Seneca Village Council met Dec. 19.

Here is the agenda provided by the Council:

Roll Call: Present: Applebee, Barla, Olson, Spicer

Absent: Timmons

A motion was made by Comm. Olson and seconded by Comm. Barla that the Council approves the December 5, 2017 council meeting minutes as presented.

Roll Call: Ayes: Olson, Barla, Applebee, Spicer

Nays: none

A motion was made by Comm. Olson and seconded by Comm. Barla that the Council approves the payment of bills, payroll and November treasurer’s report as presented.

Public Property Timmons:

In Comm. Timmons’ absence, Mayor spoke about the updated hourly equipment and personnel rates pertaining to the revision of ordinance #00-08; no questions were presented.

A motion was made by Comm. Olson and seconded by Comm. Applebee that the council adopts ordinance #17-19, amending the rates for use of village personnel and equipment in the village of Seneca.

Mayor Spicer indicated that an additional $3,478.37 was owed to Vortex Technologies Inc. for the installation of alarm system at the sewer and water plants. Previously, an expenditure of $8,702.28 was approved from the quote but, end billing totaled $12,180.65. Mayor Spicer indicated in future, he would like council to be provided with an itemized final billing if this type of situation occurs again. No questions were asked.

A motion was made by Comm. Barla and seconded by Comm. Olson that the council approve an expenditure to Vortex Technologies for $3,478.37 split out of the water and sewer departments.

Streets Olson:

Comm. Olson announced that the previously approved dump truck has been completed and that it will be purchased later this week.

Public Health and Safety Applebee:

Comm. Applebee gave a recap of the 2017 Shop with a Cop event in which needy children were given funding to purchase holiday items for themselves or their families. He thanked Chief Meglan, Cindy Meglan, Police Staff, Seneca Caseys, Seneca BP, bus company, Teresa Smith, Rick Barla and many anonymous donors which contributed to the success of the event. Mayor also indicated he wished to thank Morris Wal-Mart store for providing donuts for the children.

New Business:

Public Property Timmons:

In Commissioner Timmons’ absence, Mayor Spicer stated that an expenditure of $1,652.00 requires approval to Associated Technical Services, LTD for the purpose of detecting various leaks throughout the village. No questions were presented.

A motion was made by Comm. Olson and seconded by Comm. Barla that the council approve an expenditure to Associated Technical Services, LTD. For $1,652.00 out of the water department.

The item of approval of expenditure to Prairie State has been tabled due to not receiving the billing. Mayor Spicer gave a well #2 update which had previously not been functioning at capacity. The pump, wiring and piping has been replaced and it was also descaled and a telescopic camera determined the casing in the bottom of the well is collapsed. It was announced that the collapsed casing will not affect the water quality. Mayor Spicer made an announcement that both wells have been reconstructed within the past few months.

Streets Olson:

Comm. Olson stated the date was set for the 2018 Seneca Cruise Night event for August 4th. He indicated a resolution was created in relation to the event for approval of route 170 road closure from Illinois Dept. of Transportation.

A motion was made by Comm. Olson and seconded by Comm. Applebee that the council adopt resolution #541, regarding the 2018 Seneca Cruise Night event.

Comm. Olson stated the village currently owns a 2000 International dump truck that is no longer needed. Consensus of council was to put the vehicle up for bid and not trade in at dealership. Mayor Spicer indicated he would like to have a minimum bid included when the process is announced.

Comm. Olson announced that today’s date is Mayor Spicer’s birthday and wished him a happy birthday.

Public Affairs Mayor Spicer:

Mayor Spicer announced that the village will once again collect live holiday trees at the lot located behind village hall. Comm. Barla added that the trees should be free from decorations, lights and/or garland. Mayor Spicer stated an updated village sexual harassment policy is on file and will be presented at the subsequent council meeting for vote. Attorney Russo indicated it is a requirement of the state of Illinois and it essentially updated the portion of existing policy which relates to offering a broader pathway to disclose alleged harassment as well as including no retaliation to the individual whom comes forward. In addition, a fine structure will be in place. Mayor Spicer asked that all stay safe with the holidays approaching, and wished everyone a Merry Christmas and Happy New Year.

Public Comment

There was no one present for public comment.

A motion was made by Comm. Olson and seconded by Comm. Applebee that the council enters into executive session to discuss personnel.

A motion was made by Comm. Olson and seconded by Comm. Applebee that the council returns to regular session.

A motion was made by Comm. Olson and seconded by Comm. Applebee that the December 19, 2017 council meeting is adjourned at 7:38 pm.
