Ottawa City Council met Dec. 14.

Here is the minutes provided by the Council:

Present: Daniel E. Aussem, Thomas G. Ganiere, Wayne A. Eichelkraut Jr., James J. Less, and Robert M. Eschbach Absent: None.

Commissioner Eichelkraut presented Resolution. Moved by Commissioner Eichelkraut that a Resolution authorizing the transfer of City Funds from the 911 Fund to the LaSalle County Joint Emergency Telephone System Board and closing the City’s 911 Fund, be adopted. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

A discussion ensued regarding NCAT and a call center. Commissioner Eichelkraut would like to use the back conference room at City Hall or a room in the Public Works building to train new phone operators before the new NCAT building is done. He’s looking at hiring 6 part timers at 29 hours per week. His hope is that the new building will be done by August 1, 2018.

Commissioner Aussem presented Resolution. Moved by Commissioner Aussem that a Resolution authorizing acceptance and execution of an engineering and construction services proposal by Etscheid, Duttlinger, & Associates Inc., for the 2018 water main replacements, which has been on file for public inspection since December 5, 2017, be adopted. Second by Less. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Commissioner Aussem reminded that the Bids for the Route 71 sanitary sewer would be opened on Friday, December 15, 2017, at 10:00 a.m.

Commissioner Ganiere presented Request. Moved by Commissioner Ganiere that the Request from the Ottawa Police Department to purchase a 2015 Chevrolet Equinox from Bill Walsh in the amount of $11,567.15 after trade, be approved and paid for from the General Corporate Fund.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None.

Motion carried.

Commissioner Less presented Resolution. Moved by Commissioner Less that a Resolution appropriating $432,000.00 of Motor Fuel Tax Funds for the reconstruction of 4H Road with curb, gutter and sidewalk, be adopted.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None.

Motion carried.

A discussion took place regarding parking restrictions and snow. Commissioner Less commented on our narrow roads and streets regarding snow removal. Commissioner Aussem added that maybe parking could be traded on odd and even numbered days of the week to allow for better snow removal. Signs need to be fixed to meet the Ordinance currently on the books. Corporation Counsel will set up a meeting with Commissioner Less to get this accomplished.

Mayor Eschbach presented Resolution. Moved by Mayor Eschbach that a Resolution approving and authorizing the execution of an agreement between the City of Ottawa and the Illinois Department of Transportation, regarding the I-80 pedestrian bridge, which has been on file for public inspection since December 5, 2017, be adopted.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None.

Motion carried.

Mayor Eschbach presented Resolution. Moved by Mayor Eschbach that a Resolution to enter into an agreement for administration and coordination services with NCICG for a Community Development Block Grant, which has been on file for public inspection since December 5, 2017, be adopted.

Second by Less.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None.

Motion carried.

The Mayor updated the Council on the numbers for the proposed Canal re watering project. The re watering project will consist of 3000 feet and include a possible clay liner to hold 2-3 feet of water. The first proposal was to bore under 3 railroad lines and would cost approximately $1,500,000.00. $200,000.00 would be saved by using the Army Corps. A couple of questions arose regarding possibly discharging water into the river and EPA issues totaling $300,000 - $400,000. Do we really need a clay liner? Can we just line the sides? Could we use Well #8 to pipe to the canal? Commissioner Eichelkraut asked about using Well #12. We could draw our own well that is 600 feet deep with the capabilities of 250 gallons per minute. This would take the project down to around $580,000.00. Commissioner Eichelkraut thought we should keep the clay liners in the plan and wanted to be sure that we didn’t flood First State Bank.

In other business, the wet property on Warehouse Drive in the Ottawa Industrial Park TIF District was discussed. City Engineer, Dave Noble, explained that we could put tiles under the ditches and dry them out. It would be around $65,000.00 to then connect them to the storm sewer. The Council authorized preceding with the project.

Mayor Eschbach presented motion to recess. Moved by Mayor Eschbach that this Council recess into Closed Session to discuss a matter of collective bargaining.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less and Mayor Eschbach.

Nays: None.

Motion carried.

Commissioner Less presented motion to reconvene. Moved by Commissioner Less that this Council reconvene from Closed Session. Second by Ganiere. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

Mayor Eschbach presented motion to adjourn. Moved by Mayor Eschbach that this special meeting be adjourned.

Second by Less.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None.

Motion carried.

Council adjourned at 7:52 p.m.
