City of Peru Public Services Committee met Dec. 4.

Here is the minutes provided by the Committee:

COMMITTEE MEMBERS PRESENT: Alderman Dave Waldorf Chairman, Alderman Jim Lukosus, Alderman Mike Sapienza, Alderman Ballard, and Mayor Harl.

OTHER PERSONS PRESENT: City Engineer Eric Carls, Administrative Services Manager Doug Bernabei, Public Services Manager Jeff King, Finance Officer Justin Miller, City Clerk Dave Bartley, Don Kowalczyk of T.E.S.T., Mike Perry of Chamlin and Associates, Economic Development Director Bob Vickrey, Ben Hohenstatt of the News Tribune, and Ashley Kostos.

MINUTES Chairman Waldorf made a motion to approve Public Services Committee Meeting 12/4/17 Minutes. Alderman Lukosus seconded; motion carried.

STREETS & ALLEY Chairman Waldorf made a motion to approve a quote from Ladzinski Cement Finishing Co. for curb repairs in the amount of $8,580.00. Alderman Lukosus seconded. All in favor; motion carried. City Engineer Eric Carls explained this is for three different locations in town.

Chairman Waldorf asked about the barricade at 7th & Pike. City Engineer Carls and PSM Jeff King explained the contractor has had issues with weather and the liner. The failures in the structure have been fixed but the road needs fill. There is also another barricade on Calhoun that is being repaired. Work should be completed by the end of the week.

AIRPORT Engineer Carls reported a meeting took place last week to discuss the T-hangars and changes that have been made. Carls is working on a cost-estimate and will present for approval and then the project will go out for bid and construction can start early Spring.

Carls also reported he has spoken with the Deckerts and is waiting for a few more items for the agreement. An item regarding the approval of the agreement will be on the agenda for the next council meeting. The Division of Aeronautics has approved the locations in a red-line ALP.

CEMETERY Engineer Carls stated the construction at the mausoleum of the last three wings will finish after the 1st of the year. Landscaping and a new fence will be completed in the Spring. Carls is also seeking a proposal for carpet removal and floor polishing.

PARKS & RECREATION Alderman Sapienza reported that “Prancing Through Peru” events over the weekend went great and thanked everyone who helped. He added some things may change next year and this will be discussed at the next Park & Rec meeting. Sapienza also suggested donating to the LP Chamber Singers, who performed in the weekends festivities, for their upcoming trip to Ireland. He added the Rec Board pays for the Barber Shop Quartet and thinks we should donate to them as well.

CODE ENFORCEMENT/ BUILDING & ZONING ASM Doug Bernabei announced 29 applications have been received for the CSO/Evidence Collection position. This week he is going to review applications with Kim Reese and select candidates for interviews. Bernabei hopes to start training the selected candidate no later than March 1st.

Alderman Sapienza asked for the status of a home on Putnam St. Engineer Carls reported it is scheduled for demolition and will be on the agenda for approval at the next council meeting, along with two other demos to go to bid. Sapienza also asked about some other properties to which Carls and ASM Bernabei said they would check into.

ENGINEERING City Engineer Eric Carls reported the splash pad winterization is complete and there will be a walk-through scheduled to suspend the project for Winter. Some site work has been completed and the rest will be done in the Spring. Carls added he is still looking into getting a lightning gauge. There are some other small items that need to be worked on over the winter, including seeking additional donations and selecting an artist for mural work.

Carls also reported the issue with the stop lights at Route 6 and Peoria; he is looking to troubleshoot this week. The EWWTP Clarifier project has started. And Engineering Technician

Eric Zborowski is finalizing some items for the CMOM Plan/NPDES Permit that need done before Christmas. Some projects for 2018 are ready to go to bid, including MFT, General Fund Street Program, St. Johns Phase 1, and Area 3 Phase 3. A watermain project is anticipated to take place at the end of summer.

Engineer Carls announced he has met with Shug of NCICG on various grants. NCICG is reaching out to FEMA on the status of the floodwall grant and will report back with information. The CDBG grants were discussed; the grant process now uses census information for community as a whole, rather than surveying areas impacted by the projects like it had in the past. This automatically disqualifies Peru from this grant. Carls believes this is wrong and Peru should be allowed the opportunity to apply. Carls believes we should challenge the census, which could take years, for a public health and safety project that otherwise meets parameters.

Alderman Waldorf made a motion to go into closed session for meetings where the purchase or lease of real property for the use of the public body is being considered, including meetings held for the purpose of discussing where a particular parcel should be acquired; meetings where the setting of the price for sale or lease of real estate owned by the public body is being considered. Alderman Sapienza seconded the motion. City Clerk Dave Bartley call the roll with Aldermen Waldorf, Lukosus, Sapienza, Ballard and Mayor Harl voting aye; motion carried.

Closed session began at 10:40 a.m.; ended 11:15 a.m.

Alderman Waldorf made a motion to re-open the Public Services meeting. Alderman Sapienza seconded the motion. Clerk Bartley called the roll with Aldermen Waldorf, Lukosus, Sapienza, Ballard and Mayor Harl present.

ADJOURNMENT

Alderman Waldorf made a motion to adjourn the meeting; Chairman Sapienza seconded the motion. Meeting adjourned at 11:15 a.m.
