City of Peru Public Services Committee met Dec. 18.

T.E.S.T. Chris Perra of T.E.S.T. informed work is continuing at the EWWTP.
STREETS & ALLEY
City Engineer Eric Carls stated curb work is being performed this week.
ELECTRIC
Alderman Lukosus made a motion to approve request for quotes for purchase of 30-35” Class 3 wood power poles. Chairman Waldorf seconded. Roll call vote, all voting aye; motion carried. PSM Jeff King reported the electric department is down to about 10 poles on hand.
LANDFILL
None
AIRPORT
Engineer Carls reported the final TIPS submittal as been submitted and a request for proposals for airport engineer will be sent out after the first of the year; the contract with Chamlin & Associates has expired.
Alderman Lukosus stated a request was submitted to IDOT to move the AWOS (automated weather station). Its current location limits the size of aircraft that can utilize the taxiway from the T-hangars. IDOT will not provide funding for this type of project. Engineer Carls stated there is a proposal to widen the taxiway to the south of the T-hangars, which would allow for larger aircraft, and could potentially be funded by IDOT.
CEMETERY
Engineer Carls stated Otto Baum is nearing the end of the corridor repairs at the mausoleum. The next portion that needs authorized is the center hallway of the building. The cost will be $22,000.00 and is under the original budgeted amount. This will complete the marble work and is anticipated to be done early to mid-January. Carpet removal, floor polishing, and painting the ceiling are the remaining items to be completed; painting will be solicited locally. An agenda item will be placed on the next council agenda to approve the final marble work.
PARKS & RECREATION

CODE ENFORCEMENT/ BUILDING & ZONING
Alderman Sapienza stated he felt we need to do something about enforcing codes and added he would like to have monthly reports and updates. Engineer Carls and ASM Bernabei that once the new code enforcement officer is hired and trained, that individual will handle these items. Carls also added the building inspector has been assisting with code enforcement in the interim. Carls has also been working with the city of Ottawa to gather information about fees and penalties; research is being done. Code enforcement issues were further discussed.
ENGINEERING
City Engineer Eric Carls reported all projects are currently in the close-out phase or suspended for the winter. Bid dates are being scheduled and advertised for next years’ projects. The watermain project for North Peoria will have a late season bid date. Carls stated he would like to schedule a time with each of the ward alderman to review the General Fund Street Program plans.
Engineer Carls also reported on the Center Place slide issue north of the high school. The larger problem is the aged watermain that has had many breaks that are contributing to the problem. This may become a project for next year to replace the watermain and roadway. When it is ready, the project will be presented to the full council.
BUILDINGS & GROUNDS
Engineer Carls reported HR Green has a government service line and has assisted us in the past with plan reviews of larger projects. HR Green will assist in identifying the changes in the code, help us move to the new family of codes, and offer suggestions if requirements should be added
or redacted. They will also meet with the Planning & Zoning Commission and City Council. The city is currently about 5 renditions behind on the International Building Code. This update will be to the entire family of codes. Chairman Waldorf made a motion to approve Professional Services Agreement with HR Green not to exceed $12,000 for building code updates. Alderman Lukosus seconded. Roll call vote with all voting aye; motion carried.
OLD BUSINESS
Chairman Waldorf reported Cantrell Morgan sent a letter regarding the Holiday inn property and they need another 6 months. The item will be on the agenda for the next council meeting to discuss and approve.
City Clerk Dave Bartley provided an update on renewable energy credits. Corporate counsel is currently reviewing the agreement and if there are no objections, he would like to get it on the agenda. The last agreement sold them for 50 cents each, now they are ranging from $4-7 each. Peru has accumulated 10,000+. Blue Delta is handling everything for a 10% fee.
City Engineer Eric Carls stated he would like to move forward with a selected candidate from the interviews on architectural services for the police station. Project conceptual work will be completed under a T&M contract. A contract will go in place for the police station later. Carls would like to have an item on the agenda for the next council meeting. All four candidates interviewed were good and he is very happy with the selected candidate.
NEW BUSINESS
Alderman Lukosus reported attending an IMUA meeting in Springfield, where zoning ordinances for mini cell tower attachments was discussed. Most of the poles in the city are owned by the city and he believes we should have an ordinance to regulate the attachments and we will have a sample ordinance to follow. City Engineer Eric Carls states he believed we pass an ordinance and were just looking for updates. The need for a net metering ordinance was also suggested.
