Business” for Resolutions (9) For Authorization By County Board Chairman To Execute Deeds Of Conveyance; Putnam County Clerk Dan Kuhn presented to the board the drafts of nine (9) resolutions authorizing the Chairman of the Putnam County Board to execute deeds of conveyance of the county’s interest or authorize the cancellation of the appropriate Certificate(s) of Purchase as it relates to specific delinquent tax properties acquired by the County of Putnam as Trustee for the Taxing Districts. After brief discussion, board member Duane Calbow moved that the board approve and adopt the nine (9) resolutions as written. Board member Sheila Haage seconded the motion and the motion was carried on a board vote of 4 ayes, 0 nays, and 0 absent. The Clerk of the County Board was directed to process the resolutions (#2017-08 thru #2016-16).

Also under “New Business” for Budget Amendment Ordinance For The Re-appropriation Of Funds From Appropriation #9-County Clerk, Line Item #6 To Appropriation #8-Election Expense, Line Item #4; Putnam County Clerk and Election Authority Dan Kuhn informed the board that he is considering replacing the existing voting machines which are soon to become obsolete. Mr. Kuhn informed the board that if he purchased the new equipment before the end of the fiscal year, he would need to re-appropriate funds from another appropriation to cover the cost of the down payment for the equipment. After brief discussion, the board recommended to budget the funding for the new voting equipment next Fiscal Year 2017-2018. This would be contingent upon the board’s final approval of the Fiscal Year 2017-2018 budget.

Also under “New Business” for Budget Meetings For Fiscal Year 12/1/2017 – 11/30/2018; the board agreed to schedule the next budget meeting for Monday, October 16, 2017, at 6:00 P.M.

Also under “New Business” for Putnam County Website (www.co.putnam.il.us); the board discussed the information updates recently submitted. The addition and / or revising of information, monitoring, and updating will be on-going. Any and all updates should be forwarded to Ms. Susan Grady with Connecting Point Computer Centers. Also under “New Business” for Approve Bills; the county board reviewed the bills for the month of September. Board member Sheila Haage then moved that the board approve the payment of the bills for the month of September. Board member William Holmes seconded the motion and the motion was carried on a roll call board vote of 4 ayes, 0 nays, and 0 absent.

Also under “New Business” for Correspondences and Reports; the board reviewed monthly reports from the County Clerk’s Office and the Regional Office of Education. The board also reviewed the legislative reports from the Illinois Association of County Board Members and Commissioners. Board Chairman Steven Malavolti also reviewed other correspondences that he had received.

Also under “New Business” for Public Comment Period; there were no members of the public present for any comments.

At 7:35 P.M., board member Sheila Haage moved to suspend the meeting. Board member William Holmes seconded the motion and the motion was carried on a roll call board vote of 4 ayes, 0 nays, and 0 absent. The meeting was suspended. The next Regular Meeting of the Putnam County Board is scheduled for Monday, November 13, 2017, at 9:00 A.M.
