Ottawa City Council met December 19.

Here is the minutes provided by the Council:

Present: Daniel F. Aussem, Thomas G. Ganiere, Wayne A. Eichelkraut Jr., James J. Less, and Robert M. Eschbach

Absent: None.

Commissioner Eichelkraut presented minutes of previous meetings. Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council of the City of Ottawa, Illinois, held on Tuesday, December 5, 2017, and the minutes of a special meeting held on Thursday, December 14, 2017, both be approved as recorded in the permanent files of the City Clerk. Second by Less. Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach. Nays: None. Motion carried.

A public hearing was held on the proposed tax levy. Commissioner Eichelkraut and City Treasurer, Don Harris, both commented on the 5.76% increase over last year and explained the effect of the increase. With no one from the public commenting, the hearing was declared closed at 7:05 p.m.

A public hearing was held on proposed annexation agreements with Roger and Sandra Hallowell, Halterman & Reynolds LLC. Road Ranger, and Johnson Family Limited Partnership. The parcels are located along Route 71 and a new TIF District is being proposed at the Route 71 and I-80 interchange. With no one from the public commenting, the hearing was declared closed at 7:06 p.m.

Commissioner Eichelkraut presented Biweekly Salary Payroll.

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of December 15, 2017, in the amount of $373,123.19, be approved and warrants issued.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Expense Report.

Moved by Commissioner Eichelkraut that the Monthly Expense Report of December 20, 2017, showing expenses in the amount of $2,718,611.78, be approved and warrants issued.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Salary Payroll.

Moved by Commissioner Eichelkraut that the Monthly Salary Payroll of December 8, 2017, in the amount of $12,091.42, be approved and warrants issued.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Monthly Financial Report.

Moved by Commissioner Eichelkraut that the Monthly Financial Report of City Clerk, Shelly L. Munks, for the month of November 2017, be received and placed on file.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Eichelkraut presented Ordinance.

Moved by Commissioner Eichelkraut that an Ordinance levying taxes in the City of Ottawa, LaSalle County, Illinois, for the fiscal year beginning May 1, 2017, and ending April 30, 2018, and authorizing the City Clerk of the City of Ottawa to certify to the County Clerk of LaSalle County, Illinois, the several amounts required to be raised by taxation for the corporate purposes of said City for said fiscal year, which has been on file for public inspection since December 5, 2017, be passed and approved.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Aussem presented Resolution.

Moved by Commissioner Aussem that a Resolution authorizing the execution of easement agreements with Advanced Asphalt Company and Robert Piercy and Dale Piercy, which has been on file for public inspection since December 5, 2017, be adopted.

Second by Less.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Aussem presented Resolution.

Moved by Commissioner Aussem that a Resolution authorizing the execution of a land use permit between the City of Ottawa and the Illinois Department of Natural Resources regarding permit #9459 to dredge and reshape a section of the canal between Boyce and Poplar Streets, be adopted.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Aussem awarded Bid.

Moved by Commissioner Aussem that the Low bid received from Stott Contracting LLC in the amount of $3,329,238.48, for the Route 71 sanitary sewer extension project, be accepted.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Ganiere presented Ordinance.

Moved by Commissioner Ganiere that an Ordinance amending Section 118-2 of the Municipal Code of the City of Ottawa, LaSalle County, Illinois, regarding Inns, be passed and approved.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing a public right of way permit from Chanel and Cody Renkosik for BASH located at 1012 LaSalle Street, to locate a cooler behind the building, be adopted. Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of a design and engineering inspection services agreement between the City of Ottawa and Renwick & Associates Inc., for the 2018 Curb replacement project, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Less presented Resolution.

Moved by Commissioner Less that a Resolution authorizing the execution of a maintenance agreement between the City of Ottawa and Renwick & Associates Inc., for the 2018 Street program, be received and placed on file for public inspection. Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Less presented Request.

Moved by Commissioner Less that the Request to purchase a new overhead door for the old Peltier building located at 1715 Boyce Lane from Phalen Steel Construction Company, in the amount of $12,942.00, be accepted and paid for from the General Corporate Fund.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Commissioner Less presented Request.

Moved by Commissioner Less that the Request to purchase playground equipment for Lincoln Douglas Park’s Kiwanis Project Inclusive playground in the amount of $60,749.00 from NuToys be approved, the bidding process be waived and the City be reimbursed from the Kiwanis Club.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing the execution of annexation agreements between the City of Ottawa, Roger Hallowell and Sandra Hallowell, Halterman and Reynolds LLC, Road Ranger LLC, and Arthur J. Johnson Family Limited Partnership, which has been on file for public inspection since December 5, 2017, be adopted.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing the execution of an agreement between the City of Ottawa and the Illinois Grape Growers and Vintners Association for the 2018 Wine and Jazz Fest, be received and placed on file for public inspection.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Resolution.

Moved by Mayor Eschbach that a Resolution authorizing the execution of an agreement for professional services between the City of Ottawa and Basalay, Cary, & Alstadt regarding the fascade program, be received and placed on file for public inspection.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Ordinance.

Moved by Mayor Eschbach that an Ordinance annexing certain territory to the City of Ottawa, LaSalle County, Illinois, and providing zoning therefore, for property owned by Robert R. Hallowell and Sandra A. Hallowell, be passed and approved.

Second by Ganiere.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Ordinance.

Moved by Mayor Eschbach that an Ordinance annexing certain territory to the City of Ottawa, LaSalle County, Illinois, and providing zoning therefore, for property owned by Halterman & Reynolds LLC, be passed and approved.

Second by Aussem.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Moved by Mayor Eschbach that an Ordinance annexing certain territory to the City of Ottawa, LaSalle County, Illinois, and providing zoning therefore, for property owned by Road Ranger LLC, be passed and approved.

Mayor Eschbach presented Ordinance.

Moved by Mayor Eschbach that an Ordinance annexing certain territory to the City of Ottawa, LaSalle County, Illinois, and providing zoning therefore, for property owned by Arthur J. Johnson Family Limited Partnership, be passed and approved.

Second by Eichelkraut.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented Request.

Moved by Mayor Eschbach that the Request for a variance from Mike and Toni Anderson for property located at 918 Chambers Street, be received and referred to the Zoning Board of Appeals for review and recommendation.

Second by Less.

Ayes: Aussem, Ganiere, Eichelkraut, Less, and Mayor Eschbach.

Nays: None. Motion carried.

Mayor Eschbach presented motion to adjourn.

Moved by Mayor Eschbach that this regular meeting be adjourned.
