City of Peru Finance and Safety Services Committee met January 17.

The Finance & Safety Services Committee Members Present: Aldermen Potthoff, Radtke and Payton present; Alderman Ferrari absent; Mayor Harl present.

Alderman Payton made a motion to approve the minutes of the January 3, 2018 Finance &
Safety Services Meeting. Alderman Radtke seconded the motion; motion carried.
The Committee reviewed and approved the disbursements for payment on January 24, 2018.

Old Business
Scavenger Contract
Clerk Bartley initiated a discussion regarding the scavenger contract that will expire March 30th and reviewed the proposal from Republic Services. Committee discussed sticker prices, yard waste and bulk item options. Alderman Potthoff asked for area comparables and fixed rules. Mayor Harl asked if seniors would have the option of smaller containers at lower pricing. Mr. Jim Pozzi of Republic Services stated the new program will begin with residents receiving 95 gallon carts with a 60 day commitment; after the 60 days seniors can swap out for smaller carts.

· Recycling every other week
· Discussion of landfill and garbage pricing (utility bills)
· Ask for 10-year prices
· Review City of LaSalle s contract
Finance Officer Justin Miller provided the following finance update:

o 5 firms received requests and submitted-Justin is reviewing
o 3-year proposal with 2-year option requested

o Fiscal 2018 pension actuarial study in progress

Human Resource Manager Kim Reese provided the following update:

Alderman Radtke asked for transparency in the segregation of employee and city money for health insurance.
Downtown TIF
Mayor Harl reported there are a couple of property owners is in negotiation. Alderman Radtke stated he wants a regular monthly update from Special Attorney Herb Klein.
Economic Development Director Bob Vickrey reported on the upcoming ICSC Convention in Las Vegas and stated the following:
· 35,000 in attendance
· 2,000,000 sq. ft. of display space
· 2,000 exhibitors
Economic Development Director Bob Vickrey reported appointments are required for most vendors coordinated with existing developers with projects in Peru.
Buxton
Economic Development Director Bob Vickrey initiated a discussion regarding the services of Buxton. Economic Development Director Bob Vickrey reported important of Buxton is taking advantage of their relationships with developers and retailers. Ability to host meetings in their both and have them Buxton assist in coordination of meetings. Alderman Potthoff discussed his understanding that the analytics prepared by Buxton provide verifiable evidence of regional retail activity.

· Database that matches retailers to suitable locations
Alderman Potthoff asked for a straw poll of support with Aldermen Lukosus, Sapienza, Ballard, Payton and Radtke were in favor.

Alderman Potthoff suggested reducing or eliminating the façade program for the year to offset cost. Alderman Potthoff also noted the expenses for the trip to China will not be every year. Mayor Harl stated he is in favor of keeping the façade line item in the budget.
Economic Development Director Bob Vickrey discussed virtual buildings. Alderman Payton spoke in favor of a virtual building option being placed on the economic development website. Economic Development Director Bob Vickrey discussed the Rt. 6 banners and holiday banners and suggested updating them due to fading. Economic Development Director Bob Vickrey stated Rt. 6 Associates is wanting a new option and freshen up.
New Business
Committee discussed investing Illinois Fund money s locally.
PSM Jeff King reported on a court order awarding the properties on Water Street (Friday s, former Delta Queen plus a garage) to the City of Peru. Discussed indemnification granted to demolition company and City. Underlying property has no value due to FEMA building restrictions.
