Village of McNabb Board of Trustees met Nov. 8.

Here is the minutes provided by the Board:

The President and Board of Trustees met in regular session on November 8, 2017. Roll call was taken. Present were Village President Brandy Sandberg, Treasurer Dennis, Clerk Harrison, Trustees Edens, Haar, McNaughton, Trone, Vaskie and Wegrzyn. The minutes of the October 11, 2017 meeting were approved as sent by Trustee Trone with a second by Trustee Haar, motion carried.

Trustee Vaskie made a motion to accept the 10/31/2017 financial report with a second from Trustee Edens. At this time, Motion carried.

Trustee Haar made a motion to approve all travel requests and reimbursements with a second coming from Trustee Vaskie, motion carried. There was only mileage turned in from Mike Dennis this month.

BILLS (SEE ATTACHED SHEET) 

Trustee Trone made a motion to pay bills as presented with a second from Haar, motion carried.

COMMUNICATIONS 

-A letter was presented to the board about a dog attack from a resident on 8th Street.

GUESTS 

-Jim Pozzi from Republic Services was in attendance to present the board with their bid for garbage/recycling program for the Village.

ZONING AND PLANNING 

-No report

WATER AND MAINTENANCE 

-Price for the valves for the pump house is $5500

SEWER 

-North and south lift stations have been cleaned

ENGINEERING 

-2017 Street Maintenance has been completed. Sandberg is concerned with the loose gravel around the spray patching that was done. Harrison was contacted by Ken Park of IDOT with questions concerning this work and the work previously done in 2012. He would like to meet with someone from the Village and look at the streets. Sandberg will ask M. Richetta to follow up with IDOT and look at the spray patching.

POLICE 

-There is a new part time Granville police officer that may be interested in working for the Village of McNabb. Sandberg will try to meet him before the next meeting.

BASEBALL 

-No business

NEW BUSINESS 

-Trustee Trone made a motion to announce the proposed tax levy for 2017 to be $28.995.00. Edens seconded this motion, motion carried. Roll call vote was taken: Edens - aye Trone - aye Haar - aye Vaskie - aye McNaughton - nay Wegrzyn - nay -Sandberg signed a Resolution celebrating Illinois’ Bicentennial that will be mailed to IML. -Village Christmas party is tentatively planned for January 20, 2018 at Spratt’s Tap in Hennepin. -Christmas greens have been ordered for the pots on Main Street. -2018 IML handbooks were ordered for reference purposes

OLD BUSINESS 

-Bids for garbage/recycling program were opened. Republic Services came in with the low bid in the amount of $14.95/month if the Village does the billing and $16.95/month with Republic doing the billing. The contract will be a 10 yr. contract with an increase of approximately 3% per year. The contract includes:

-Curbside garbage pickup will be weekly - recycling bi-weekly. 

-Republic will supply garbage and recycling carts to each household. 

-Every household will be allowed (1) bulk item every other week. 

-Dumpsters will be supplied to the Village at no cost for the park and the library 

After discussion, Haar made a motion to enter into a contract with Republic Services in the amount of $16.95/month with Republic doing the billing for the present time, Wegrzyn seconded this motion, motion carried. The Village has the option to beginning billing at any time. 

-After a lengthy discussion concerning a garbage/recycling ordinance, Trustee Edens made a motion to pass a residential garbage disposal and recycling ordinance, Vaskie seconded this motion, motion carried. This ordinance will guarantee there is only one hauler coming into the Village for the residents. All residential water/sewer customers will be charged for this service - only exemption is if you own a business. -Letters will be sent to residents with abandoned, unlicensed vehicles and garbage.

There was no further business. The next meeting will be held on December 13. Trustee Edens made a motion to adjourn the meeting with a second coming from Trustee Trone. Meeting was adjourned.
